Present: Boyd Spencer, Vice Mayor Don Thompson, Councilman Robbie Fickle, Councilwoman Ron Grimes, Councilman Tom Baines, City Manager Harold Charney, City Attorney Wauhilleau Webb, City Clerk Absent: Bill Williams, Mayor The meeting was called to order at 7:05 PM with Vice Mayor Boyd Spencer presiding. Motion was made by Robbie Fickle, seconded by Don Thompson, to approve Consent Agenda items, as follows, as published in the Owasso Reporter on September 28, 1978, and by reference made a part hereof. 1. Approve Minutes of September 19, 1978, Meeting 2. Approve Warrants for Payment Ayes - Messrs. Spencer, Thompson, Grimes, Mrs. Fickle; with Mrs. Fickle abstaining on Item 2 Warrants 292, 293 and 294. Nays - None Motion was made by Don Thompson, seconded by Ron Grimes to ap- prove additional warrants for payment, and by reference made a part hereof. Ayes - Messrs. Spencer, Thompson, Grimes, Mrs. Fickle; with Mrs. Fickle abstaining on Warrants 321, 322 and 323. Nays - None Motion was made by Don Thompson, seconded by Ron Grimes, to approve Resolution 78-22 for Final Plats of Three Lakes Vil- lage, Three Lakes II and Elm Creek First Addition Blocks 12 thru 15, and by reference made a part hereof. Ayes - Messrs. Spencer, Thompson, Grimes, Mrs. Fickle Nays - done Tom Baines made presentation of the Employee of the Month Award to Fire Chief Vernon Chase. Dan T.~Iallory, EMT, made presentation to Police Officer Raymond R. Forde, in behalf of the Ambulance Department, for meritor- ious service in responding to a Code Blue Infant Distress call. Owasso City Council October 3, 1978 Page Two Motion was made by Don Thompson, seconded by Ron Grimes, to approve Fire Run Contract between Farmers Insurance Group and City of Owasso, property owner Ronald M. Villines, and by reference made a part hereof. Ayes - Messrs. Spencer, Thompson, Grimes, Mrs. Fickle Nays - None Mr. Bob Wrestler, spokesman for residents in Ator, requested City Council for a moratorium on construction in Ator Heights. He based this request on the fact that ~~r. Baines had advised the residents the low water pressure problem would not be com- pleted within the sixty days promised the residents at the August 15, 1978, City Council meeting. Mr. Wrestler stated they were not requesting a moratorium on construction, only on water hook-ups. He stated he checked his water pressure bet- ween 6 : 00 PM and 6 : 20 Pi~I and it was 18 pounds . ~~Ir . Spencer commented he understands their dissatisfaction but the City is extremely limited in funds. Residents asked Council what had actually been accomplished to this date on the project and Mr. Baines relied that 1) the engineering part has been completed (with some delay in needing to locate and borrow pressure reading equipment and also a delay in locating points, and 2) specifications were submitted and approved and let for bids. Residents further asked what could go wrong to cause further delay and Mr. Baines advised weather, prohibitive costs and delivery, but did not really expect a problem in those areas. Residents also questioned why the low water pressure problem was not recognized on the final plat submitted to the City and Mr. Baines said perhaps the Board at that time was just not capable of foreseeing the rapid growth of Owasso and that they perhaps did not have sufficient technical experience. 'Ir. Baines suggested residents be at the October 17 Council Meet- ing when bids are to be opened and they could ask questions of the engineer at that time and if they are not satisfied with the answers they could then petition for the moratorium, City Attorney advised Council they can legally stop future water hook-ups but suggested since the residents have been without the pressure for two years they could possibly wait just a little longer as the problem will be corrected in the near future. Chair directed moratorium on construction in Ator Heights be tabled to October 17, 1978, Council Meeting for City Engineer to report to residents on expected comple- tion date, expected delays and impact on future hook-ups. M., The only item in the City Manager's report was to remind Coun- cil the election ballot for Chamber of Commerce officers should be completed. Owasso City Council October 3, 1978 Page Three OLD BUSINESS: Tom Baines called to the Council's attention his letter to them regarding City's meeting with Highway Commissioner Bill Nash regarding the Highway 169 realignment project. In this letter he advised that the City's obligation is now estimated to be $48,000.00 rather than the $185,000.00 first estimated. Ron Grimes asked where the City will get the money and Mr. Baines advised that coming up with the money will be a strain but we can build the fund up by Spring, when it would be pay- able. City Attorney advised Council that we are by law con- strained from making a committment on money exceeding a one year budget period, and that we can commit ourselves for that portion only that we can pay within a given year. If funds are not available for that budget period we are not obligated. ~~otion was made by Don Thompson, seconded by Robbie Fickle, to approve Resolution No. 78-24 to enter into an agreement on Right-of-Way, Public Utility and Encroachment on Highway 169 project, and by reference made a part hereof. Ayes - Messrs. Spencer, Thompson, Grimes, Mrs. Fickle Nays - None Chair declared Owasso City Council recessed at 8:19 PM. Chair reconvened Owasso City Council at 8:21 PM. NEW BUSINESS: A petition was presented to Council to remove "No Parking Any Time" sign from the 900 Block on North Atlanta. Mr. Baines said the sign was erected in response to a petition request- ing same of many years back. Council directed City Manager to have sign removed. By reference this petition is made a part hereof. Motion was made by Don Thompson, seconded by Robbie Fickle, to approve Resolution 78-23 Incorporating 371 Telephone Ex- change into 272 Telephone Exchange in the areas of the City South of Highway 20. Ayes - Messrs. Spencer, Thompson, Grimes, i2rs.
