ular session, per the attached Notice of Public Meeting and
Agenda, in Council Chambers at City Hall.
Present: Bill Williams, Mayor
Boyd Spencer, Councilman
Don Thompson, Councilman
Ron Grimes, Councilman
Robbie Fickle, Councilwoman
Tom Baines, City Manager
Harold Charney, City Attorney
Wauhilleau Webb, Deputy City Clerk
Absent: None
The meeting was called to order at 7:00 PM with Mayor Williams
presiding.
Meeting opened with Mayor Williams requesting Item 2, Approve
Warrants Submitted for Payment, be removed from CorLsent Agenda
for discussion.
Motion was made by Robbie Fickle, seconded by Ron Grimes, to
approve Item 1 of the Consent Agenda, as follows:
1. Approve Minutes of June 6, 1978.
Ayes - Messrs. Spencer, Thompson, Williams, Grimes, Mrs. Fickle.
Nays - None
Item 2 of the Consent Agenda, Approve Warrants Submitted for
Payment, was removed from Consent Agenda, in order to void
Warrant No. 1277.
Motion was made by Robbie Fickle, seconded by Don Thompson, to
approve Item 2 of the Consent Agenda, Approve Warrants Submitted
for Payment, with Warrant No. 1277 removed as voided.
Ayes - Messrs. Spencer, Thompson, Williams, Grimes, Mrs. Fickle,
with Mrs. Fickle abstaining on Owasso Public Works Authority
Warrant No. 473.
Nays - None
Notion was made by Don Thompson, seconded by Boyd Spencer, to
approve additional warrants for payment.
Ayes - Messrs. Spencer, Thompson, Williams, Grimes, Mrs. Fickle
Nays - None
In regard to rewriting City Manager's Resolution of Conditions
of Employment, Tom Baines explained to Council he would prefer
his contributions go into ICMA account rather than the State.
Don Thompson questioned what City would do if other employees
wanted a different retirement program and Mr. Baines explained

he and City Clerk are the only employees that would be eligi-
ble to make such a change, being non-classified. City Attor-
ney commented the legality of the change to ICMA is fine.
Motion was made by Boyd Spencer, seconded by Ron Grimes, to
approve rewriting City Manager's Resolution of Conditions of
Employment to change retirement contributions to ICMA rather
than the State.

OLD BUSINESS:

NEW BUSINESS:
Motion was made by Ron Grimes, seconded by Robbie Fickle, to
approve final warrant to Ammerman, Butler, Thomas, in the amount
of $856.00, for the Community Center. *°

Nays - None
Tom Baines requested final Revenue Sharing Hearing be postponed
to July 18, 1978.
Motion was made by Don Thompson, seconded by Boyd Spencer, to
postpone final Revenue Sharing Hearing to July 18, 1978.
Ayes - Messrs. Spencer, Thompson, Williams, Grimes, Mrs. Fickle
Nays - None
Tom Baines presented Council with Pay Plan Classification and
Pay Scale which he would like to make effective July 1, 1978.
Don Thompson questioned procedure for employees with longivity
that might be over the pay scale already. Mr. Baines explained
his plan for those employees would be to increase them one or
two steps in grade. Mr. Baines explained City Council can
change schedule at any time if the City should get into a finan-
cial bind.
Motion was made by Robbie Fickle, seconded by Don Thompson, to '""~"
adopt Pay Plan Classification and Pay Scale.

Nays - None
Tom Baines told Council he would like for the City to have an
investment plan for idle funds. He said there is a State Law
governing what investments may be made and same law requires
a Resolution, as not a dime can be invested without a Resolu-
tion with the City Council's approval. Mr. Baines also stated
he would like to see the City have a Treasury Bill fall due each
month. Approval of the Resolution was tabled to the June 22,
1978, Council meeting.
Don Thompson asked Council to approve City paying his base
telephone bill of $45.40 for a 272 exchange, giving the reason
as living in a split ward and needing a 272 and 371 telephone
exchange. City Attorney mentioned his recent request to South-
western Bell to change that particular area in Owasso to a 272
exchange. As Council felt this required some research into
the City Code regarding compensation to a Councilperson, this
discussion was tabled to a later date.
Boyd Spencer mentioned he had a telephone call regarding Ceme-
tary Funds. He stated he was told that at the time Nobel
Campbell left as City Manager the Cemetary Fund was transferred
to General Funds. He requested we research this and advise
Council if such funds were transferred to General Funds; and,
if so, what amount.
Chair asked for any further business and there being none,
Chair declared Owasso City Council recessed, until 7:00 PM,
July 22, 1978, at 7:45 PM.
