HomeMy WebLinkAbout1980.02.19_City Council MinutesOn Tuesday, February 19, 1980, the Owasso City Council met in regular session, in the Council Chambers at City Hall, per the Notice of Public Meeting and Agenda posted on City Hall Bulle- tin Board at 3:00 PM on February 15, 1980, and by reference is made a part hereof. Present: Boyd Spencer, Mayor Robbie Fickle, Vice Mayor Don Thompson, Councilman Al Lambert, Councilman Kenneth Thompson, City Manager Harold Charney, City Attorney Wauhilleau Webb, City Clerk Absent: None The meeting was called to order at 7:02 PM, with Mayor Spencer presiding. ITEM 1 - APPROVE CONSENT AGENDA ITEMS Motion was made by Robbie Fickle, seconded by Al Lambert, to ap- prove Consent Agenda items, as follows, as published in the Owasso Reporter on February 14, 1980, and by reference made a part hereof: A. Approve Minutes of February 5, 1980 Meeting. B. Approve Warrants for Payment. C, Approve Fire Run Contract with Oklahoma Farmers Union; Property Owner Ray E. Cox. D. Approve Appointments of Mac Borgna, John Edmundson, Mildred Raeuber, Rosemary McCarney and Tom Kimball to Council on Aging Board. E. Approve Appointments of Charles Hamilton, Ruth Evans, Gerald Christy, Duane Hendrickson and Margaret Jestus to Community Center Advisory Board. Ayes - Messrs. Spencer, Thompson, Lambert, Mrs. Fickle Nays - None ~~lotion carried. ITEM 2 - APPROVE ADDITIONAL WARRANTS FOR PAYMENT Motion was made by Al Lambert, seconded by Don Thompson, to ap- prove additional warrants for payment, and by reference made a part hereof. Ayes - Messrs. Spencer, Thompson, Lambert, Mrs. Fickle Nays - None PZotion carried. OWASSO CITY COUNCIL February 19, 1980 Page Two ITEM 3 - APPROVE PURCHASE OF TEN CARTRIDGE DISKS FOR COMPUTER, TOTAL PRICE 70.0: Ken Thompson explained these disks are necessary to place the new payroll and budgetary programs on the computer. Motion was made by Don Thompson, seconded by Al Lambert, to ap- prove the purchase of ten cartridge disks for computer at a total price of $870,00. Ayes - Messrs. Spencer, Thompson, Lambert, Mrs. Fickle Nays - None Motion carried. ITEM 4 - APPROVE CONDITIONAL FINAL PLAT ON ROBINSON DEVELOPMENT Carol Dickey explained all conditions have been met with the ex- ception of the sewer plan and Bill Williams needs a 15 foot sewer easement which will connect it with the abutting property. Mr. Lambert commented the building pad elevation condition had been initialed and he questioned if the condition had been met. Mr. Williams responded it is the correct level. Motion was made by Robbie Fickle, seconded by Al Lambert, to ap- prove the Conditional Final Plat on Robinson Development, and by reference made a part hereof. Ayes - Messrs. Spencer, Thompson, Lambert, Mrs. Ficle Nays - None Motion carried. ITEM 5 - APPROVE CONDITIONAL FINAL PLAT ON 76 CENTER Carol Dickey said all conditions have been met on this plat. Don Thompson commented it was understood that there would be no limits of access on the West and North, which Ms. Dickey con- f firmed . Motion was made by Don Thompson, seconded by Al Lambert, to ap- prove Conditional Final Plat on 76 Center, and by reference made a part hereof. Ayes - Messrs. ITEM 6 - RECEIVE AND FILE JANUARY 1980 FINANCIAL STATEMENTS Motion was made by Don Thompson, seconded by Boyd Spencer, to receive and file January 1980 Financial Statements, and by re- ference made a part hereof. Ayes - Messrs. Spencer, Thompson, Mrs. Fickle Nays - None Abstain - Mr. Lambert Motion carried. ITEM 7 - APPROVE AND ACCEPT FISCAL 1978-1979 AUDIT Mrs. Fickle requested postponing this item to the next agenda as she had not had time to study it. Steve Jay commented that would be a problem as the Compliance Report for the Revenue Sharing has to be submitted by March 1st. Ken Thompson suggested either writing for an extension on filing the report or having a special meeting. Mayor Spencer said he had studied it and talked with Steve Jay and he is satisfied with it. Mr. Jay said there is nothing in the audit that will cause the City any problems. Mayor Spencer called a Special Meeting at 7:00 PM on Monday, February 25, 1980, to approve and accept fiscal 1978-1979 audit. ITEM 8 - REVIEW AMBULANCE CHARGES Ken