HomeMy WebLinkAbout1980.08.19_City Council MinutesOn Tuesday, August 19, 1980, the Owasso City Council met in regular session, in the Council Chambers at City Hall, per the Notice of Public Meeting and Agenda, posted on~Cfity Hall Bulletin Board at 4:30 PM on August 15, 1980, and by refer- ence made a part hereof. ITEM 1 - CALL TO ORDER. The meeting was called to order at 7:01 PM, with Mayor Spencer presiding. The public was advised the meeting was being taped and the tapes would be available to the public upon request. ITEM 2 - FLAG SALUTE. Flag Salute was led by Mayor Spencer. ITEM 3 - ROLL CALL. Present: Boyd Spencer, Mayor Robbie Fickle, Vice Mayor Al Lambert, Councilman Clyde Fry, Councilman Dennis Burke, Councilman Harold Charney, City Attorney Kenneth Thompson, City Manager Wauhilleau Webb, City Clerk Absent: None ITEM 4 - APPROVE CONSENT AGENDA ITEMS. Motion was made by Robbie Fickle, seconded by Al Lambert, to approve Consent Agenda items as follows, as published in the Owasso Reporter on August 14, 1980, and by reference made a part hereof. A. Approve Minutes of August 5, 1980 ~•Zeeting. B. Approve General Fund Warrants 137 through 163 for $8,156.92; Revenue Sharing Warrants 8 through 10 for $750.60 and Park Development War- rant 1 for $5,937.50, and authorize Mayor to sign same. C. Approve Ordinance No. 290 on Zoning Application OZ-54 approve August 5, 1980. D. Approve Resolution No. 80-9 Authorizing 25% Utility Discount for Needy Persons. Ayes - Messrs. Spencer, Lambert, Burke, Fry, Mrs. Fickle Nays - None Motion carried. ITEM 5 - APPROVE APPOINTMENT OF VOTING DELEGATE AND ALTERNATE TO REPRESENT CITY AT OKLAHOMA MUNICIPAL LEAGUE CONVENTION. Motion was made by Boyd Spencer, seconded by Dennis Burke, to appoint Robbie Fickle as voting delegate to represent the City at the Oklahoma Municipal League Convention. Motion was made by Robbie Fickle, seconded by Dennis Burke, to appoint Boyd Spencer as alternate voting delegate to represent the City at the Oklahoma Municipal League Convention. Ayes - Messrs. Spencer, Lambert, Burke, Fry, Mrs. Fickle Nays - None Motion carried. ITEM 6 - REVIEW BIDS FOR NEW AMBULANCE. Mr. Thompson said the units that were previously available on which the City had received proposals have been sold and we are down to the 1979 Prestige I ambu- lance by Dietz Company which is immediately available, and the Summers Ambulance which is a 1980 Amliner with a delivery hopefully in thirty days. Mayor Spencer expressed his concern that we might be out of order on this as we have not officially advertised nor gone out for bid. Motion was made by Boyd Spencer, seconded by Clyde Fry, to declare an emergency to purchase an ambulance, and waive the bidding process. Ayes - Messrs. Spencer, Lambert, Burke, Fry, Mrs. Fickle Nays - None Motion carried. Mayor Spencer asked how much money was available for the ambulance, and Mr. Thompson said we have $14,000.00 budgeted and $12,125.00 from the insurance settlement. Mr. Fry asked what kind of guarantee could be given on the thirty day delivery and Mr. Summers said he could not guarantee it. Mr. Thompson asked Mr. Summers if he could pay the rental on our ambulance after thirty days and Mr. Summers said he could not pay the rental but could provide us with a used unit until he could deliver the new unit. Mr. Burke asked about the average life of the chassis and Mr. Summers said 2z to 3z years, and that a 1980 model chassis runs around $10,500.00. Mr. Burke compared the cost of renting to the new unit and felt we could rent for a long time in comparison to the purchase cost of a new unit. Mrs. Fickle questioned the real need to spend this much money for an ambulance and if the actual need Owasso City Council August 19, 1980 Page Three in this City justifies the expenditure, but did comment that when you need an ambulance you want it there. Mr. Thompson felt the chassis would last us longer than the average life as we have less than thirty runs a month. Motion was made by Mayor Spencer, seconded by