HomeMy WebLinkAbout1978.07.19_City Council MinutesOn Tuesday, July 19, 1978, the Owasso City Council met in regular session, per the Notice of Public Meeting and Agenda, referenced and made a part hereof, in Council Chambers at City Hall. Present: Boyd Spencer, Vice Mayor Don Thompson, Councilman Robbie Fickle, Councilwoman Tom Baines, City Manager Wauhilleau Webb, City Clerk Absent: Bill Williams, Mayor Ron Grimes, Councilman Harold Charney, City Attorney The meeting was called to order at 7:10 PM with Vice Mayor Spencer presiding. The Public Hearing on the 1978-1979 Revenue Sharing began with Tom Baines removing $400.00 from his designated $1,250.00 for radio equipment, to be used for bunker gear for Volunteer Firemen. Robbie Fickle questioned the need for so much office equipment. She also asked if the Revenue Sharing Budget was approved could it be ad- justed at a later time. City Treasurer said 10% of the total bud- get could be transferred, which would be an amount of $7,500.00. Don Thompson expressed his concern that it is not frequent the City receives such a large sum and should it be used for larger purchases rather than for "nickle and dime°' items. Mr. Thompson stated if everything was removed from the budget except three vehicles and computer, $18,000.00 remained for a major project. Motion was made by Robbie Fickle, seconded by Don Thompson, to re- cess Public Hearing on Revenue Sharing until August 1, 1978. Ayes - Messrs. Thompson, Spencer, Mrs. Fickle Nays - None Public Hearing on Accumulation of Trash at 10618 East 113th Street North opened with tenants, Mr. & Mrs. Thomas Solock, present. Tom Baines advised Council he has personally viewed property and prob- lem has been abated. Mr, and Mrs. Solock are also tenants on Public Hearing on Keeping of Dog Kennel at 10618 East 113th Street North. The Solocks ad- vised Council they are in compliance with City code. Councilman Thompson commented he lived in that neighborhood and he had been displeased with the appearance of their property and the dogs but feels nuisance has been abated. Tim Hicks, Animal Control Warden, commented there is definitely a problem in that neighborhood with large dogs. Motion was made by Don Thompson, seconded by Robbie Fickle, to dis- miss public nuisance complaints on accumulation of trash and keep- ing of dog kennel at 10618 East 113th Street North, with City Man- ager certifying Solocks have required licensing and vacination and are in compliance with City Code. Ayes - Messrs. Thompson, Spencer, Mrs. Fickle Nays - None .a. Public Hearing was called for Accumulation of Weeds at 1009 North Dogwood, with Mr. Robert W. Holestine, the property owner, being present. Council was advised by City Manager that problem has been abated. Motion was made by Don Thompson, seconded by Robbie Fickle, to can- cal hearing on accumulation of weeds at 1009 North Dogwood, as nui- sance has been abated. Ayes - Messrs. Thompson, Spencer, b2rs. Fickle Nays - None Motion was made by Don Thompson, seconded by Robbie Fickle, to approve the Minutes of July 11, 1978, reflecting two corrections: 1. Don Thompson had not arrived at the voting of Consent Agenda and did not vote, as minutes indicate. 2. Don Thompson questioned reason for changing cul-de-sac from 80 feet not to 80 feet, and Steve Carr advised 65 feet was sufficient for the turn around of heavy equipment. Ayes - Messrs. Thompson, Spencer, Mrs. Fickle Nays - None Motion was made by Don Thompson, seconded by Robbie Fickle, to re- ceive and file June 1978 Financial Statements, and by reference make a part hereof. Ayes - Messrs. Thompson, Spencer, Mrs. Fickle Nays - None Tom Baines advised Council that City has not received bids on the Police vehicles. Letter will be sent to bidders extending bidding period to September 30, 1978. Owasso City Council July 19, 1978 Page Three The City received only one bid for the refuse service, that being from Charles L. Sallee, d/b/a Bud's Trash Service. His bid was for $4.50 per month plus an additional $1.00 per month from May 1st to September 1st for curb-side service (curb side to include