HomeMy WebLinkAbout1978.06.22_City Council MinutesOn Thursday, June 22, 1978, the Owasso City Council resumed the recessed meeting provided for in the Minutes of June 20, 1978, meeting in Council Chambers at City Hall. Present: Bill Williams, Mayor Ron Grimes, Councilman Don Thompson, Councilman Robbie Fickle, Councilwoman Tom Baines, City Manager Wauhilleau Webb, Deputy City Clerk Absent: Boyd Spencer, Councilman Harold Charney, City Attorney The meeting was called to order at 7:10 PM with Mayor Williams presiding. Meeting began with Public Hearing on nuisance of a dog kennel at 10618 E. 113th Street. Mr. and Mrs. Thomas W. Sollock, resi- dents at said address, were present and presented Council with letter from Tulsa City/County Health Department stating after their inspection they found no violations. Mr. Sollock stated he requested Humane Society to make an inspection but was ad- vised they do not presently have an Inspector. He further stated he has a kennel license and all dogs have required vac- cinations. Mayor Williams read letter from Health Department. Mr. Sollock stated City did not follow City Code in that his property was not posted, and requested Council to dismiss hear- ing. City Manager, after reviewing City Code, informed Mr. Sollock he was correct and a new Public Hearing would be called. Mr. H. D. Hale was present as property owner and advised the Council the Bollocks are renting this property from him on a lease/purchase agreement. He commented he would like to have the neighbors get together and work out their differences among themselves. Robbie Fickle asked Mr. Sollock the size of his lot and he advised her it is one-half acre and 180 feet from nearest neighbor's house. Mr. and Mrs. Thomas W. Sollock are also residents at same ad- dress with a nuisance regarding trash. City Manager advised this Public Hearing would also be postponed for proper posting of property in compliance with City Code. Regarding nuisance at 1009 North Dogwood on weeds, this was also dismissed as property had not been posted. Property will be posted with proper notification and hearing will be re- cheduled. Residents were not present. Tom Schick, Civil Defense Director, advised Council he feels Civil Defense has a problem of too many people in the Civil Defense Room to function properly during an emergency. He stated the Methodist Church is considering reopening their basement during emergencies to the public. Mayor Williams stated during Bond Election the people were informed the Civil Defense room was open as a shelter to the public. Robbie Fickle suggested someone be posted at entrances to direct the Owasso City Council June 22, 1978 Page Two public to areas where they may go. Mayor Williams suggested a sliding partition to separate Civil Defense workers from the public. Mayor Williams also commented his concern regarding sending the firemen and policemen out to warn the public and if perhaps that just frightens them more than assists them. After discussion it was decided the firemen and policemen would continue alerting the public during storms but Civil Defense would change the wording from "go to a place of shelter" to "seek shelter in your home". Tom Schick agreed to the sliding partition if Council would enforce no pets or smoking. Coun- cil agreed to same. Mayor Williams instructed Tom Schick to coordinate responsibilities with volunteers as he feels the volunteers are not certain of their exact duties during an emergency. Harold Charney, City'Attorney arrived at 8:05. In regard to the Resolution to invest idle funds, tabled from the June 20, 1978, meeting, Tom Baines presented Council with Resolution. City Attorney read and approved same. -~ Motion was made by Robbie Fickle, seconded by Ron Grimes, to "" adopt Resolution for City Treasurer to invest idle City funds.. Ayes - Messrs. Williams, Thompson, Grimes, Mrs. Fickle Nays - None Tom Baines informed Council of City's need for a new boring machine which will cost approximately $1,200.00. Motion was made by Don Thompson, seconded by Robbie Fickle, to purchase a boring machine for approximately $1,200.00. Ayes - Messrs. Williams, Thompson, Grimes, Mrs. Fickle. Nays - None Tom Baines notified Council that an error was made in the Pay Plan that was adopted, in that the classification for Service Worker should have been grade 5 and 6, rather than 4 and 5, with a yearly salary increase of $1,200.00. Motion was made by Ron Grimes, seconded by Robbie Fickle, to adopt the revised Pay Plan with Service Workers being Grade 5 and 6. ,~, Ayes - Messrs.
