HomeMy WebLinkAbout1980.05.06_City Council MinutesOn Tuesday, May 6, 1980, the Owasso City Council met in regular session, in the Council Chambers at City Hall, per the Notice of Public Meeting and Agenda posted on City Hall Bulletin Board at 4:30 PM on May 2, 1980, and by reference made a part hereof. Present: Boyd Spencer, Mayor Robbie Fickle, Vice Mayor Don Thompson, Councilman Dennis Burke, Councilman Kenneth Thompson, City Manager Harold Charney, City Attorney Wauhilleau Webb, City Clerk Absent: Al Lambert, Councilman Mayor Spencer called the Owasso City Council to order at 7:00 PM and announced the meeting was being taped by the City Clerk. ITEM 3 - APPROVE CONSENT AGENDA ITEMS Motion was made by Robbie Fickle, seconded by Don Thompson, to approve Consent Agenda items, as follows, as published in the Owasso Reporter on May 1, 1980, and by reference made a part hereof: A. Approve Minutes of April 15, 1980 Meeting. B. Approve Warrants for Payment. C. Approve Acceptance of Paving in Elm Creek II. D. Approve Proclamation Declaring May as Physical Fitness Month. Ayes - Messrs. Spencer, Thompson, Burke, Mrs. Fickle Nays - None Motion carried. ITEM 4 - APPROVE ADDITIONAL WARRANTS FOR PAYMENT Motion was made by Robbie Fickle, seconded by Don Thompson, to approve addi- tional warrants for payment, and by reference made a part hereof. Ayes - Messrs. Spencer, Thompson, Burke, Mrs. Fickle Nays - None ?`?otion carried. Chair recessed Owasso City Council at 7:01 PM. Chair reconvened Owasso City Council at 7:03 PM. City Manager presented a plaque to Don Thompson from the City in appreciation of his service to the City as Councilman from Ward S. Mr, Thompson said that during his term of office it has been very trying, with very little thanks, but he has felt satisfaction in seeing things accomplished in the City, and he is appreciative of the opportunity to have served the citizens. Owasso City Council May 6, 1980 Page Two Mrs. Fickle told Mr. Thompson that although they had not always agreed on mat- ters, it had been a pleasure working with him on the Council. Mr. Burke said he had not had time to get to know Mr. Thompson very well, but had enjoyed working with him. P~layor Spencer told Mr. Thompson that he had enjoyed working with him and he had been a good Councilman. The Mayor directed the City Clerk and City Manager to keep Mr. Thompson filled in on items. ITEM 1 - SWEARING IN AND SEATING OF COUNCILMAN FRY FROM WARD 5 Councilman Clyde Fry was given the Oath of Office by the City Attorney. ITEM 2 - ELECTION OF MAYOR AND VICE MAYOR, TERMS OF ONE YEAR, FROM MAY 1, 1980 Motion was made by Dennis Burke, seconded by Clyde Fry, to appoint Boyd Spencer as rlayor and Robbie Fickle as Vice Mayor. Ayes - Messrs. Spencer, Burke, Fry, Mrs. Fickle Nays - None Motion carried. ITEM 5 - PROPOSED USE PUBLIC HEARING FOR GENERAL REVENUE SHARING FUNDS IN THE AMOUNT OF $98,851.00 FOR FISCAL YEAR 1980-1981 City Manager explained that this Public Hearing is the first step required by federal regulations and it is to give an opportunity for anyone to make sugges- tions on the use of the Revenue Sharing funds. He said the Council has been given a proposal but changes can certainly be made. A citizen asked just what can it be spent on, and Mr. Thompson responded that it is a very broad, open-end grant, and that there is practically nothing it cannot be used for. It was questioned if it could be used to upgrade the pre- sent sewer system to which Mr. Thompson said yes. Ruth Cooper asked if any part of it could be used by the Owasso Historical Society for supplies, and Mr. Thompson said yes. It was requested that Mrs. Cooper estimate how much the Society needs, and submit it to Council for consideration as a part of the bud- get. Another citizen asked if it could be used to maintain Ator Park to which Mr. Burke responded that some funds have been set aside in the Capital Improve- ments Program for Ator Park. (Bill Williams commented that we finally got the deed to Ator Park about two months ago and the County has promised to get a bulldozer up to help clear it.) Mr. Thompson said with these suggestioned another budget will be prepared for the second Public Hearing which will be June 3, 1980. Mayor Spencer said the Council will have some changes from the original pro- """` posal. Owasso City Council May 6, 1980 Page Three _ITEM 6 - APPROVE PROCLAMATION DECLARING_THE WEEK OF MAY 12, 1980, AS INTERNA- TIONAL MUNICIPAL CLERKS' WEEK Motion was made by Robbie Fickle, seconded by Dennis Burke, to declare the week of May 12, 1980, as International Municipal Clerks' Week. Ayes - Messrs. Spencer, Burke, Fry, Mrs. Fickle Nays - None Motion carried. ITEM 7 - PLANNING COMMISSION REQUEST FOR CITY COUNCIL POLICY ON REQUESTS FOR WAIVER OF TEMPORARY BUILDING PERMITS AND PLATTING REQUIREMENTS TO ALLOW STAFF AND PLANNING COMMISSION TO REVIEW BEFORE ACTION Mr. Thompson explained that the Planning Commission wants to review all of these applications before they go to the City Council. He mentioned by doing so it would cause a month's delay to applicants. Mr. Burke said he feels we should allow the Planning Commission to review all the applications first, and in the case of an emergency, a special meeting could be called. Bill Williams commented that his department could use the 30 days to look some of these applications over better. Motion