meeting of Apri 14, 1978, the Notice of Public Meeting and Agenda of which
are attached hereto and made a part of these minutes;. this session held on the
10th day of April, 1978 in Council Chambers.

Mayor Williams called the special meeting to order at 7:04 P.M., noting that he
had received numerous complaints from the citizens of the community on the trash
pickup service since the regular meeting of April 4, 1978. Mr. Baines explained
that the problem arose from the fact that Mr. Sallee had returned to the method of
collecting only two containers of refuse, as provided in his contract, at Mr. Baines
direction since he felt the public had been sufficiently notified of this pending
action. The notification included coverage by the Owasso Reporter in front page
articles in the latest two editions of the weekly newspaper, however, this obviously
was not enough notice from the public's reaction, and Mr. Sallee had already taken
measures to correct the matter.
Mayor Williams then asked for recommendations to resolve the refuse collection
problem, with Mr. Baines offering the first comments. He cited two major problems
I) due to the rapid growth of the community in the last two ye ars, more refuse was
being generated than anticipated, and 2) the cost of providing the service by Mr.
Sallee had inflated considerably during this same time, with no provision for increasing
the revenue since the July, 1976 contract was executed. Mr. Baines further commented
that he had conducted an informal survey of the surrounding areas as to the service
provided and the cost involved. Broken Arrow provides curbside pickup of plastic
bags (sold to customers by the city at cost) twice weekly, for $3.50 per household,
however, this service must be subsidized by the city's general fund for approximately
$2.50 per household because the fees collected are not sufficient to cover the
overhead . This indicated that the actual cost for their service was more i n the
area of $6.00 per month per household. Also, the area immediately outside of the
Owasso city limits, was being provided service by private contractors at an average
of $6.00 per month for approximately 60 gallons refuse per week pickup.
As a result of the survey, and conferring with Mr. Sallee, Mr. Baines recommended
entering into an additional agreement with Bud's Trash Service in which he would
pickup any volume of household refuse, the service fee wo uld be increased from
$3.40 to $4.50 per month per household and the portion retained by the City would
be reduced from 25°k collected to 15°h of collections, with Mr. Sallee receiving
the other 10%. Also, receptacles would be placed back near the house instead
of curbside, and three 30 yard containers would be placed strategically around the

city in residential areas for receiving non-household refuse, to be dumped at
reasonable intervals and the area policed by Mr. Sallee. Estimated cost of the ""`~"''
containers is at a rate of $50 per each on a monthly lease, and $75 each time a
container is dumped. n
A question was then raised about the problem of people discarding appliances and
other large items, i .e, hot water heaters, and the problem of dumping dead animals
in these containers. At this time, it was also noted that Mr. Harris, County Commissioner,
would be making his trucks available the first of May for the annual "Owasso Cleanup"
campaign, the trucks wo uld be parked at Rayola Park on a weekend only, and a
public notice of this would be placed in the newspaper in advance.
Various comments and recommendations were received from a few citizens attending
the meeting, and Mr. Thompson mentioned the possibility of requiring liners be used
with the containers. With reference to a comment on the manner in which some
residents maintain their containers and yards, he reiterated Mrs. Pickle's comments
of a previous meeting, that you can not legislate the morals of the people, particularly
in this type of situation.
Mayor Williams made his recommendation, that we return the old method of cdlection
in which trash receptacles were placed near the house, the service fee be increased
$I.10, with pickup twice weekly, that the 25% now being retained from the
collections by the City be split 122% for the City and 122'-%, going to Mr. Sallee.
Also, that large container be placed for large item pickup from Friday to Monday,
twice monthly, and that Mr. Sallee would also be allowed to contract privately
for collection of large items and non-household refuse. Mr. Thompson maintained
that we must be more specific on the volume of househouse refuse to be picked up
at a residence, to which Mrs. Fickle and Mayor Williams agreed. A limit of
three 30 gallon properly contained bags or cans, regulated to ordinary household
refuse which must not be larger than a single 30 gallon bag or can and fit in that
container, was set for each single resident pickup, twice weekly. Mr. Thompson
also indicated that the Council needed to address themselves in the very near future,
to what would be required for the bids to be taken for the upcoming contract period.
Mr. Charney was then directed by the Council to present at the regular meeting of
April 18, 1978 a proposed ordinance to amend the City Code, Chapter 9 as follows:
Sec. 9-I (b) with reference to weight, not to exceed 50 lbs. per bag or can;
Sec. 9-3, service fees, to provide that the fees may be set by Resolution from time
to time as the Council sees fit; and Sec. 9-II, to provide for three 30-gallon
tightly secured containers as a limit, to be placed not less than 50 feet from the
front part of a premises closer than 50 feet from said curb line. Also, to prepare
a proposed Resolution establishing the service fee for a residence at $4.50, and
an amendment to the contractural agreement with Mr. Sallee for the interim
period before a new contract is let, providing for an increase in the percentage
of collections to be paid to him at 87.5°I°. ,,~,
It was also decided that on a trial basis, a 30 yd. bulk container would be placed
near the water plant at the south end of Birch Street, the weekend of April 22-23.

1978 for collection of larger and non-household refuse, with the City of Owasso
paying for this service at this time. It was noted by a contractor who had these
large bulk containers for lease attending the meeting, that he would not charge
for renting/leasing the container when placed only over a weekend, just the
hauling fee would be applicable.
In conjunction with a special meeting of the Owasso Planning Commission being
held at City Hall this date:. Mr. Baines brought up a matter,. that of rezoning
application plat requirements for Council action; however, after brief discussion and
since this item was not listed on the agenda for the special meeting, the Council
gave the item no consideration and took no action.
A general workshop for Council members was passed for this meeting, and Mrs.
Fickle motioned for Council to adjourn the public meeting an go into an executive
session to consider a personnel matter for action at a later regularly scheduled
Council meeting, seconded by Mr. Thompson. Ayes -Messrs. Thompson, Williams
and Mrs. Fickle. At 8:55 P.M., the public meeting of the Owasso City Council was
adjourned in consideration of holding an executive session.