Thompson explained the proposed changes have been submitted for Council's consideration. He said they are in line with the other areas and we would not be the highest, nor would we be the lowest. Don Thompson commented he felt we should be adjusted to be in line with other areas. Mr. Lambert questioned if this depart- ment breaks even, and Mr. Thompson replied no, that emergency services are not self-supporting. Motion was made by Robbie Fickle, seconded by Boyd Spencer, to approve ambulance charge recommendations dated January 31, 1980, and by reference made a part hereof. Ayes - Messrs. ITEM 9 - DISCUSS NEW CITY BUDGET LAW City Manager stated he and the City Treasurer had attended a workshop on the new budget law which was sponsored by OML. He said the new law is a system he is familiar with, that being the City would adopt a total 100% budget, rather than using the estimate of needs process. He said it would require new forms and would give us a better grasp of the budget-and feels it is a good law and if it is adopted, it must be by resolution. Mayor Spencer commented he has talked to Steve Jay and Mr. Jay does not have any objections to the law. Mr. Jay reminded the Council that if they adopt this new budget law that it will place a lot more responsibility on them as in affect they will become the final authority on items that the Excise Board has done in the past. He said with the new budget the Council would set their own budget and move the funds around, which could be good and bad; the good being they would be more flexible, the ~ ~• bad being they would be more responsible. Mr. Jay said he did think it is a good system. Mr. Kite emphasized the City will not have to work with a tempo- rary budget period, but would start July 1st with the full bud- get. Mrs. Fickle also pointed out the great responsibility that will be on the Council's shoulders with this new law. Motion was made by Boyd Spencer, seconded by Don Thompson, to adopt the new budget law. Ayes - Messrs. Spencer, Thompson, Lambert, Mrs. Fickle Nays - None Motion carried. ITEM 10 - NEW BUSINESS Item Ron Skoller was present representing George Ratcliff, developer and owner of the track of land across from the highschool. Mr. Skoller said he was present to ask to be placed on the next agenda to request Council to reconsider the zoning of that track which was previously owned by Greenwood and then Never Owasso City Council February 19, 1980 Page Five Fail. Mr. Skoller said he has visited with our City Attorney and City Engineer and feels the rezoning could be accomplished without the traffic congestion which was the Council's concern in the past. Mayor Spencer directed City Clerk to place this item on the March 4, 1980, agenda. Item Mayor Spencer advised the Council that the Westport Mennonite Church has applied for a building permit. He stated that in the past instead of charging churches full building fees we have just charged them $50.00. He asked what the Council's wishes would be on this church. Don Thompson said this would be the first request after. the Council set their policy at the February 6, 1979 meeting and he felt the City should adhere to that policy. Motion was made by Don Thompson, seconded by Al Lambert, to re- affirm building permit fee policy set on February 6, 1979, by the Council, that being, "there would be no waiving of fees for sanctuaries and educational units". Ayes - Messrs. Thompson, Lambert, Mrs. Fickle Nays - Mr. Spencer Motion carried. Item Mayor Spencer asked City Manager if he had any idea when we would get the property we purchased from Mr. Smith, to which Mr. Thompson replied we are just waiting for our abstractor. Mayor Spencer said he felt we should lay out a plat showing roads and placement of another lagoon or sewage treatment plant and any other construction we may plan. Motion was made by Boyd Spencer, seconded by Robbie Fickle, to have City Manager direct City Engineer to start working on the preliminary plat. Ayes - Messrs. Spencer, Thompson, Lambert, r~rs. He said the owners are asking for $50,000, which would include the improvements. Being no further business before the Owasso City Council, the Chair adjourned at 8:04 PM. MAY CITY CLERK
