HomeMy WebLinkAbout1978.01.17_City Council MinutesThe Owasso City Council met in regular session at 7:00 P.M ., Tuesday January 1 7, 1978 in the Council Chambers, Mayor Williams presiding. The Agenda and Public Notice as posted are made a part of these minutes as Exhibits 1 and 11 respectively. Present: Mayor Bill Williams Councilwoman Robbie Rickle Vice Mayor Bob Yock Acti ng City Manager Wayne Meyer Councilman Boyd Spencer Deputy Clerk Lynn Hampton Councilman Don Thompson City Attorney Harold Charney Qn a mc-}ion bye Mr. Spencer, second by Mr. Yock minutes of the January 3,1978 m®et7n„g were approved. OLD BUSINESS 1 . Bids were opened for the Hud Grant Project. The three bids received were from MBE, Water Products, & (Forman Plumbing Supply. 2. Richard Earl Greene, Jr. was elected Employee of the Month and received a belt, and plaque for his fine services. 3. Pat Larkin requested an increase to 5 to 10°l0 on 265 allowance. On a motion by Mr. Thompson to increase 265 allowance in all subdivision, city wide, and a 2nd by Mr. Yock. Ayes: Yock, Williams, Thompson No:Spencer, Fickle 4. Mr. Steve Carr read Ordinance ~ 234:c~n the realignment of wards. A change was made in Ward 5 on the last 3 lines. After the change was made, The Ordinance was accepted on a motion by Mrs. Fickle, and a 2nd by Mr. Thompson. Ayes: Williams, Yock, Spencer, Thompson, Fickle Tne ,.Emergency Clause to be voted on at next meeting. 5. On a motion by Mr. Yock, and a second by Mr. Thompson, a Ordinance will be written for the School Signs. When school is in session it will be 25, when school is not in session i t wi I I be 35 . Ayes: Williams, Yock, Spencer, Thompson, Fickle 6. On a motion by Mr. Thompson, and a 2nd by Mr. Spencer, all furniture requested by the Senior Citizens for the Community Center was accepted, provided money was in the budget to cover it. " Ayes: Williams, Yock, Spencer, Thompson, Fickle 7. A discussion was brought up before the Council on the possible hiring of a Maintenance Person for the Community Center. A committee was assigned with Mrs. Fickle to serve on the committee and a study will be given. $. Mr. Meyer brought to the attention of the Council that the City Dog Pound does nat meet the right qualifications. Also not able to keep dogs in cold weather. The dogs can stay at the Vet for $2.U0 a day and tnen taken to the County. The Council agrees with this. 9YVayne Meyer introduced Lorraine Mallory to the City Council as the new Purchasing Agent for the City. The Council agreed on this and followed with a motion by Mr. Yock and a second by Mr. Thompson. Ayes: Williams, Yock, Spencer, Thompson, Fickle 1 OThe final budget proposal on EDA Project by Lloyd Renderer was approved on a motion by Mrs. Fickle, and a second by Mr. Thompson . Ayes: Williams, Yock, Spencer, Thompson, Fickle 11. Mr. Spencer motioned to approve payment of warrants as submitted, the listing of which is made a part of these minutes as an attachment, seconded by Mr. Thompson. Ayes: Williams, Yock, Spencer, Thompson, Fickle MEW BUSINESS 1 . On a motion by Mr. Spencer and a second by Mr. Thompson the salary for Police Officers was raised to $650.00 a month starting pay. After six months they will receive a raise by their Department Head and recognized for any degrees at that time. This will come into effect on the next pay period. Ayes: Williams, Yock, Spencer, Yock, Fickle 2. Mr. Yock read his letter of resignation to the City Couno3~l as Councilman and Vice Mayor. This is effective as of February 1 , 1978. On a motion by Mr. Thompson and a second by Mr. Spencer the letter of resignation was accepted. Ayes: Williams, Spencer, Thompson, Fickle 3. On Flood Insurance Class B participants adopted a 30 day extensionon Ordinance 1019 will need to be revised. This recommendation will come from the Planning Commission on the Extension, not from the Council. 4. A discussion on Liability Insurance to cover the Council was talked about in general. 5. Being no further business, on a motion by Mr. Thompson, and seconded by Mr. Yock the City Council adjourned.
