1978 in the Council Chambers, Mayor Williams presiding. The Agenda and Public
Notice as posted are made a part of these minutes as Exhibits I and II respectively.

OLD BUSINESS
1 . Acting City Manager Wayne Meyer reported the Community Center Committee has
settled on a basic design involving furniture, carpets, etc. Also plaque is ready for
the Community Center.
NEW BUSINESS
1 . Mr. Pat Thompson from the State Department of Health advised we are not in
compliance with the plumbing code ordinances. Ordinance #~23 was passed on a
motion by Mr. Thompson and a 2nd by Mr. Spencer to comply with The Plumbing Law
of 1955, for the cities with a population less than 4,000.

Emergency clause was passed on a motion by 141s-i~~Thompson and a 2nd by Ms. Fickle.

2. Mr. Meyer brought up discussion on the Police Policy Manual for comments with
the City Coil . A discussion followed with changes being suggested in parts of the
Manua I .
3. Mr. Meyer propc~dd to retain a consultant firm to establlrslsed personnel classification
and pay scales for city employees. The Council was in agreement with this as asked for
prices to be checked into.
4. Mr. Spencer motioned to approve payment of warrants as submitted, the listing of
which is made a part of these minutes as an attachment, seconded by Mr. Yock.

5. Mr. Meyer presented a letter of resignation by Mr. Ron Crimes of the Personnel Board
to the City Council. On a motion by Ms. Fickle and a 2nd by Mr. Yock the letter of
resignation was accepted.

Also the Council requested a certificate to be given to each member of the Personnel Board
for there cooperation & dedication on the hearing of Warren McNiel.
6. Mr. Meyer also gave a letter of resignation on Warren McNiel, Police Chief to the
City Council . This letter of resignation was followed with a bill from Vestal, Weston,
Spears, & Gates, P.A.; Warren McNiels' attorney. The letter of resignation was
accepted, but payment of bill was tabled until the next meeting.
7. On a motion by Mr. Spencer and a 2nd by Mr. Thompson applications will be
taken for Police Chief .

8. Being no further business for the City Council to consider, Mr. Thompson motioned
to adjourn, seconded by Mr. Yock.

A Public Hearing was held on January 3, 1978 following the City Council Meeting
at Owasso City Hall, Council Chambers. The meeting was in reference to the Revenue
Sharing. The amount of money in Revenue Sharing is $72,000.00. Recommendations
for the use of the money was made by Senior Citizens, on various equipments. Also
Holiday Decorations, equipment for the Fire Department and Police Department. Also
machinery for the Public Works Department.
A second meeting is scheduled for February 7, 1978 at 7:30 on a motion by Mr. Spencer
and a second by Mr. Thompsr~n.