was made by Robbie Fickle, seconded by Dennis Burke, to set the policy that the City refer all requests for waiver of temporary permits and platting requirements to staff and Planning Commission, to be submitted to Council for approval within 30 days from application, and in case of a hardship where the applicant cannot wait a month, City Council will take action. Ayes - Messrs. Spencer, Burke, Fry , Mrs. Fickle Nays - None Motion carried. ITEM 8 - REQUEST TO PURCHASE USED AUTOMOBILE FROM GENERAL REVENUE SHARING FUNDS Mr. Thompson explained that he would like to purchase a six cylinder used rent- al vehicle which would allow us to free up a pickup for Animal Control. He said the cost would be between $3,600 and $3,800. Mrs. Fickle asked if she understood correctly that Mr. Thompson wants to pur- chase a used 1979 Volare and another vehicle. Mr. '~hampson said yes, the other vehicle being the one he is presently driving that is being leased from Howard Chevrolet. He said Bill Williams' truck would be transferred to Animal Con- trol and Mr. Williams would get the 1979 Volare. Owasso City Council May 6, 1980 Page Four Mayor Spencer said he would like to pass this item, as we have some old ve- hicles that are not feasible for the City to own and would like to sell them and get them out of the way, then see what needs to be purchased after that. Mr. Williams said it is costing the City money to operate and keep up those old vehicles. Motion was made by Boyd Spencer, seconded by Robbie Fickle, to clear out the old vehicles, either by bids or public auction, then purchase new equipment. Ayes - Messrs. Spencer, Burke, Fry, Mrs. Fickle Nays - None Motion carried. ITEM 9 - REQUEST TO PURCHASE LEASED AUTOMOBILE FROM GENERAL REVENUE SHARING FUNDS Motion was made by Dennis Burke, seconded by Clyde Fry, to dispose of surplus vehicles prior to taking this action. Ayes - Messrs. Spencer, Burke, Fry, Mrs. Fickle Nays - None Motion carried. ITEP~ 10 - APPROVE ACCEPTANCE OF CETA GRANT FOR THREE AMUBLANCE DRIVERS Mr. Thompson explained this CETA Grant would totally reimburse the City for salary and uniforms, and it is for a six month period. Mr. Thompson also informed Council that the application for Animal Control was denied by CETA. Motion was made by Boyd Spencer, seconded by Robbie Fickle, to approve accep- tance of CETA Grant for three ambulance drivers, and by reference made a part hereof . Ayes - Messrs. Spencer, Burke, Fry, Mrs. Fickle Nays - None Motion carried. ITEM 11 - UNFINISHED BUSINESS: Owasso City Council May 6, 1980 Page Five Mr. Thompson informed Council that Raymond May has obtained a membership in the National Electrical Inspectors Association but he is unable to take the local e]ectricians test because he is short the required number of years working ex- perience. Mr. Thompson recommended the City dropping the contract with Tulsa County for electrical inspections and doing our own inspections. Mrs. Fickle commented she has reservations, not about Mr. May, but that she did feel uneasy about it. Bill Williams said he would like to say something about this item as it is one of his departments. He said we inspect building and plumbing and it does not require any additional training. He said Mr. May is qualified to do it and he is after the revenue for the City, as it would be around $6,000.00. Mr. Burke said he agrees with Bill on having the revenue, but he also has re- servations. Mr. Thompson said r4r. May has the practical knowledge and can interpret the code. Mayor Spencer said he thinks Mr. May should take a test before he is allowed to be an electrical inspector for the City of Owasso. Bill Williams said there isn't a test to take, and he didn't take one on the plumbing and building which are much more critical. Mayor Spencer expressed concern with being qualified to inspect large build- ings such as the new highschool and apartments that will probably be built in the future. Mr. Williams said we know what is required on large buildings. Motion was made by Dennis Burke, seconded by Clyde Fry, to table this item to May 20, 1980, and invite the Chief Inspectors from the City of Tulsa and Tulsa County. Ayes - Messrs. Spencer, Burke, Fry, Mrs. Fickle Nays - None Motion carried. ITEM 12 - NEW BUSINESS Item Mrs. Sandy Louvar, a resident from Ator Heights, presented the Council with a petition from the residents requesting the City to clear the Ator Park as it is infested with poison ivy and insects. Mayor Spencer read the petition. Mr. Burke again referred to the $3,500.00 set aside in the Capital Improvements program to be used on that park. Owasso City Council May 6, 1980 Page Sim The petitioners asked if the City could spray immediately for the poisen ivy and insects. Mr. Thompson said we could get on it within a week or two. Item Mr. Tim Hendricks with Equitable Life Insurance presented a plan to the Council for supplemental life insurance for City Employees. The plan is "Equi-Surance" and is permanent life insurance. He said there would be no cost to the City, nor a required number of enrollments. He said it is to be utilized by those that cannot get insurance otherwise, and it is the employees own policy if they leave the City. Council is to make recommendation to City Manager. Item Mayor Spencer requested an ordinance be prepared for Council's approval regard- ing wood shingles.
