HomeMy WebLinkAbout1978.10.31_City Council MinutesOn Tuesday, October 31, 1978, the Owasso City Council met in a Public Hearing on the Owasso Comprehensive Plan for the year 1978 to 2000, in Council Chambers at City Ha11, per the Notice of Public Meeting and Agenda, referenced and made a part hereof. Present: Bill Williams, Mayor Boyd Spencer, Vice Mayor Don Thompson, Councilman Robbie Fickle, Councilman Ron Grimes, Councilman Wayne Meyer, City manager Wauhilleau Webb, City Clerk Absent: Harold Charney, City Attorney The meeting was called to order at 7:03 PM with mayor Williams presiding. Mayor Williams co~.mended Steve Carr and the Planning Commis- sion for the time they spent on the proposed plan. He further commented that he does not agree with everything in the plan but on a whole he is very pleased with it. Mr. Carr stated the population figures utilized are from the Corp of Engineers, which were in agreement with the figures from INCOG. :fir. Carr also stated the Comprehensive Plan would be updated every three years. Areas of the Comprehensive Plan discussed were: Flooding of Creeks (Ranch, Llm and Bird) Water and Sewer Distribution Community Surveys Don Thompson told Council that the major theme at the Seventh Annual Short Course for Planning Commissioners and Elected Officers, which he recently attended, was the need for a major implemented plan for the City. When a~Ctity has this plan and is faced with any type of litigation, the implemented plan of that City will stand in a court of law. mr. Thompson also said another area which was discussed that needs some consid- eration by the Council in the future is the responsibility for open areas--should the responsiblity be with the developer or should the responsibility o:~- the open area be with a home- owners association. Due to the cost of maintaining these open areas, he cautioned the City Council on this matter. He said at the conference it was felt that the most effective plan was with a homeowners association accepting the responsibility. He also warned about planning and providing in the comprehen- sive plan for every type of undesirable activity; such as, mobile homes, low income housing and undesirable types of com- mercial businesses. Owasso City Council Public Hearing October 31, 1978 Page Two Mayor Williams directed the City Clerk to put on the Novem- ber 7, 1978, City Council Agenda the adoption of the Owasso Comprehensive Plan for the years 1978 to 2000. Motion was made by Don Thompson, seconded by Robbie Fickle, to adjourn Public Hearing at 8:15 PM. Ayes -r1~Iessrs.
