HomeMy WebLinkAbout1978.07.11_City Council MinutesOn Tuesday, July 11, 1978, the Owasso City Council met in regular session, per the attached ~Jotice of Public ?Meeting and Agenda, in Council Chambers at City Ball. Present: Bill Williams, ~Zayor Boyd Spencer, Vice Mayor Don Thompson, Councilman Ron Crimes, Councilman Robbie Fickle, Councilwoman Tom Baines, City Manager Harold Charney, City Attorney Wauhilleau Webb, Deputy City Clerk Absent : clone The meeting was called to order at 7:C1 PM with Mayor Williams pre- siding. Motion was made by Robbie Fickle, seconded by Ron Grimes, to approve the Consent Agenda, as follows: 1. Approve Minutes of June 20, 1978, meeting. 2. Approve Minutes of June 22, 1978, meeting. 3. Approve Warrants for Payment. 4. Accept for Record City Treasurer's Financial Statement for May 31, 1978. 5. Approve Water Contract with t'ne City of Tulsa. 6. Reclassification of City Clerk position. Ayes - Messrs. Spencer, Thompson, Williams, Grimes, "Mrs. Fickle, with Mrs. Fickle abstaining on Warrants 496 thru 5J2 Mays - None Motion was made by Boyd Spencer, seconded by Robbie Fickle, to approve additional warrants for payment, cancelling Purchase Order 298. Ayes - Messrs. Spencer, Thompson, Williams, Grimes, Mrs. Fickle, with Mrs. Fickle abstaining on Warrants 511 thru 516. I~Tays - None Motion T~aas made by Boyd Spencer, seconded by Robbie Fickle, to approve one year extention on Mansur-Daubert-Williams contract for engineering services. Ayes - :Messrs. Spencer, Thor~lpson, Williams, Grimes, y'frs. Fickle. Nays - None Mrs. Hazel Fry, representing the Owasso Cemetary Association, ad- vised theCouncil that the Association had three requests. First, and of the greatest importance, requested City endeavor to purchase property to the West of the cemetary to keep from dividing the cem- etary, as it is bound on the other three sides. Second, the West gate needs to be widened. Third, a memorial in memory of Grandma Owasso City Council July 11, 1978 Page Two Jones who donated land to the cemetary, and a memorial to the veterans. Tom Baines advised Mrs. Fry that a 9 x 14 plaque has been ordered at the cost of $130.00 in memory of Mrs. Jones to be placed at the cemetary. He further advised he has been working through the Veterans Administration for the war veter- ans. Mr. Baines advised Association they could assist the VA by providing a list of names, service branch and serial numbers of our veterans buried in the cemetary. Mayor Williams said he knows owner of property west of cemetary and it would be very expensive. Hazel Fry requested the P~Zayor to go to the property owner in their behalf as the Owasso cemetary Associa- tion is disbanning. Tom Baines suggested they not disban at this time and work on the P~Zemorial projects. Mayor Williams directed Arnnie McGill to take care of the widening of the gate. Steve Carr advised Council all conditions have been met on the Plat for Three Lakes Industrial Park. Don Thompson questioned the reason for changing the cul-de-sac to 80 feet and Steve Carr replied for fire equipment to turn around and other heavy type equipment. Motion was made by Robbie Fickle, seconded by Boyd Spencer, to approve Plat for Three Lakes Industrial Park. Ayes - Messrs. Thompson, Spencer, Grimes, Williams, Mrs. Fickle Nays - ~1one ~'~otion was made by Don Thompson, seconded by Ron Grimes, to appoint Wauhilleau Webb as City Clerk, effective immediately. Fickle Nays - None Tom Baines advised Council there have been complaints from the residents in the area of the Water Plant regarding the weekend trash dump but feels the problem has been solved. He commented wherever the dump is placed it will make the residents in that area unhappy. Boyd Spencer commented he would like to have it disbanned immediately as it is filthy and feels outsiders are using it more than the City residents. Don Thompson commented it was a good idea but it has been abused. Boyd Spencer reit- erated he would like it stopped as of today. Motion was made by Don Thompson, seconded by Robbie Fickle, to cancel weekend trash dumpting at Water Plant as of August 1, 1978. Owasso City Council July 11, 1978 Page Three Ayes - Messrs. Spencer and Williams Motion was made by Boyd Spencer, seconded by Don Thompson, to