Present: Bill Williams, Mayor Boyd Spencer, Vice Mayor Don Thompson, Councilman Robbie Fickle, Councilwoman Ron Grimes, Councilman Wayne Meyer, City Manager Harold Charney, City Attorney Wauhilleau Webb, City Clerk Absent: None The meeting was called to order at 7:00 PM, with Mayor Williams presiding. Motion was made by Boyd Spencer, seconded by Robbie Fickle, to approve Consent Agenda items, as follows, as published in the Owasso Reporter on October 12, 1978, and by reference made a part hereof. 1. Approve Minutes of October 3, 1978, Meeting 2. Approve Warrants for Payment 3. Approve Ordinance 23~, Amending Ordinance 116, Sub- Division Regulations on Storm Drainage 4. Approve Ambulance Service Agreement Between City of Owasso and City of Collinsville 5. Approve Resolution 78-25 Appointing Wayne K. Meyer as City Manager effective October 16, 1978. Ayes - Messrs. Williams, Spencer, Thompson, Grimes, Mrs. Fickle, with Mrs. Fickle abstaining on Item 2 Warrants 351, 352, 353 and 354. I`lays - None Motion was made by Don Thompson, seconded by Ron Grimes, to approve additional warrants for payment and by reference made a part hereof. Ayes - Messrs. Williams, Spencer, Thompson, Grimes, Mrs. Fickle with Mrs. Fickle abstaining on Warrants 399, 400, 401 and 402 Nays - None In regard to Item 3 of the agenda, Consideration of Extending Community Center Rental Contract to Owasso Community Church, Council stated decisions regarding rental for the Community Center should be made by the City Manager and Community Cen- ter Advisory Board, and not be an item on agenda for Council. Owasso City Council October 17, 1978 Page Two In regard to reading bids for pressure reducing valves, these bids were opened in the office of the City Treasurer at 2:00 PM on October 12, 1978. Two bids were received and they were as follows: Bowline Construction Company - $75,031.75 Rangeline Field Services, Inc. - $69,984.50 Our City Engineer, George Strella, commented that in his per- sonal opinion both bids were extremely high as Mansur-Daubert- Williams had estimated the project to be around $45,000.00. Mayor Williams recommmended rejecting both bids and then go- ing out for bids again at a later time. When questioned the possible cause for such high bids, Mr. Strella commented that the contractors are already working on bigger, more profit- able, projects so they bid their labor costs high enough to compensate them for pulling their workers off those other pro- jects to do the City's project. When questioned by Mrs. Fickle what might be an alternative solution, Mr. Strella com- mented that it was risky to depend on the two existing pumps and perhaps an additional pump could be added at an estimated cost of $10,000.00, but that would only be a temporary situ- ation until we could get the adequate water pressure looped around to the necessary part of the City as originally had been planned. Mayor Williams commented he felt that the cost of $10,000.00 was exceedingly high. Mr. Strella said the 15 horse pump and drive, not installed, would be $2,000.00. Mr. Strella also commented that adequate water storage would be one of the answers. Mayor Williams stated that presently Ator III has 29 pounds of pressure and he will probably hook them up to the valve serving Ator IV, which will reduce Ator IV pressure from 80 pounds to 60 pounds, which is still certainly adequate. Mrs. Fickle asked Mr. Strella if a work session would be beneficial and he replied yes, it would be very val- uable. i~otion was made by Robbie Fickle, seconded by Don Thompson, to reject all bids until~Cbuncil has a work session and has more information at their disposal and to be reveiwed at the December 19, 1978, Council meeting, and bids to be relet after January 1, 1979, and by reference made a part hereof. Ayes - Messrs. Williams, Spencer, Thompson, Grimes, Mrs. Fickle Nays - None (The work session with Mansur-Daubert-Williams to review the above was set for November 6, 1978.) Owasso City Council October 17, 1978 Page Three Motion was made by Don Thompson, seconded by Ron Grimes, to let bids for a pump, driver and controls for the water tower, pump being of adequate size, to be determined by Mansur-Dau- bert-Williams. Ayes - Messrs. Williams, Spencer, Thompson, Grimes, :hrs. Fickle Nays - None Motion was made by Boyd Spencer, seconded by Don Thompson, to table Moratorium on Construction in Ator Heights until Council had more information from work session with engineers on the pressure reducing valves. Ayes - Messrs. Williams, Spencer, Thompson, Grimes, Mrs. Fickle gays - None In regard to opening the bids for the Station Wagon for the Fire Department, only one bid was received, as follows: Bradley Chevrolet $5,494.57 1149 North Elm Place Broken