HomeMy WebLinkAbout1976.11.09_City Council Minutes~ s ~~ November 9, 1976 The Owasso City Council met in regular session, Tuesday evening, November 9th, at 7:OS p.m. Present: Jerrald Holt Mayor Bill Williams Vice-Mayor Boyd Spencer Councilman V. D. Duncan Councilman Bill Parese City Mgr. C. F. DeLaFleur City Atty. Glenna M. Anderson City Treas. Marcia Riggs City Clerk On a motion by Mr. Spencer and a second by Mr. Duncan the minutes of the October 5th meeting were approved. Ayes: Holt, Spencer, Williams, Duncan. On a motion by Mr. Duncan and a second by Mr. Williams the minutes of the November lst Special meeting were approved. Ayes: Holt, Williams, Spencer, Duncan. Fire Chief Vernon Chase reported that flow tests made in Meadowcrest Addition on Friday and again on Tuesday indicated the water pressure was still inadequate for Fire protection. Mr. Williams asked if only one pump was working and if so the pressure would not be adequate. Chief Chase stated he understood from the City Engineer the 2nd pump was to come on automatically. Mr. Williams said he didn't think it had been fixed as yet. Mr. Parese stated he would meet with Mr. Bill Rhees, John Edleman and the Fire Chief and see if the problem could be worked out. Mr. Parese stated work on the drainage ditch along the service road could begin as soon as the County was able to start. Mr. Spencer stated he would like for work to be done on the ditch on Birch and asked the City Attorney to see what easements would be needed. Mr. Parese stated he had called the EDA office in Austin, Texas today and all they weeded for the completion of our Senior Citizens Grant was the abstract brought up to date. Mr. DeLaFleur stated he had picked the abstract up this afternoon and would submit a supplemental title opinion to the EDA office tomorrow. Mr. Parese stated the INCOG office in Tulsa, who reviewed all applicants gave a favorable opinion of our application and he was encouraged by this and his talk with the EDA office in Austin. Mr. Parese asked the Council if they had thought about what should be done on the Building inspections. He stated we could either hire someone to do the inspections or have the County do them for us for half the permit fee.. Mr. Williams stated we might use the County for awhile but we need to hire someone to do all inspections including electrical. Mayor Holt asked the City Manager to check on what revenue we now receive on inspections and what type of salary would be required for a qualified person. On a motion by Mr. Williams and a second by Mr. Spencer the Fire Run Contract for George Everett (15454 E. 92nd St. N.) was approved. Ayes-Holt, Williams, Spencer, Duncan. The emergency clause was voted upon separately on a motion by Mr. Duncan and a second by Mr. Spencer. Ayes: Holt, Williams, Spencers Duncan. Mr. Parese stated he did not feel a new ambulance would be needed to use for a backup. Moores is available and also a Van type but it will not be available until November 24th. Mr. Duncan stated he preferred to wait with any decision until the van could be inspected. The Council agreed with Mr. Duncan. The Ambulance rates were again discussed. The Council decided to stay with the decision on the rates they had made at the special meeting November 1st. Fire Chief Vernon Chase recommended that the City adopt the National Fire Code ~~ since our present code is not sufficient to cover all areas of fire hazards. On a motion by Mr. Duncan and a second by Mr. Spencer the National Fire Code was adopted 'as the City Fire Code. Ayes: Holtz Williams, Spencers Duncan. On a motion by Mr. Williams and a second by Mr. Duncan the resignation of Bill Moore from the Planning Commissions was accepted. Ayes; Holtf Williams Spencer, ~°°~ Duncan. The appointing of a replacement for Mr. Moore was tabled until the Dec. meeting. Mr. Parese advised the Council that our present postage machine is no longer adequate for our use and another postage machine was available for their consideration. No action was taken on this matter. An Amendment to Ordinance #146, amending the present pension plan so that employees separated from service with vested rights may elect a reduced benefit at age 55 or later in lieu of their full accrued benefit at age 65, was approved on a motion by Mr. Duncan and a second by Mr. Williams. Ayes: Holt, Williams Spencers Duncan. This would take effect on July l~ 1977. Stan Ewing TMAPC~ presented zoning application OZ-23~ a request from Terry L. Davis for a zoning change from CS & Rt+~1 to CG. The proposed use is for an Auto Dealer. The Planning Commission recommended approval with the condition that the additional requirements in Sec. 650(Site Plan Review) of the Zoning Ord. be met. Mr. Williams moved and Mr. Spencer seconded to approve the Planning Commission recommendations. Ayes; Holt ~ Williams ~ Spencers Duncan. The second application-0Z-2/~~ requested a zoning change from Rt~1 to CH for the Git- N-Go located at 307 E. 2nd Ave. The Planning Comm. recommended approval°of a modified application. The modification includes approval of CG instead of CH. In addition the recommendation that the north boundary of the district be moved south to line up with the alley between First St. and Second St. Also a plat must be filed by t.~ the property owner. Recommended approval does not negate other City Ordinances which may affect the spacial relationship between public school and gasoline service stations or any other Ordinances. Mr. Spencer moved and Mr. Williams seconded to approve the Planning Commission recommendations. Ayes; Holtz Williams Spencer Duncan. Mr. Parese requested authorization to .advertise for bids for a police car to be purchased with Revenue Sharing Funds that will be available in January. Mr. Spencer so moved and Mr. Duncan seconded. Ayes: Holt, Williams Spencers Duncan. Mr. Williams made a motion that Bob Yock be appointed to fill the vacancy left by Mr. Joplin's resignation. Mr. Spencer seconded. Ayes: Holtz Williams Spencer Duncan. Mr. Parese informed the Council the City had received a letter confirming our Ambulance Grant. Mr. Parese requested that the Council look over plans for a Downtown Reautification Project at their convenience. He stated there is a possibility of a 50~ Grant for this project. City Attorney, Mr. DeLaFleur~ recommended that the City re-publish for bids for the enclosure of the concession area and Recreation Building. He stated that two bids were submitted but did not meet state bidding requirements. Mr. Williams made a motion that bid notices be re-published and Mr. Duncan seconded. Ayes: Holt Williams Spencers Duncan. Mr. Parese requested 3~ merit raises for employees. Mr. Duncan so moved and Mr. Spencer seconded. Ayes: Holtz Williams Spencers Duncan. This raise will be effective December 1st. On a motion by Mr. Duncan and a second by Mr. Spencer the claims were approved as Page 3 ~ s. y£' . presented. Ayes: Holtz Williams Spencer, Duncan. D. M. Sokolosky~ president of the Chamber of Commerce representing that group stated that the organization had voted unanimously to support and back the City Manager and it was their express hope and desire that in the future any and all internal problems be resolved from within thus ending any negative or adverse publicity. He further stated that with Owasso's continuing growth and expansion that the entire City government should join together to mature and grow with the Community and if this was accomplished build a strong foundation for the progressive youth of our Community. Mr. Boyd Spencer, Councilman expressed his apologies and sentiments regarding recent events and pledged his sincerity and support to the City Managers the Mayors the Councilmen and the citizens.
