HomeMy WebLinkAbout1978.08.17_City Council MinutesThe Owasso City Council met in special session August 17, 1978, at 7:35 PM, per attached Notice of Special meeting which is, by refer- ence, made a part of these minutes. Present: Don Thompson, Councilman Ronnie Grimes, Councilman Robbie Fickle, Councilman Tom Baines, City Manager Absent: Bill Williams, Mayor Boyd Spencer, Vice Mayor Wauhilleau Webb, City Clerk In the absence of both the Mayor and Vice Mayor, Councilman Thompson presided. Mr. Thompson stated that he and Mayor Williams had discussed work needed on the pond in the proposed park site in Elm Creek after the last Council meeting. Mr. Thompson felt that due to: 1. Length of time to drench and drain pond; 2. Dirt work necessary; 3. Cleaning residue in bottom of pond; 4. Other necessary work; 5. Availability of equipment in area at this time; 6. BOR Grant in sum of $50,000, and 7. Before construction has begun by developers, it would be expedient to begin work on pond to bring it to proper standards. Council reveiwed "Plan A" and "Plan B" with reference to the devel- opment of the park site in Elm Creek. Discussion followed on the following items: 1. Type of park 2. Architectural layouts 3. Family style 4. Swimming pool type The three members present agreed that the family type, including all the amenities of such a facility was needed at the Elm Creek site. A discussion of re-arranging tennis courts and open play areas to allow for more parking spaces ensued. Mr. Baines was asked to sub- mit the proposed changes to the architect-engineer for study. l'Ir. Thompson introduced the problem with drainage in Hale Acres. He suggested that: 1. The two drainage paths forming a "V" be reworked, making one controled flow area, and 2. This controled flow area (catch basin) be utilized as a mini-park. Mr. Baines expressed his belief that were we to persue this course of action we might receive double funding. Mr. Thompson said that three blocks would be needed. Mr. Thompson felt that Mr. H. D. Mr. Grimes and Mrs. Fickle expressed serious reservations about creat- ing an atmosphere of favoritism to a small segment of the city. No action was taken, however, Mr. Baines was asked to compile all pertinent information for Council. Following a short discussion of Council's continuing as Park Board, Mr. Baines suggested that an ad be run asking interested parties to submit dossiers, including special talents and training useful to the Park Board. Mr. Thompson so moved and included in his motion that a member of Council sit on the Park Board. Mr. Grimes seconded. Ayes - Mr. Thompson, Mr. Grimes, Mrs. Fickle Nays - None Being no further business, the presiding officer declared the meet- ing adjourned at 8:40 PM so Council could go into a work session with the Owasso Planning Commission.
