HomeMy WebLinkAbout1980.02.25_City Council MinutesOn Monday, February 25, 1980, the Owasso City Council met in a Special Session, in Council Chambers at City Hall, for the pur- pose of approving and accepting fiscal 1978-1979 audit, per the Notice of Public Meeting and Agenda, posted on City Hall Bulle- tin Board at 11:30 AM on February 20, 1980, and by reference is made a part hereof. This Special Meeting was called by Mayor Spencer at the February 19, 1980 regular Council meeting. Present: Boyd Spencer, Mayor Robbie Fickle, Vice Mayor Don Thompson, Councilman Al Lambert, Councilman Kenneth Thompson, City Manager Wauhilleau Webb, City Clerk Absent: Harold Charney, City Attorney The meeting was called to order at 7:00 PM, with Mayor Spencer presiding. Mr. Lambert asked Mr. Jay if the recommendations he had made could be easily implemented or if they would be difficult. Mr. Jay said it would actually be someplace in between; they would not be easy but they could be done. He said the OPWA inventory would be the most difficult, and the fixed assets would also be tough. Mr. Jay said we should go back several years to set this up . Mr. Lambert asked Mr. Jay if the cost of implementing these pro- grams would be offset by doing them. Mr. Jay responded that there would not be a direct dollar flow, but efficiency would benefit cost down the road. Mr. Jay also commented that it is just a matter of time until we will be required to have a fixed asset system. Ken Thompson questioned the Main Street fund and Mr. Jay said under the new budget law the Council can roll those funds into the General Fund. Don Thompson questioned the Cemetery Trust Fund and Mr. Jay said that the City is in the clear now, and we should not have any problems as the City had actually maintained the cemetery for the perpetual fund. Motion was made by Robbie Fickle, seconded by Boyd Spencer, to approve and accept Lowrey and Jay 1978-1979 audit for the City of Owasso, and by reference made apart hereof. Ayes - Messrs. Spencer, Thompson, Lambert, Mrs. Fickle Nays - None Motion carried. Owasso City Council February 25, 1980 Page Two Motion was made by Robbie Fickle, seconded by Don Thompson, to accept Lowrey and Jay's letter of recommendations to create a proper auditing system initiated and corrective measures begun unless shown to Council by City Manager and City Treasurer that they are unfeasible or unreasonable, and by reference are made a part hereof. Ayes - Messrs. Spencer, Thompson, Lambert, Mrs. Fickle Nays - None Motion carried. notion was made by Robbie Fickle, seconded by Don Thompson, to approve and accept Lowrey and Jay 1978-1979 audit for Revenue Sharing, and by reference made apart hereof.
