HomeMy WebLinkAbout1976.05.04_City Council MinutesMay 4~ 1976 The Owasso City Council met in regular session Tuesday evening May 4th at 7:00 P.M. with Mayor Holt presiding. Present: Jerrald Holt Mayor Bill Parese City Manager Bill Williams Councilman Marcia G. Riggs City Clerk Boyd Spencer Councilman Judge Jerry Pickerill V. D. Duncan Councilman Carroll Joplin Councilman Mr. Duncan moved to approve the minutes of the April 6th meeting with the following correction: Mayor Holt stated both John Dean, serving on the Board of Adjustments and Wayne Roberts serving on the Personnel Boards would like to be appointed to more active Boards. Mr. Williams seconded. Ayes; Holt Williams Spencers Duncan Joplin. The Park Board recommended that Lorren Ferrell be appointed to complete the term of Jerry Shuck which will expire June 30, 1976. Bill Carver resigned as of May 1st and will have his letter of resignation for the next meeting. The Park Board recommended that Robert Yock be appointed to complete Mr. Carver's term to expire June 30, 1977. On a motion by Mr. Spencer and a second by Mr. Duncan the above recommendations were approved. Ayes: Holtz Williams Spencers Duncan Joplin. ,., ~. On a motion by Mr. Duncan and a second by Mr. Williams John Deen was appointed to complete the unexpired term of Jerry Houser (June 30~ 1977) on the Planning Commission. Mr. Deen will submit his resignation from the Board of Adjust- ments at the next meeting. Bill Pareses City Managers presented a proposal for construction of an Animal Control Center at an estimated cost of $2,151.20. He stated that Mr. Pride had agreed to be the Animal Control Warden and will use his own truck but the City will furnish his gasoline. Mr. Williams moved to accept the proposal and Mr. Spencer seconded. Ayes: Holt, Williams Spencers Duncan Joplin. Mr. Pride stated that he felt all dogs should be picked up regard- less to whom it belongs. The presentation of the plaque to Cub Scout Troop 57 was postponed until the Troop arrived. Mayor Holt presented a plaque to Tom Rikkolai who is resigning June 1st as Volunteer Fire Chief and praised him for his service to the Fire Department since 1965. Mayor Holt read Ordinance # 194 amending portions of the Refuse Ordinance. On a motion by Mr. Duncan and a second by Mr. Williams the Ordinance was approved. Ayes: Holtz Williams Spencer, Duncan Joplin. The emergency clause was voted upon separtely on a motion by Mr. Williams and a second by Mr. Spencer. Ayes: Holtz Spencers Williamst Duncan Joplin. Mayor Holt presented a plaque to Cub Scout Troop 57 in appreciation for their work in cleaning up debris and trash around the City. At 7:20 P.M.~ Mayor Holt recessed the meeting of the Owasso City Council. The Owasso City Council reconvened at 7:36 p.m. Judge Pickerill administered the Oaths of Office to Bill Williams and Carroll Joplin. Jerrald Holt congratulated Mr. Williams and Mr. Joplin on their election as Councilmen. .~ ~.' ~.' -y ~~ Mr. Spencer made a motion that Mr. Holt be re-elected Mayor and Mr. Williams be re-elected Vice-Mayor. Mr. Joplin seconded. Ayes: Holt, Williams,Spencer, Duncan, Joplin. Mr. Duncan moved and Mr. Williams seconded to authorize Mr. Holt & Mr. Williams to sign bank cards and warrants. A meeting was set for Thursday, May 6, at 8:00 p.m. with Rural Water Dist. #3, Washington County for discussion of rural boundary lines. On a motion by Mr. Duncan and a second by Mr. Spencer the General Fund Supple- mental Appropriations were approved as follows: A-2 Managerial 1,000.00 B-2 City Clerk 1,000.00 C-2 City Treasurer 100.00 D-2 City Attorney 100.00 F-1 Police Dept. 5,680.00 F-2 Police Dept. 1,500.00 F-3 Police Dept. 2,200.00 G 1 Fire Dept. 6,000.00 G-2 Fire Dept. 2,400.00 H-1 City Engineer 420.00 L-2 Park Dept. 2,000.00 I~1 General Gov't. 2,400.00 1~2 General Gov't. 1,563.15 P-2 Cemetery 50.00 SC-2 Civil Defense 180.00 TOTAL 26,593.15 Ayes: Holt, Williams, Spencer, Duncan, Joplin. On a motion by Mr. Duncan and a second by Mr. Williams the Revenue Sharing Appropriations were approved as follows: 3rd Quarter Grant 14,964.00 Ambulance Service{April-July) 4,000.00 Balance to Park Dept. 10,964.00 TOTAL 14,964.00 Ayes: Holt, Williams, Spencer, Duncan, Joplin. On a motion by Mr. Duncan and a second by Mr. Williams approval was given for the grant to purchase the ~tadar Gun for the Police Dept. The Grant will pay 50I of the $935. for the Radar Unit. A new Identification card .for the Police Dept. was presented and discussion ensued on commissions for other than Police Officers. it was agreed that the Auxi.lary Police Officers and the Civil Defense men should have commissions. It was noted that there were others who held commission cards, too. Mr. Williams made a motion that one commission card outside the approved commissions be pulled and that the new Identification cards be approved. Mr. Spencer seconded. Ayes: Holt, Williams, Spencer, Duncan, Joplin. On a motion by Mr. Spencer and a second by Mr. Williams approval was given to purchase a Bi-Centennial sign at a cost of $75.00. Ayes: Holt, Williams, Spencer, Duncan, Joplin. ,, ,, On a motion by Mr. Spencer and a second by Mr. Duncan approval was given to sell the 1957 Chevrolet truck{old dog wagon). Mr. Dodwell, representing residents whose backyards are along the service toad South of Lath Street, asked that something be done to correct the flooding problems along the drainage ditch. The residents stated that since the ponds at 3-Lakes had been drained the flooding problems had increased. It was noted that a retention pond was to be constructed in 3-Lakes and this would correct that problem. Commissioner Lewis Harris stated the County would work with the City to clean out the ditches but easements from each home owner would be necessary before work could be done. He suggested that the City Manager, the Councilmen and County En- gineers get together to start work on solving the problem. Bill Parese informed the Council that he had advertised for a paid Fire Chief. He would like to narrow the applicants down to 3 meR, them he review those applicants with the Council. Mr. Parese asked for approval to apply for the Ozark Regional Grant for Heavy Equipment. He further stated this was for Government surplus equipment and there would be no cost to the City. The Council gave their approval. On a motion by Mr. Duncan and a second by Mr. Spencer, the claims were approved as presented. Ayes: Holt, Spencer, Duncan, Williams, Joplin. On a motion by Mr. Spencer and a second by Mr. Duncan, Janice Roberts was appointed Deputy Treasurer. Ayes: Williams, Holt, Spencer, Duncan, Joplin.
