session, in Council Chambers at City Hall, per Notice of Public
Meeting and Agenda, referenced and made a part hereof.

The meeting was called to order at 7:01 PM with Mayor Williams pre-
siding.
Motion was made by Robbie Fickle, seconded by Boyd Spencer, to ap-
prove Consent Agenda items, as follows, as published in the Owasso
Reporter on August 10, 1978:
1. Approve Minutes of August 1, 1978, Meeting.
2. Approve Warrants for Payment.
3. Approve Transfer of Appropriations, General Fund, Fiscal
Year 1977-1978.
4. Approve Transfer of Appropriations, Revenue Sharing, Fiscal
Year 1977-1978.
5. Approve Cash Fund Estimate of Needs and Request for Appro-
priation, Street and Alley Fund.
6. Approve Cash Fund Estimate of Needs and Request for Appro-
priation, Anti-Recession Fund.
7. Approve Cash Fund Estimate of needs and Request for Appro-
priation, Revenue Sharing.
8. Receive and File Investment Schedule for City of Owasso.
9. Approve Fire Run Contract with State Farm Fire and Casualty;
Owner Ronald M. Hutchinson.
10. Approve Funds for Recreational Equipment at the Community
Center.

motion was made by Don Thompson, seconded by Ron Grimes, to approve
additional warrants for payment.

In regard to Owasso Elementary School "Elm Creek'° school site rec-
ommendation regarding platting requirements, Steve Carr refreshed
Council's memory that the City had previously given the school a
ninety day waiver on platting requirements. Mr. Carr told Council
he has been working with Dale Johnson and i~2r. Smith, Engineer for

the school, and D. M. Sokolosky, developer, and they have to this
point provided all necessary information required. i2r. Carr sug-
gested platting requirements possibly could be waived although reg-
ular platting procedures should be followed. Mr. Carr further ad-
vised he has been informed by the utility companies that they have
reviewed platting and are satisfied with all aspects. Mr. Carr
said the City's interest is in street dedication and water and sewer
easements and the City should require all information pertaining to
same. Mr. Carr advised he had talked with Broken Arrow to see what
their policy is regarding filing of plats for schools. He was in-
formed in some instances plats are filed and in some instances they
use the procedure Mr. Carr recommended. City Attorney advised City
to require a plat regardless of whether it is filed with the County
of Tulsa.
Motion was made by Boyd Spencer, seconded by Ron Grimes, to waive
Elm Creek School platting requirements for an additional thirty
days to give school time to provide City Council with Utility Ease-
ments.

Steve Carr showed Council two maps on OZ-38 Rezoning Application
for property located at Southwest corner of 116th Street Horth and
Garnett Road from AG to RD and CG; one map being staff's recommen-
dation on rezoning and the other map being Planning Commissions
recommendation. The owner of the property, H. D. Hale, was present
and reminded Council this was actually a compromise zoning, rather
than his original preferred zoning. i2r. Hale further showed Coun-
cil a portion of the property with a 30 foot easement in which he
would add another 30 foot if City can acquire 60 feet on the East
side of Garnett, in order to construct a four-lane road. Approxi-
mately eight citizens from the Ator addition were present to pro-
test any further development in that area, feeling that would make
their present low water pressure problem even worse. Mayor Williams
attempted to explain to the citizens that construction and addi-
tional usage of water in that area has nothing to do with their low
water pressure. He further explained we now have our City Engi-
neers working on a project for pressure reducing valves that would
correct the problem. The citizens demanded a time period they could
expect this project to be completed. Tom Baines telephoned John
Edelman, City Engineer, at his home and was advised of the follow-
ing information which Mr. Baines informed Ator citizens and which
they appeared to accept: Bids for pressure reducing valves will be
let within thirty days and Ator should have adequate water pressure
within sixty days.

Motion was made by Don Thompson, seconded by Robbie Fickle, to ap-
prove Planning Commissions recommendations on OZ-38 Rezoning Appli-
cation for property located at Southwest corner of 116th Street
north and Garnett Road from AG to RD and CG, and by reference made
a part hereof.

Abstain - Mr. Spencer
Motion was made by Don Thompson, seconded by Robbie Fickle, to ap-
prove adoption of Emergency Clause on OZ-38 Rezoning Application.

Motion was made by Don Thompson, seconded by Robbie Fickle, to ap-
prove Fire Run Contract with State Farm Fire and Casualty; Owner
Donald Ray DeField.

Nays - None
Motion was made by Don Thompson, seconded by Boyd Spencer, to ap-
prove Lease/Purchase of 3-M copy machine from J. D. Young Company,
Inc., and by reference made a part hereof.

Motion was made by Robbie Fickle, seconded by Ron Grimes, directing
City Attorney to prepare papers for deannexation of right of way of
properties which lie in the realignment extention of Highway 169.

Chair recessed Owasso City Council at 8:45 PM and reconvened at
8:51 PM.
After some discussion on Senior Citizens Utility Discount, Mayor
Williams tabled topic to another meeting.

Ron Grimes commented he had read specifications on computer and he
felt Mr. Baines had prepared a good packet but might need to in-
clude requesting the history of bidder so we get a reputable com-
pany. City Attorney discussed his concern on the first page of re-
ferring to bidder and calling specifications a proposal.
Motion was made by Don Thompson, seconded by Robbie Fickle, to put
out for bid specifications on computer, with Mr. Charney revising
first page in concurrence with Mr. Baines, and by reference made a
part hereof.

Bids were opened for 12" Water Main Extention to Graceland Acres.

Motion was made by Boyd Spencer, seconded by Don Thompson, to accept
$65,677.29 bid for 12" Water Main Extention to Graceland Acres from
Water Products of Oklahoma, Inc., 7500 North 117th East Avenue,
Owasso, Oklahoma, 74055, as being lowest bidder.

Abstain - Mrs. Fickle
Motion was made by Don Thompson, seconded by Ron Grimes, to trans-
fer funds in the amount of $1,200.00 to purchase police cars from
Revenue Sharing Funds appropriated for Atlanta Avenue drainage pro-
ject.

City Manager reported to Council he would like to continue the
CETA Grant for the Animal Control Warden and initiate CETA
Grants for six additional employees; three for the Fire Depart-
ment and three for the Ambulance Department.
Motion was made by Boyd Spencer, seconded by Ron Grimes, giv-
ing City Manager authority to apply for application for six
additional CETA Grant employees, three for Fire Department and
three for Ambulance Department, and extention of Animal Con-
trol Warden Grant, and by reference made a part hereof.

NEW BUSINESS
City Attorney advised Council of an upcoming Institute on Zon-
ing and Urbanization stating the two day workshop fee is $400.
Mr. Charney said he would donate his time but the City would
have to pay his expenses. Councilman Spencer commented he
felt a Councilperson should go also.
Chair asked for any further business and there being none,
Chair declared Owasso City Council adjourned at 10:06 PM.
