HomeMy WebLinkAbout1980.07.15_City Council MinutesOn Tuesday, July 15, 1980, the Owasso City Council met in regular session, in the Council Chambers at City Hall, per the Notice of Public Meeting and Agenda, posted on City Hall Bulletin Board at 6:30 PM on July 11, 1980, and by refer- ence made a part hereof. Present: Boyd Spencer, Mayor Al Lambert, Councilman Dennis Burke, Councilman Clyde Fry, Councilman Harold Charney, City Attorney Kenneth Thompson, City Manager Wauhilleau Webb, City Clerk Absent: Robbie Fickle, Vice Mayor The meeting was called to order at 7:00 PM with Mayor Spencer presiding. Pub- lic was advised meeting was being taped. ITEM 1 - APPROVE CONSENT AGENDA ITEMS Motion was made by Al Lambert, seconded by Clyde Fry, to approve Consent Agenda items, as follows, as published in the Owasso Reporter on July 10, 1980, and by reference made a part hereof. A. Approve Minutes of July 1, 1980 Meeting. B. Approve Warrants for Payment. Ayes - Messrs. Spencer, Lambert, Burke, Fry Nays - None Motion carried. ITEM 2 - APPROVE ADDITIONAL WARRANTS FOR PAYMENT Motion was made by Al Lambert, seconded by Clyde Fry, to approve additional warrants for payment, and by reference made a part hereof. Ayes - Messrs. Spencer, Lambert, Burke, Fry Nays - None Motion carried. ITEM 3 - APPROVE PERSONNEL ACTIONS Mr. Thompson explained that the present position of Fire Chief is being moved up one grade without a salary increase, the Police Commander will be an in- crease of three steps, and the additional police officer is the position that was approved in the new budget. Motion was made by Boyd Spencer, seconded by Al Lambert, to establish Grade 16 Classification for Commander of Fire Operations and Commander of Police Opera- tions, establish Lieutenant position in Police Department at Grade 12, and create one additional police officer position at Grade 8. ITEM 4 - PLANNING COMMISSION MINUTES OF JUNE 19, 1980 MEETING RECOMMENDING THE ANNEXATION OF HILLSIDE ADDITION Ms. Dickey informed Council that Hillside Estates petitioned the City for an- nexation and it was reviewed by the Planning Commission on June 19. She also reminded Council that Hillside is already served by City water and sewer and also occasionally covered by our emergency services. She said the only por- tion not up to City standards is the streets, but Bill Williams said they are not bad enough to keep from annexing. Ms. Dickey said this would be annexed as AG Agriculture then changed to the proper residential zoning. She said the real concern of the Planning Commission is the water service, as they would not like to see any annexation of areas where they are not already on the City water. Mayor Spencer commented that area is raw country and storm water could be a problem and when that area was developed no one had any jurisdiction over the planning of the water distribution. He also commented that one of the build- ers had to go before the Board of Adjustments three times as he was not follow- ing platting rules. The Mayor was also concerned with possible problems with the Rural Water District on the undeveloped lots, as we are in a lawsuit. Bill Williams said we have had good reports on the water and sewer lines and have had very few problems up there. Motion was made by Dennis Burke, seconded by Al Lambert, to table Hillside Annexation to September 2, 1980 meeting, pending outcome of Rural Water Dis- trict lawsuit and have our people inspect water runoff prior to that date. Ayes - Messrs. Spencer, Lambert, Burke, Fry Nays - None Motion carried. ITEM 5 - APPROVE RESOLUTION COMMENDING CONGRESSMAN TOM STEED FOR HIS SERVICE TO THE CITIZENS OF OKLAHOMA Motion was made by Boyd Spencer, seconded by Al Lambert, to approve a resolu- tion commending Congressman Tom Steed for his service to the citizens of Okla- homa, sending a copy to Congressman Steed and Oklahoma Municipal League. Ayes - Messrs. Spencer, Lambert, Burke, Fry Nays - None Owasso City Council July 15, 1980 Page Three Motion carried. ITEM 6 - APPROVE FINANCIAL STATEMENTS FOR JUNE 1980. Motion was made by Al Lambert, seconded by Dennis Burke, to approve June 1980 Financial Statements, and by reference made a part hereof. Ayes - Messrs. Spencer, Lambert, Burke, Fry Nays - None Motion carried. UNFINISHED BUSINESS 11-A - CONSIDER AN ORDINANCE AMENDING THE CITY CODE TO ALLOW CONSOLIDATION OF THE POLICE FIRE AND AMBULANCE DEPARTMENTS INTO A DEPARTMENT OF PUBLIC SAFETY. Mr. Charney said this ordinance has been dictated but a few changes have to be made. He said the ordinance will not really create any departments but form an "umbrella" department to watch over the other departments. Motion was made by Al Lambert, seconded by Clyde Fry, to table to August 5 the ordinance amending City Code to allow consolidation of the Police, Fire and Ambulance Departments into a Department of Public Safety. Ayes - Messrs. Spencer, Lambert, Burke, Fry Nays - None Motion carried. 11-B - REQUEST TO EXTEND ENGINEERING SERVICES CONTRACT WITH MANSUR-DAUBERT- WILLIAMS FOR ONE YEAR. Mr. Charney said he sees nothing wrong with the extension. Mayor Spencer said he just wanted to be certain that if the Council wishes to work with another engineer that they may do so. Mr. Charney said we are free to do that, to which Mr. Mansur agreed. Motion was made by Al Lambert, seconded by Clyde Fry, to approve extension of Mansur-Daubert-Williams contract for one year. Ayes - Messrs. Spencer, Lambert, Burke, Fry Nays - None Motion carried. Owasso City Council July 15, 1980 Page Four ITEM 8 - NEW BUSINESS Item Harold Charney made to comments: 1) He has a claim from a person that stepped into a water meter. 2) We have no liability with our ambulance when it runs outside the City limites. Item The residents in Ator were again present regarding the park and again the City Attorney explained to them that the land was deeded to the City for public use and although there might be some things the City could allow them to do with the park, we cannot keep the public off any part of the park. Item Mr. Lambert said on Second Street East in Elm Creek there is not a stop sign nor a street sign. Bill Williams said those signs should be in next week. Item Mr. Thompson reminded Council that the pool is normally kept open until Labor Day, but school is starting early this year and we might want to keep it open part time between the opening of school and Labor Day. Item Mayor Spencer read a letter from the City of Collinsville dated June 30th, thanking us for assistance with afire in downtown Collinsville. Mayor Spencer directed that by reference this letter be made a part of these minutes. Item Motion was made by Dennis Burke, seconded by Al Lambert, to approve Minutes of July 10, 1980 Emergency Meeting, and by reference made a part hereof. Ayes - Messrs.