Arrow, Ok. 74012 '_~otion was made by Boyd Spencer, seconded by Don Thompson, to reject the bid and to readvertise, and by reference made a part hereof. Ayes - Messrs. Williams, Spencer, Thompson, Grimes, Mrs. Fickle Nays - None (Boyd Spencer requested the City Clerk to provide him with a list of all dealers that were requested to bid so that he can contact them in order to try to determine why they did not submit a bid.) In regard to opening bids for Police Cars, only one bid was received, as follows: Jack ;~arshall Chevrolet $6,455.87 323 South Lynn Riggs Blvd. Claremore, Oklahoma 74017 Chief Shaffer advised Council that since very little interest was indicated by car dealers in bidding on the police cars, he has requested the City of Tulsa to include the City of Owasso in the police package which they will be letting for bid in the near future. Owasso City Council October 17, 1978 Page Four Motion was made by Ron Grimes, seconded by Boyd Spencer, to reject police car bid until we have information from Tulsa as to including the City of Owasso in their police package, and by reference made a part hereof. Ayes - Messrs. Williams, Thompson, Spencer, Grimes, Mrs. Fickle Nays - None In regard to letting bid for computer, Wayne Meyer advised the Council that only two proposals to bid were received from the eight companies that were requested to submit proposals. The reason for the poor response to our request for proposals was that our requirements are too small for most of the computer companies. Motion was made by Don Thompson, seconded by Robbie Fickle, to let bids for computer, and by reference made a part hereof. Ayes - Messrs. Williams, Spencer, Thompson, Grimes, Mrs. Fickle Nays - None Y Motion was made by Ron Grimes, seconded by Robbie Fickle, to approve application for Juvenile Officer on LEAA 90/1 Grant, and by reference made a part hereof. Ayes - Messrs. Williams, Thompson, Grimes, Mrs. Fickle Nays - Mr. Spencer Motion was made by Boyd Spencer, seconded by Robbie Fickle, to approve City Manager's absence for October 18, 19 and 20, 1978, to attend Annual Convention at Stillwater for Municipal Clerks, Treasurers and Finance Officers. Ayes - Messrs. Williams, Spencer, Thompson, Grimes, Mrs. Fickle T1ays - None Chair recessed Owasso City Council at 8:31 PM. Chair reconvened Owasso City Council at 8:43 PM. Mr. Rlussell Wyle was present representing builders and devel- opers in the LaStrange Acres area, to request the City of Owasso to consider a proposed sewer district. Their proposal was to hook on to our treatment system and expand it for us. It was commented that the Health Department is at a point of possibly shutting down LaStrange if the sewer problem is not corrected. Council was presented a layout map showing the Owasso City Council October 17, 1978 Page Five proposed sewer line coming into our present sewer system. The estimated cost of this project is five million and at this point the source of financing is questionable. T~Zayor Williams advised ~~r. Wyle a great deal will depend on what we have to do in compliance with EPA and we do not have any idea when our EPA requirements will be forthcoming. Motion was made by Boyd Spencer, seconded by Robbie Fickle, to approve reclassification of City Treasurer pay grade from 18 to 21. Ayes - Messrs. Williams, Spencer, Thompson, Grimes, i~'Irs. Fickle Nays - None Motion was made by Boyd Spencer, seconded by Robbie Fickle, to accept financial statements for September 1978, and by refer- ence made a part hereof. . Ayes - Messrs. Williams, Spencer, Thompson, Grimes, Mrs. Fickle Nays - None Motion was made by Robbie Fickle, seconded by Ron Grimes, to continue Public Hearing on Owasso Comprehensive Plan for 1978 to 2000 to Tuesday, October 24, 1978, at 7:00 PM. Ayes - Messrs. Williams, Spencer, Thompson, Grimes, Mrs. Fickle Nays - None OT,T) RIISIIJFSS Council directed City Manager and City Clerk that bids are not to be opened during City Council meetings. The bids are to be opened by staff prior to City Council meetings with tabulations put in Council packets. Steve Carr, Planner, presented Council with letters from two individuals interested in serving on the Planning Commission: Mr. Leonard George 301 East 22nd Street Owasso, Oklahoma 74055 Mr. John W. Simmons 407 East 21st Court Owasso, Oklahoma Owasso City Council October 17, 1978 Page Six Motion was made by Boyd Spencer, seconded by Robbie Fickle, to appoint Mr. Leonard George to the Planning Commission, and by reference made a part hereof. Ayes - Messrs. Williams, Spencer, Thompson, Grimes, ;irs. Fickle Nays - None Mayor Williams suggested that Mr. Simmons come and sit in on some of the Planning Commission meetings, as we will be having another position open in the near future.
