ular session, in Council Chambers at City Hall, per Notice of Pub-
lic Meeting and Agenda, referenced and made a part hereof.
Present: Bill Williams, mayor
Boyd Spencer, Vice Mayor
Don Thompson, Councilman
Robbie Fickle, Councilwoman
Ron Grimes, Councilman
Tom Baines, City Manager
Wauhilleau Webb, City Clerk
Absent: Harold Charney, City Attorney
The meeting was called to order at 7:03 PM with Mayor Williams pre-
siding.
Motion was made by Don Thompson, seconded by Ron Grimes, to approve
Consent Agenda items, as follows, as published in the Owasso Repor-
ter on August 31, 1978, and by reference made a part hereof.
1. Approve Minutes of August 15, 1978, Meeting
2. Cancel 1977-1978 Purchase Order No. 134
3. Cancel 1977-1978 Warrant No. 425
4. Approve Warrants for Payment
5. Approve Specifications on Vehicle for Fire Department and
letting of Bid
6. Approve Fire Run Contract with Farmers Insurance; Property
Owner Leigh A. Cooley
7. Approve Resolution 78-20 for Intergovernmental Personnel
Act Training Funds, Budgeted for 1978-1979 as Travel
Allowance

Motion was made by Boyd Spencer, seconded by Robbie Fickle to
Approve Additional Warrants for payment and by reference made a
part hereof.

Bids were opened for a Pickup for the Park Department. Two bids
were received as follows:

Motion was made by Don Thompson, seconded by Ron Grimes, to award
bid for 3/4 ton pickup for the Park Department to Fred Jones Ford
for the 1979 Model in the amount of $5,359.91, and by reference
made a part hereof.

In regard to paying overtime pay for City employees called in to
fight fires, it was agreed by the City Council to pay the two City
employees involved overtime pay, and directed City Manager to do
same. It was further agreed that in the future City employees would
not be called in to fight fires out of the City limits.
In the City Manager's report to Council he advised them he had ex-
tended the deadline on submitting proposals on the mini-computer to
September 29 (originally September 15). He also asked Council
their opinion of leasing the Community Center to Rev. Roger Malone
on Sunday mornings for church services for organization of a new
non-denominational community church. Council recommended City Man-
ager to use his own judgement on leasing for this purpose. Mr.
Baines said he would lease Community Center to Reverend Malone for
a period of time not to exceed eight consecutive Sundays. He felt
this would be an adequate period of time for organizational purposes.
OLD BUSINESS:
Motion was made by Boyd Spencer, seconded by Robbie Fickle, to amend
Park Board Ordinance establishing the Park Board as an Advisory
Board only, with final decisions coming to Owasso City Council.

NEW BUSINESS
Mayor Williams notified Council that the September 19, 1978, Council
meeting will begin at 7:30 PM, rather than 7:00 PM, due to that
being election day.
City Manager informed Council an Owasso citizen would like to do-
nate an automatic weapon to the Owasso Police Department to be used
for such things as road blocks, with the City of Tulsa training our
people on proper use. The weapon would be kept in control of
Lloyd Shaffer, Police Chief, as he is certified by the FBI to han-
dle automatic weapons. The weapon would be an AR 15 or AR 14.
Council directed City Manager to adopt a Resolution for possession
of a high powered weapon in the Police Department.
Owasso City Council recessed at 8:15 PM.
Owasso City Council reconvened at 8:18 PM and went into Executive
Session to discuss a personnel matter.
