On Tuesday, June 6, 1978, the Owasso City Council met in regular
session, per the attached Notice of Public Meeting and Agenda, in
Council Chambers at City Hall.
Present: Bill Williams, Mayor
Boyd Spencer, Councilman
Don Thompson, Councilman
Robbie Fickle, Councilwoman
Harold Charney, City Attorney
Tom Baines, City Manager
Wauhilleau Webb, Deputy City Clerk
Absent: Ron Grimes, Councilman
The meeting was called to order at 7:00 PM, with Mayor Williams pre-
siding.
Meeting opened with Don Thompson requesting Item 6, Approve Baines
Candidacy for ICMA European Project Team III, be removed from Con-
sent Agenda for discussion.
Motion was made by Robbie Fickle, seconded by Don Thompson, to
approve Items 1 through 5 of the Consent Agenda, as follows:
1. Approve minutes of May 16, 1978, meeting.
2. Approve warrants submitted for payment.
3. Approve Resolution nominating Wayne Meyer as Trustee on
the Board of Oklahoma Municipal Retirement Fund.
4. Approve Ordinance amending Chapter 13, Article 9, Owasso
City Code regarding abandoned vehicles.
5. Joint Session with Planning Commission June 15, 1978.
Ayes - Messrs. Williams, Spencer, Thompson, Mrs. Fickle (with Mrs.
Fickle abstaining on Item 2, Warrant 1194 and OPWA Warrants 451,
452, 453, 454, 455, 456 and 457.

In regard to Consent Agenda Item 6, Approve Baines Candidacy for
ICMA European Project Team III, Tom Baines explained to Council
International City Managers' Association invites a certain number
of candidates each year and would like Council to approve him as a
candidate. His area in the project would be Citizens' Participa-
tion in Budget Planning. Project covers nine cities in seventeen
days. The cost is $2,400.00, with the Kettering Foundation paying
$1,000.00 of the $2,400.00, leaving Mr. Baines' personal cost at
$1,000.00. Council is not requirted by ICMA to guarantee the
$1,000.00 travel expenses, but needs Resolution supporting him as
candidate. The size of the cities to be visited are from 2,000 to
12,000 in population and the trip would be sometime between end of
September and Thanksgiving. Don~Thompson asked how much actual
time it would take him away from the city and Mr. Baines said only
the seventeen days plus time to write a paper required for publi-
cation regarding the project.
Motion was made by Don Thompson, seconded by Boyd Spencer, for Re-
solution approving Tom Baines as Candidate for ICMA European Pro-
ject Team III, approving the period of time of seventeen days, not
to include any travel expenses.

Mayor Williams read three letters he received regarding public nui-
sances: weeds and trash at 1009 North Dogwood; and accumulation of
trash and keeping of dog kennel at 10618 E. 113th Street North.
Council declared a public hearing for June 22, 1978, at 7:00 PM,
with homeowners at said addresses being notified of hearing by Cer-
tified Mail.
Motion was made by Don Thompson, seconded by Boyd Spencer, to approve
additional warrants for payment.

Fickle abstaining on OPWA Warrant 462)
Nays - None
Tom Baines reported to Council that per their motion of May 16,
1978, the Park Board was advised by mail of a Park Board meeting,
and none of the members appeared or telephoned. Mr. Baines sugges-
ted Council act as Park Board until a new Board can be formed. Don
Thompson questioned if Park Board should officially be notified it
has been dissolved, although they had been informed in letter their
seat would be declared vacant if we did not receive a response from
them. City Attorney read Owasso City Code and suggested members be
notified their position on the Park Board has been declared vacant,
by Certified Mail, in compliance with the City Code regarding the
missing of three meetings. Council was in agreement that Members
would be notified by mail of Park Board dissolvement and Council
would act as Park Board for an indefinite period of time.
Motion was made by Boyd Spencer, seconded by Don Thompson, to approve
Supplemental Appropriation.

