Special Session in Council Chambers at City Hall, per Notice of
Special Public Meeting and Agenda, posted on City Hall Bulletin
Board at 3:00 PM on January 17, 1980, and by reference made a
part hereof. The purpose of the Special Meeting was to approve
the purchase of a used automobile.
Present: Boyd Spencer, Mayor
Robbie Fickle, Vice Mayor
Al Lambert, Councilman
Kenneth Thompson, City Manager
Steve Jay, City Auditor
Absent: Don Thompson, Councilman
Robert Wrestler, Councilman
Wauhilleau Webb, City Clerk
The meeting was called to order at 7:01 PM, with Mayor Spencer
presiding.
Kenneth Thompson said he felt that since we are short vehicles
in the Police Department that the purchase of one other car was
necessary. He said it would be used as a multi-purpose car by
both Civil Defense and Police Department. He said this car
would be to replace the one the Police Department wrecked which
belonged originally to the Civil Defense. He said he felt the
duel-purpose car should be purchased and a special meeting was
needed to approve the purchase. A car was located at Cox Motors
in Tulsa. It is a used Volare, 6 cylinder, automatic transmis-
sion, with air conditioning. He thought the City could purchase
the car for about $2,900.00, having 23,000 miles.
Mayor Spencer asked if the car would be guaranteed, to which Mr.
Thompson responded that he did not ask about a guarantee during
the negotiations with Cox Motors but he assumed that the usual
guarantee on used cars would come with this car.
Mayor Spencer then questioned if the Civil Defense was to be
given the car and the City Manager's response was it could be
used as a duel purpose car for Civil Defense, and the Police
Department would use it as a back up car, and the Civil Defense
would not have exclusive use of the car, nor unlimited access to
the gasoline pumps. Civil Defense would have the car available
for use on strictly City business only and would be used by the
Civil Defense only in emergencies.
Mr. Thompson commented that the new 6 cylinder vehicle could be
assigned to the new Chief when he starts, if Council so desires.
He said he will be submitting a plan for hours each police
vehicle will be used.
Motion was made by Boyd Spencer, seconded by Al Lambert, to
approve the purchase of a used automobile from Cox Motor to be
used as a duel-purpose vehicle by the Police Department and
Civil Defense.

Being no further business before the Owasso City Council, Chair
adjourned at 7:12 PM.
