ular session, in Council Chambers at City Hall, per Notice of Pub-
lic Meeting and Agenda, referenced and made a part hereof.

The meeting was called to order at 7:32 PM with Mayor Williams pre-
siding.
Motion was made by Boyd Spencer, seconded by Ron Grimes, to approve
Consent Agenda items, as follows, as published in the Owasso Repor-
ter on September 14, 1978, and by reference made a part hereof.
(Item 5 was pulled from the Consent Agenda by Boyd Spencer for fur-
ther discussion.)
1. Approve Minutes of August 17, 1978, Special T~eeting
2. Approve Minutes of September 5, 1978, Meeting
3. Approve Warrants for Payment
4. Approve Resolution No. 78-21 Regarding Donation of Auto-
matic Weapon to Owasso Police Department

In regard to Item 5 of the Consent Agenda, Reclassification of
Building Inspector Job from Grade 11 to Grade 12, Boyd Spencer
questioned if employees were aware of their classifications at the
time they were established and, if so, felt classifications for
jobs should stand as approved by Council. Tom Baines explained
the request for grade change was based on additional duties being
assigned to Mr. Callahan; such as, Building Superintendent and
working towards doing Electrical and Mechanical Inspections. Ron
Grimes asked that this be discussed in Executive Session and the
Council so tabled to Executive Session.
Motion was made by Robbie Fickle, seconded by Don Thompson, to ap-
prove additional warrants for payment, and by reference made a part
hereof.
Ayes - Messrs. Williams, Spencer, Thompson, Grimes, Mrs. Fickle;
with Mrs. Fickle abstaining on Warrant 277.

Tom Baines explained to Council that the purpose of the Ambulance
Service Agreement is to reexecute an agreement, as there are new
people in these communities and also service areas have changed.
He further advised this type of agreement is not a new procedure.
Mayor Williams questioned what would be considered a "disaster" and
Mr. Baines said a situation that would be more than one city can
handle.
Motion was made by Don Thompson, seconded by Ron Grimes, to approve
Ambulance Service Agreement Between City of Owasso and City of
Skiatook, and by reference made a part hereof.

In regard to paying Mr. Sallee $1,317.75 for August 1978 curb-side
collection, Mr. Baines reminded Council that when the new contract
was approved it was put in the bid an additional $1.00 would be
charged for curb-side pickup during the months of May through Aug-
ust. At the time the bid from Mr. Sallee was accepted it was too
late to add the $1.00 to the August bills and City Attorney advised
we could not bill "in arrears" on the September bill. Per. Baines
suggested two methods of payment to Mr. Sallee: 1) Write a check
for the full amount or 2) paying 100% of the monthly collection,
rather than 872%, until full amount is paid.
Motion was made by Don Thompson, seconded by Ron Grimes, to pay Mr.
Bud Sallee $1,317.75 for August 1978 curb side service, not billed
to customers, in one lump sum.

In regard to CETA Application for Police Department Records Clerk,
Mr. Spencer questioned the number of employees presently with City
on CETA and was advised five. Mr. Spencer expressed his opinion
that he felt more personnel was needed in the Street Department,
rather than the Police Department. Chief Shaffer commented his
officers need to be on the street rather than at a typewriter; that
with a records clerk he could utilize two to four hours per man per
shift to be out of the office and on the street.
Motion was made by Robbie Fickle, seconded by Don Thompson, to ap-
prove CETA Title VI Application for Police Department Records Clerk.

In regard to the Buford Williams Annexation Steve Carr reported
to City Council that the Planning Commission voted 3-0 for re-
commendation of the annexation.
Motion was made by Boyd Spencer, seconded by Don Thompson, to ap-
prove the Buford Williams Annexation.
Ayes - Messrs. Spencer, Thompson, Grimes, Mrs. Fickle
Nays - None
Abstain - Mayor Williams
Motion was made by Robbie Fickle, seconded by Ron Grimes, to adopt
Ordinance 237, Buford Williams Annexation.

Motion was made by Boyd Spencer, seconded by Robbie Fickle, to pass
emergency clause of Ordinance 237, Buford Williams Annexation.

Motion was made by Ron Grimes, seconded by Don Thompson, to approve
Fire Run Contract with Kansas City Fire and Marine Insurance; pro-
perty owner Marilyn Sweger.

Motion was made by Ron Grimes, seconded by Boyd Spencer, to adopt
Ordinance No. 238 pertaining to Renaming and Renumbering of Cer-
tain Streets.

Motion was made by Don Thompson, seconded by Boyd Spencer, to adopt
emergency clause of Ordinance No. 238 pertaining to Renaming and

OLD BUSINESS:

NEW BUSINESS:
Steve Carr reminded Council that reservations need to be submitted
for those planning to attend the Seventh Annual Short Course for
Planning Commissioners and Elected Officials. He suggested that
the City send at least two Planning Commissioners and two City
Council people.
Dorothy Allsup requested that the City Council direct the Fire De-
partment to test their sirens each morning as quietly as possible.
She stated that the six Senior Citizens on her block were disturbed
by the loud testing done each morning. Mayor Williams asked the
Fire Chief if it would be possible to test them in a more quite
manner and the Fire Chief said they would try.
Mayor Williams recessed Owasso City Council at 9:.10 PM to go into
Executive Session, to discuss personnel matters.
Owasso City Council reconvened at 10:15 PM.
Mayor Williams stated Council at this time will not reclassify the
Building Inspectors pay grade.
Mayor Williams advised effective October 14, 1978, the City will be
losing Tom Baines as City Manager and that he personally hated to
see him leave. Councilman Thompson expressed his appreciation and
gratitude for Mr. Baines heading the Council down the right road.
Councilman Grimes wished him well in his new position. Council-
woman Fickle also commented that she was very sorry to see Mr.
Baines leave. Councilman Spencer commented on his appreciation of
the amount of pressure Mr. Baines has taken off of the City Council
and put on himself and that he has been a fair-minded person. Mr.
Spencer further stated that the Tulsa Chamber of Commerce has cer-
tainly reaped a very good man. Mr. Baines stated that he had en-
joyed working with a City Council that is truly concerned. He fur-
ther stated that he felt Council's main areas of concern are: 1)
Internal (training and promotions within the office based on merit;
2) External (growth and development done in an orderly and sound
manner.

Motion was made by Don Thompson, seconded by Boyd Spencer, to
accept Tom Baines resignation as City ~~anager, effective Octo-
ber 15, 1978.

Nays - None
Mayor Williams announced Wayne K. Meyer had been appointed as
the new City Manager, effective October 15, 1978.
Chair asked for any further business and there being none, Chair
declared Owasso City Council adjourned at 10:22 PM.
