HomeMy WebLinkAbout1980.04.15_City Council MinutesOn Tuesday, April 15, 1980, the Owasso City Council met in regular session, in the Council Chambers at City Hall, per the Notice of Public Meeting and Agenda posted on City Hall Bulletin Board at 3:15 PM on April 11, 1980, and by reference made a part hereof. Present: Boyd Spencer, Mayor Robbie Fickle, Vice Mayor Don Thompson, Councilman Al Lambert, Councilman Dennis Burke, Councilman Kenneth Thompson, City Manager Harold Charney, City Attorney Wauhilleau Webb, City Clerk Absent: None Mayor Spencer called the Owasso City Council to order at 7:49 PM and announced the meeting was being taped by the City Clerk. ITEM 1 - APPROVE CONSENT AGENDA ITEMS Motion was made by Robbie Fickle, seconded by Don Thompson, to approve Consent Agenda items, as follows, as published in the Owasso Reporter on April 10, 1980, and by reference made a part hereof: A. Approve Minutes of April 1, 1980 Meeting. B. Approve Warrants for Payment. Ayes - Messrs. Spencer, Thompson, Lambert, Burke, Mrs. Fickle Nays - None Motion carried. ITEM 2 - APPROVE ADDITIONAL WARRANTS FOR PAYMENT P•lotion was made by Don Thompsonz, seconded by Robbie Fickle, to approve additional warrants for payment, and by reference made a part hereof. Ayes - Messrs. Spencer, Thompson, Lambert, Burke, Mrs. Fickle Nays - None Motion carried. ITEM 3 - APPROVE APPLICATION TO CETA FOR ANIMAL CONTROL ASSISTANT Ken Thompson said this is to help the one person we have in that department dur- ing the summer months when our animal problem is the most serious. He said it will not cost the City as it will all be grant money. Motion was made by Al Lambert, seconded by Dennis Burke, to approve application to CETA for Animal Control Assistant, and by reference made a part hereof. Ayes - Messrs. ITEM 4 - APPROVE LIBERTY BANK OF OWASSO TEMPORARY STRUCTURE AT 86TH STREET NORTH AND HIGHWAY 169 Carol Dickey advised Council that this property is part of the property that is involved in a lot split that will be heard by the Planning Commission on Thurs- day night. She said it is a continued item from their previous meeting as the Commission felt they needed more information, such as easements, drainage and access points. Motion was made by Robbie Fickle, seconded by Al Lambert, to approve this var- iance request for a temporary structure at 86th Street North and Highway 169, subject to the Planning Commission's approval of the lot-split application. Ayes - Messrs. Spencer, Thompson, Lambert, Burke, P1rs. Fickle Nays - None Motion carried. ITEM 5 - REVIEW SPEED LIMIT ON 86th STREET NORTH BETWEEN HIGHWAY 169 AND 129th EAST AVENUE Ken Thompson said the Police Chief's recommendation, to which he agrees, is to increase the speed limit from 35 MPH to 45 MPH east of 121st East Avenue. Mr. Lambert questioned the need to reduce it again after additional construction be- gins in that area. It was agreed the speed limit in this area will need to be reconsidered in the future. Motion was made by Dennis Burke, seconded by Al Lambert, to accept the Police Chief's recommendation to increase the speed limit from 35 MPH to 45 MPH on 86th Street North, East of 121st East Avenue. Ayes - Messrs. Spencer, Thompson, Lambert, Burke, Mrs. Fickle Nays - None Motion carried. ITEM 6 - REVIEW SWIMMING POOL OPERATION AND RATE STRUCTURE Motion was made by Don Thompson, seconded by Dennis Burke, to charge 50~ per individual pass for swimming pool, and 20 punch passes for $8.00 for both the adults and children. ITEM 7 - REVIEW TULSA METROPOLITAN AREA PLANNING COMMISSION ANNUAL REPORT FOR 1979 Carol Dickey gave each Councilperson a copy of the TMAPC 1979 Report. ITEM 8 - REVIEW THE TULSA HISTORIC PRESERVATION PLAN WHICH IS AN ELEMENT OF THE TULSA METROPOLITAN COMPREHENSIVE PLAN Ms. Dickey said this is a proposed plan that will go before TMAPC for a Public Hearing on April 23rd. She said they are the preservation goals and policies that the staff will be asking the Planning Commission to adopt. She said it is to be a guide for people who want to preserve unique structures or sites in the community. Mrs. Fickle asked if Ms. Dickey had given a copy to the Owasso Historical Soci-. ety as they would probably like to have a copy. Don Thompson requested Ms. Dickey to advise the City Council and the Owasso Historical Society of the dates of the two public hearings. Mayor Spencer recessed Owasso City Council at 8:16 PM. Mayor Spencer reconvened Owasso City Council at 9:16 PM, ITEM 9 - APPROVE TRANSFER OF APPROPRIATIONS Motion was made by Don Thompson, seconded by Al Lambert, to approve Transfer of Appropriations, and by reference made a part hereof. Ayes - Messrs. Spencer, Thompson, Lambert, Burke, Mrs. Fickle Nays - None Motion carried. ITEM 10 - APPROVE MARCH 1980 FINANCIAL STATEMENTS Motion was made by Don Thompson, seconded by Al Lambert, to approve for filing the March 1980 Financial Statements, and by reference made a part hereof. Ayes - Messrs. Spencer, Thompson, Lambert, Burke, Mrs. Fickle Nays - None Motion carried. Owasso City Council April 15, 1980 Page Four ITEM 11-A - APPROVE CONTRACT BETWEEN CITY OF TULSA AND CITY OF OWASSO FOR 911 EMERGENCY TELEPHONE NUMBER SYSTEM Mr. Charney had not gotten in touch with the City of Tulsa's attorney to make the correction that was desired in the contract. Mr. Burke said he had read in the paper where Catoosa and Sand Springs was also concerned with the wording regarding the second party. Don Thompson suggested Mr. Charney get with Sand Springs and Catoosa and see if the three cities can get with Tulsa's attorney and see if this difference can be resolved. Ken Thompson said if we table this item until the next meeting the system will be installed by then and we would be operating without a contract. Mr. Charney suggested having a committee to look at the final contract but to go ahead and approve the 911 basic contract. Motion was made by Robbie Fickle, seconded by Dennis Burke, to approve the 911 Emergency Telephone Number System contract between the City of Tulsa and the City of Owasso subject to modifications approved by committee to be named by Mayor Spencer. Ayes - Messrs. Spencer, Thompson, Lambert, Burke, Mrs. Fickle Nays - None Motion carried. Motion was made by Don Thompson, seconded by Al Lambert, to install a 371 emer- gency number in City Hall strickly for emergencies in order to keep out the long distance delay time, provided the cost is reasonable. Ayes - Messrs. Spencer, Thompson, Lambert, Burke, Mrs. Fickle Nays - None Motion carried. ITEP•4 11-B - APPROVE ELECTRICAL INSPECTIONS BY OWASSO BUILDING INSPECTOR City Manager said we are not ready to make any further recommendations at this time. ITEM 12 - NEW BUSINESS Item ,,,,,• Mr. Lambert said "thanks" to the Public Works Director as he has driven by the City fuel dump on three occasions and the gates have been locked. Mayor Spencer said they are unlocked when he comes by. Owasso City Council April 15, 1980 Page Five Item Mr. Thompson asked the Council if they had read his memo regarding changing the pay periods and how they felt about it. Council directed him to go ahead and do it if that is what he wants to do as they are in agreement with it.