yard trimmings and household items). Boyd Spencer was opposed to paying curb service due to the number of people that would not use that service. Don Thompson expressed he feels it is a good bid and it is a bargain at $5.50 a month. Don Thompson asked Mr. Sallee how he based his commercial rate and Mr. Sallee said on what he is charging commercial pickups presently. Don Thompson directed City :tanager to erect a sign at the Water Plant the final weekend that dumping will be available at that location advising the public the weekend trash dump will be discontinued that weekend. Motion was made by Don Thompson, seconded by Robbie Fickle, to accept Charles L. Sallee's refuse bid for $4.50 per month plus an additional $1.00 per month from May 1st through September 1st for curb-side pickup, and by reference made a part hereof. Ayes - Mr. Thompson, Mrs. Fickle iQays - Mr. Spencer Mr. Fred Burger of Villa Village came before the Council regarding his water bill which he feels is excessive. It was estimated with approximately 60 trailers the average. water bill per trailer is $20.00 per month. Don Thompson commented he did not feel that was excessive considering that he is on the rural double-rate. Council directed Arnnie McGill to pull Mr. Burger's water meter, giving i~r. Burger free water for two days, in order to have the meter tested in Mr. Burger's presence, to which Mr. Burger agreed. Tom Baines reported to Council that our present group hospitaliza- tion coverage premium with New York Life would be increased. He said we have asked for proposals from other companies and received them from Etna, Prudential, Blue Cross and Blue Shiled and from National. Mr. Baines advised the Etna policy was preferred. The Etna policy was better coverage but would be $10.00 more per month. Mr. Baines asked the Council if they would consider the City paying this addtional $10.00 per month. Motion was made by Don Thompson, seconded by Robbie Fickle, to accept Aetna plan as submitted with extended benefits provided that there is no lapse in coverage between existin plan and the new plan and, further, that the City will absorb ~l0.OG of the cost of family coverage. Thompson, Spencer, Mrs. Fickle Nays - None In the City Manager's report, ~'Ir. Baines advised Council he had been notified by HUD the City of Owasso will not receive the expected $75,000.00. All the funds for Community Development Block Grant was dispersed to the Oklahoma City area. Motion was made by Don Thompson, seconded by Robbie Fickle, to amend agreement with TMAPC and State Department of Economic and Com- munity Affairs to replace the proposed in-kind match for 701 Plann- ing Grant and substitute a one-time cash payment of $203.00. Ayes - Messrs. Thompson and Spencer, Mrs. Fickle flays - None Mr. Baines advised Council he would be attending a State City I~Iana- gers' meeting in Oklahoma City July 19, 1978. Their project is to compile a legislative packet asking the Legislature to endorse the proposed amendment to State Statutes covering more freedom for cities to manage their own affairs. Motion was made by Robbie Fickle, seconded by Don Thompson, to approve vehicle specification for a Park Department pickup, and by reference made a part hereof. Ayes - Messrs. Thompson and Spencer, T~Irs. Fickle Mays - None Motion was made by Robbie Fickle, seconded by Don Thompson, to let bid for Park Department pickup, indicating preference of 1978 model with bid opening to be September 5, 1978. Ayes - Messrs. Spencer and Thompson, Mrs. Fickle Nays - None NEW BUSINESS: Don Thompson asked Mr. Baines the status of liability insurance on Council. Mr. Baines replied all the paper work has been submitted to State Insurance Pool but we have not received anything back from them. Tim Hicks, Animal Control Supervisor, reported to Council the City Animal Shelter is in bad shape from vandalism and the City needs to acquire some property for the shelter or consider erecting shelter at McCarty Park. Mr. Baines said he would request our Building Inspector to ask for two es~tm~t~sfrom contractors on building a new shelter.
