session, per the attached Notice of Public Meeting and Agenda, in
Council Chambers at City Hall, to discuss $175,000 City expense in
realignment of Highway 169.
Present: Bill Williams, Mayor
Boyd Spencer, Vice Mayor
Don Thompson, Councilman
Robbie Fickle, Councilwoman
Ron Grimes, Councilman
Tom Baines, City Manager
Harold Charney, City Attorney
Wauhilleau Webb, City Clerk
Absent: None
The meeting was called to order at 7:07 PM with Mayor Williams turn-
ing the meeting over to Tom Baines.
Tom Baines explained the purpose of calling this special meeting
was due to the urgency expressed by the State of Oklahoma, Depart-
ment of Highways, for a commitment from the City of Owasso to
begin acquiring right-of-way for the realignment of Highway 169.
Charles Blatt, representing the Department of Highways, responded
to Council's question regarding sharing of expenses, by clarifying
that the City of Owasso pays 100% of all expenses outside city
limits and 50% of all expenses inside city limits.
Mr. Blatt gave Council a corrected Preliminary Cost Estimate dated
7/17/78, reducing the previously quoted cost of $175,000 to
$104,950. Mayor Williams asked !~Ir. Blatt what would happen if the
City cannot come up with the money and Mr. Blatt said the construc-
tion would be deferred until such time as money was available.
Mayor Williams directed Charles Blatt to provide Council with more
accurate figures, such as if Public Service towers will need to be
raised or moved. Bob Craig and Bob Campbell, representing Public
Service Company advised it would take two to three weeks to provide
necessary figures to Mr. Blatt.
Chair declared Owasso City Council adjourned at 8:10 PM.