Tom Baines reported to Council that Chief Stickey of Tulsa sugges-
ted and recommended Chief Lloyd Shaffer attend the International
Chiefs of Police Training Seminar, of which LEAA would pay $600.00,
leaving $100.00 expense to the City of Owasso, which would come from
his budgeted travel expenses. Boyd Spencer questioned how many days
he would be away from his job and Mr. Baines advised three days.
Motion was made by Don Thompson, seconded by Boyd Spencer, to approve
acception of training funds from LEAA for Chief Shaffer to attend
International Chiefs of Police Training Seminar in Denver.

Boyd Spencer asked Tom Baines if the Police Department personnel
were getting their days off since the department is short on per-
sonnel. Mr. Baines advised him they are having to work extra hours
but they are getting time off. Mr. Spencer commented the reason he
asked the question is he is getting good reports about our Police
Department and did not want the Personnel to become unhappy. Mayor
Williams agreed as he had been receiving good reports also from the
citizens.
Tom Baines explained to Council that Mayor Williams had been work-
ing a long time for Owasso and other small cities to have their own
waste water system. The Resolution to designate Owasso as a Man-
agement Agency under 208 Study Plan indicates to EPA and INCOG that
Q~asso wants to be the managers of their own waste water system.
Motion was made by Boyd Spencer, seconded by Don Thompson, to approve

Council set date for City Manager's Four Month Evaluation to be in
a work session to follow the June 22, 1978, Public Hearing.
Council was in agreement to call an Executive Session after Public
Hearing on June 22, 1978, to discuss appointment of City Clerk.
OLD BUSINESS:
Tom Baines asked Council about Police Vehicle Specifications and
%Dbn Thompson questioned axle specifications reading heaviest duty
available. He felt that duty size should be stated. Mr. Baines
said the problem would be each manufacturer would have a different
part number. City Attorney advised to add to specifications
"Please give axle specifications". Also to add to tire specifica-
tions "not less than six-ply rating". Don Thompson questioned if
City needs two new vehicles and Council all agreed two vehicles are
needed.
Motion was made by Boyd Spencer, seconded by Robbie Fickle, to
approve Police Vehicle Specifications.

NEW BUSINESS:
Harold Charney brought to the Council's attention a newspaper arti-
cle of this date regarding a Supreme Court ruling that City employees
will be subject to Fair Labor Laws.
Benn Palmer with the Senior Citizens advised Council he was notified
when their van arrives the Senior Citizens must show proof of insur-
ance. It requires liability, comprehensive and collision. His con-
cern was where the money would come from the pay the premiums. He
read the Council three bids for said coverage. Shanks Insurance:
BI 25/50 $874.50, PB $10,000 $186.00, Fire Theft CAC $138.00 (no
deductible), Collision ($250 deductible) $512.00, UM 25/50 $17.00;
for a total of $1,727.00. Harlan Insurance: BI 25/50 $398.00, PB
$10,000 $129.00, Fire Theft CAC $66.00, Collision $140.00, UM 25/50
$4.00, for a total of $737.00. MFA (subject to 50 mile radius):
BI 25/50 $435.00, UM 25/50 $17.00, Collision ($250 deductibe) $499.00,
comprehensive $125.00, for a total of $1,076.00. Don Thompson ques-
tioned not only who pays insurance but also such expenses as gas, """
maintenance, etc. It was questioned what groups may use the van and
by reading grant guidelines determined only elderly and handicapped.
Mr. Palmer mentioned the City does not own the van, but City did
contribute $1,200.00. Mr. Baines explained previous City Manager
committed to the purchase of the van without City Council's author-
ization. City Attorney advised that if Council expended public funds
for a private group it would be illegal. Tom Baines stated it may
be illegal, but many cities are doing it. Don Thompson asked Mr.
Palmer if the Senior Citizens could sell the van to the City then
the City lease van back to them for a nominal fee for City to legally
pay insurance and other expenses. Tom Baines said grant for van
states it cannot be sold for three years. Harold Charney stated he
would contact Boyd Talley with the Council on Aging in Tulsa to see
how they are covering this problem.
Tom Baines called to the Council's attention two items included in
the packets not requiring discussion.. 1) Metro Wide Annual Arrange-
ments letter from INCOG. 2) Job Analysis from Okla. Employment Se-
curity Commision which will be used to reconstruct pay classifications.
Chair asked for any further business and there being none, Chair
declared Owasso City Council adjourned at 8:30 PM.