approve Resolution for Temporary Estimate of Needs for General Fund for 1978-1979. Ayes - Messrs. Thompson, Spencer, Williams, Grimes, F~lrs. Fickle Nays - None "'lotion was made by Robbie Fickle, seconded by Ron Grimes, to approve 1978-1979 Estimate of Needs and Financial Statement for Fiscal Year 1977-1978 to be submitted to County Excise Board and published in the Owasso Reporter. Ayes - Messrs. Thompson, Spencer, Grimes, Williams, Mrs. Fickle Nays - None Steve Jay advised Council the format used in the audit of the Com- munity Center grant is the one required by EDA. Mr. Jay referred to the question of cost for $21,400 for Architect and Engineering Fees and explained when original grant was approved in January 1977 it was a new program and EDA wanted it off to a fast start and, since that time, they have set up new standards and guidelines that do not include the Architect and Engineers fees. The EDA will de- cide if they will cover these costs, but Mr. Jay's information is it is 99% certain this cost will be covered by the grant as they were in the original grant. Another item under question of cost is the Department of Labor and he feels certain there will be no problem there. Another item under question of cost is the Clerk who performed the accounting was not bonded at the time but, again, that should not be a problem. I~Ir. Jay advised Oouncil the manner and preparation of the budget by the City Manager and City Trea- surer was excellent. Thompson, Spencer, Grimes, Williams, Mrs. Fickle Nays - Done In regard to the Resolution covering Rural Fire Runs, Fire Chief Chase said the Collinsville City Council told their Fire Department t'zey will not make runs outside their City limits, their fenceline being 126th Street North and Owasso's fenceline being 116th Street North. Chief Chase asked Council if he should cover to the Collins- ville fenceline as Collinsville is referring calls out of their Owasso City Council July 11, 1978 Page Four City limits to call Owasso. Boyd Spencer asked Chief Chase why Collinsville City Council made policy of responding only to calls within City limits and Chief Chase said because of their difficulty in collecting on rural runs. Mayor Williams directed Chief Chase to respond to calls to the Collinsville fenceline, when at all possible, but calls within our City would take priority. Motion was made by Boyd Spencer, seconded by Robbie Fickle, to table Rural Fire Run Resolution pending advise from City Attor- ney. Ayes - Messrs. Spencer, Thompson, Grimes, Williams, P~'lrs. Fickle LQays - None OLD BUSINESS: None NEW BUSINESS: Tom Baines advised Council he has requested Southwestern Bell to give us an estimated cost of the Emergency 911 number to Owasso, quoting it in two categories: 1, to the Owasso fence- line and 2, City limits only. Mr. Cline Mansur of Mansur-Daubert-Williams gave Council in- terum report on status of pressure reducing valves. He said they propose to put in pressure reducing valves that would iso- late the older part of town from the rest of the system. Mr. Mansur advised the estimated cost for purchase and installa- tion of five valves on contract basis would be $10,000. If City did installation cost would be $5,500 plus some other materials. 700 feet of 12" line for purchase and installation on contract basis would be $10,000. If City did installation cost would be $6,300. Tom Baines said City does not have equipment and manpower to do the installation. Mayor Williams asked Mr. ~7ansur how long it would take to let it for contract. ~Zr. Mansur said they could do it immediately and Mayor Williams instructed him to do so. Boyd Spencer asked Council to take immediate action on the floodwater drainage problem at two locations: 1) Atlanta Street and 2) 6th and 7th on Cedar. Mr. Baines advised we are in the process of getting a $75,000 Community Development Block Grant to correct these problems. Mr. Spencer felt it should be cor- rected immediately rather than waiting for the Grant. Mayor Williams directed Mansur-Daubert-Williams to send a man to give engineering advise and assistance to our Street Department in _~ Owasso City Counci; July 11, 1978 Page Five correction of the problem temporarily until funds are available for a permanent correction.