Clyde Fry, to authorize City Man- ager and Public Safety Director to review bids and purchase an ambulance within our budgeted amount. Ayes - Messrs. Spencer, Lambert, Burke, Fry, Mrs. Fickle Nays - None Motion carried. ITEM 7 - REVIEW PROPOSED STREET RESURFACING PROJECT FOR USE OF STATE STREET RE- PAIR FUNDS . Mr. Thompson told Council the City is receiving from State Funds a grant in the amount of $16,882.00 for street repair, and Council must approve application for the grant. Mr. Thompson's plan is to overlay 19th Street North with 22 inches of asphaltic concrete, overlay Cedar Street from Fourth to end of street, over- lay North Ash Street to 16th Street North and 16th Street North from Ash to Cedar with 2i2 inches of asphaltic concrete. He said this plan is $6,000.00 over what the State funds will be, but the additional work is needed, and that $6,000.00 will be paid out of the Street Maintenance Fund. Motion was made by Boyd Spencer, seconded by Clyde Fry, to approve requesting State grant for street improvements in the amount of $16,882.00. Ayes - Messrs. Spencer, Lambert, Burke, Fry, Mrs. Fickle Nays - None Motion carried. ITEM 8 - RECOMMENDATION ON SPEED LIMIT CHANGES ON 86TH STREET NORTH FROM HIGH- WAY 169 TO THE WEST CITY LIMITS. Mr. Thompson said a study has been made in this area. He said the speeds vary and also they are not posted adequately. Motion was made by Al Lambert, seconded by Robbie Fickle, to adopt 25 MPH spped limit from city limits to Highway 169 on 86th Street North, in both directions. Ayes - Messrs. Spencer, Lambert, Burke, Fry, Mrs. Fickle Nays - None Motion carried. Owasso City Council August 19, 1980 Page Four ITEM 9 - REQUEST ONE ADDITIONAL FIREMAN POSITION AS APPROVED IN THE 1980-81 BUDGET. After some discussion on this item, Council questioned the need for another approval on this item as it was approved in the budget. Specific direction was not given as to future procedure for additional personnel that has been approved in a budget. Motion was made by Al Lambert, seconded by Robbie Fickle, to approve one addi- tional fireman position, which was approved in the 80-81 budget. Ayes - Messrs. Spencer, Lambert, Burke, Fry, Mrs. Fickle Nays - None Motion carried. ITEM 10 - APPROVE JULY 1980 FINANCIAL STATEMENTS. Motion was made by Al Lambert, seconded by Dennis Burke, to approve July 1980 Financial Statements, and by reference are made a part hereof. Ayes - Messrs. Spencer, Lambert, Burke, Fry, Mrs. Fickle Nays - None Motion carried. ITEM 11 - APPROVE ADDITIONAL WARRANTS FOR PAYMENT. P4r. Burke questioned the uniform items for Jim Smith, and Mr. Thompson, ex- planed it was for the new uniforms. Mrs. Fickle asked how we are outfitting the emergency personnel in the new uniforms, and Mr. Thompson said we are out- fitting a portion of them with summer uniforms as we have the money. Mr. Thompson called to Council's attention Warrant 131 covering college tuition for a fireman. Mr. Burke said he would like to see the City establish a policy in the future to assist employees with college tuition, with prior approval. Motion was made by Robbie Fickle, seconded by Al Lambert, to approve General Fund Warrants 105 through 136, with the exception of Warrant 131, and 164, 165 and 166 for $33,009.36, General Fund 1979-80 Warrant 1467 for $690.13, Revenue Sharing Warrant 36 for $2,500.00 and Debt Service Warrant 2 for $3.06, and authorize Mayor to sign same, and by reference made a part hereof. Item Motion was made by Boyd Spencer, seconded by Dennis Burke, to appoint Helen Bush to fill Charles Cramer's unexpired term on the Community Center Advisory Board. Ayes - Messrs. Spencer, Lambert, Burke, Fry, Mrs. Fickle Nays - None Motion carried. Item Mr. Thompson gave Council a letter from Commissioner Lewis Harris transmitting to the City of Owasso $50,000.00 to assist us in relocating utilities on the Highway 169 project. Council directed a letter of thanks be written to Com- missioner Harris for the City Manager and City Councils' signatures.
