regular session, in Council Chambers at City Hall, per Notice
of Public Meeting and Agenda, referenced and made a part here-
of .
Present: Bill Williams, Mayor

Absent: None
The meeting was called to order at 7:07 PM, with Mayor Williams
presiding.
Motion was made by Robbie Fickle, seconded by Boyd Spencer, to
approve Consent Agenda items, as follows, as published in the
Owasso Reporter on February 15, 1979, and by reference made a
part hereof.
1. Approve Minutes of February 6, 1979, Recessed Meeting
2. Approve Minutes of February 9, 1979, Reconvened Meet-
ing
3. Approve Warrants f or Payment
4. Approve Ordinance 248 for OZ-41, Approved February 6,
1979
5. Approve Emergency Clause on Ordinance 248
6. Approve Ordinance 249 for OZ-42, Approved February 6,
1979
7. Approve Emergency Clause on Ordinance 249

In regard to the RS-2 to RS-1 portion of Rezoning Application
OZ-43, Never Fail was not present, but had requested a contin-
uance to the March 20, 1979, Council meeting. Steve Carr re-
commended to Council that they actually review the entire
OZ-43 application at that time, and not just the RS-2 to RS-1
portion. Mr. Carr feels the zoning of that portion affects
the entire OZ-43 zoning pattern. Mayor Williams directed City
Clerk to place this item on the March 20, 1979, Cou~~.cil agenda.
Motion was made by Boyd Spencer, seconded by Robbie Fickle, to
approve additional warrants for payment, and by reference m~.~~
a part hereof.

Motion was made by Boyd Spencer, seconded by Robbie Fickle, to
approve minutes of February 15, 1979, Special Meeting.

Motion was made by Robbie Fickle, seconded by Boyd Spencer, to
approve termination of Bud Sallee's Trash Service contract at
midnight of February 28, 1979, advising Mr. Sallee of same by
letter, and by reference made a part hereof.

Motion was made by Robbie Fickle, seconded by Boyd Spencer, to
approve Resolution 79-04 to execute a Right-of-Way, Public
Utility and Encroachment Agreement with State of Oklahoma's
Department of Transportation in connection with construction
of stop light at Highway 169 and Highway 20, and by reference
made apart hereof . ~°

Motion was made by Boyd Spencer, seconded by Don Thompson, to
enter into a Right-of-Way, Public Utility and Encroachment
Agreement with State of Oklahoma's Department of Transporta-
tion in connection with construction of stop light at Highway
169 and Highway 20, and by reference made a part hereof.
Ayes - Messrs. Williams, Spencer, Thompson, Ms. Fickle
Nays - None
Motion was made by Robbie Fickle, seconded by Boyd Spencer, to
advise Sonic Drive-In on Highway 20 just east of Highway 169
of their encroachment, using the State of Oklahoma's Depart-
ment of Transportation's form "Notice and Demand", and by re-
ference made a part hereof.

Motion was made by Don Thompson, seconded by Boyd Spencer, to
approve Supplemental Appropriations, General Fund 1978-1979,
and by reference made a part hereof.
Ayes - Messrs. Williams, Spencer, Thompson, Ms. Fickle
Nays - None
The Community Center Advisory Board have three seats becoming
vacant on their Board and recommended to Council those seats
be filled by Phyllis Sokolosky, Ooweta Mann and Melvin Conder.
Mrs. Fickle commented she personally knows the three individ-
uals and recommends them as they would be an asset to the
Board.
Motion was made by Robbie Fickle, seconded by Don Thompson, to
appoint Phyllis Sokolosky, Ooweta ?'Mann and Melvin Conder to
the Community Center Advisory Board; these replacing the ex-
pired terms of Dale Blackwood, Dale Hopkins and Marjorie Case-
ment, and by reference made a part hereof.

Motion was made by Boyd Spencer, seconded by Don Thompson, to
approve Ordinance 250 on Refuse, and by reference made a part
hereof.

Motion was made by Don Thompson, seconded by Boyd Spencer, to
approve emergency clause on Ordinance 250, and by reference
made a part hereof.

As none of the Council members had nominations for the Person-
nel Board, Council directed City Clerk to table to March 13,
1979, meeting.
In regard to appointment to Planning Commission, Boyd Spencer
suggested Mr. Hollis Weatherl, although he had not contacted

Mr. Weatherl personally. Mayor Williams suggested Mr. Spencer
contact Mr. Weatherl as the Mayor felt he would be a good
appointment. Mayor Williams directed City Clerk to table this
item to March 13, 1979.
Mayor Williams also directed the discussion on the Elm Creek
streets to be tabled again as bad weather has continued.
Mr. Charney recommended to Council that the present code on
setbacks should be revised. Mayor Williams asked ~~r. Charney
to contact Steve Carr, City Planner, and work the revision out
and present results to Council.
NEW BUSINESS:
Council publicly accepted for record January Financial State-
ments.
Mayor Williams read his letter of resignation publicly, add-
ressed to City Council.
Motion was made by Robbie Fickle, seconded by Boyd Spencer, to
accept Mayor Bill Williams resignation effective at midnight
on February 20, 1979, and by reference made a part hereof.

Boyd Spencer said he had enjoyed working with Bill Williams
and together they have fought lots of battles for the City
with their thoughts being to better the City as a whole, and
City Hall.
Wayne Meyer said working with ilayor Bill Williams for the past
year and a half has certainly been a pleasure. :fir. ~Zeyer said
he wanted to announce at that time that at 8:00 AM the follow-
ing morning, February 21, 1979, Bill Williams will be going to
work for him. Mr. Meyer said he has been searching for several
months for a Public Works Director and Bill Williams is just
the type of man he has been looking for to fill the job.
Don Thompson also thanked Bill Williams for all the hard work
he has done for the City of Owasso and the citizens should
take time to analyze the many contributions Mr. Williams has
made personally, especially in time.
