Present: Jerry Holt Mayor Bi I I Williams Counci Iman Boyd Spencer Counci Iman V. D. Duncan Councilman Carroll Joplin Councilman M. E. Williams City Manager W. W. VanDall City Attorney Marcia G. Riggs City Clerk Glenna M. Anderson City Treasurer See attached list for additional visitors On a motion by Mr. Williams the minutes for the Dec. 15th Special Meeting, Jan. 6 Regular Meeting and Jan. 13th Special meeting were approved. Mr. Spencer seconded the motion. Ayes: Holt, Williams, Spencer, Duncan, Joplin. Mike Elms, TMAPC, stated the Owasso Planning Commission again recommerxl ed that the request for a change in zoning for Dr. Sokolosky's property be denied. Several protestors were present asking the Council to deny the zoning change. Mr. Spencer stated several citizens had called him about this and he wanted to thank each of them for taking the time to call. He further stated that plans for the School to purchase the property from Dr. Sokolosky were being discussed and would probably be taken care of at the Monday evening School Board meeting. Mr. Joplin moved that the Council deny the request for re-zoning and Mr. Duncan seconded. Ayes: Holt, Williams, Joplin, Duncan. Nay: Spencer. Ordinance #192 (Zoning Three Lakes) was adopted on a motion by Mr. Duncan and a second by Mr. Joplin. Ayes: Holt, Williams, Spencer, Duncan. Joplin. The emergency clause was voted upon separately on a motion by Mr. Duncan and a second by Mr. Joplin. Ayes: Holt, Williams, Spencer, Duncan, Joplin. Mike Elms introduced Stan Ewing who will replace Mike as Owasso's representative from TMAPC . Ordinance X193 (annexing High School) was adopted on a motion by Mr. Duncan and a second by Mr. Spencer. Ayes: Holt, Williams Spencer, Duncan, Joplin. The emergency clause was voted upon separately on a motion by Mr. Duncan and a second by Mr. Williams. Ayes: Holt, Williams, Spencer, Duncan, Joplin. On a motion by Mr. Spencer and a second by Mr. Williams the contract between the City and Moore's Ambulance Service was ratified. Ayes: Holt, Williams, Spencer,- Duncan, Joplin. On a motion by Mr. Duncan and a second by Mr. Joplin the Claims were approved as presented. Ayes: Holt, Williams, Spencer, Duncan, Joplin. Mr. Joplin asked that each Department Head approve invoices before payment is made. Mr. Williams stated that this is normal procedure. The Primary Election Proclamation was approved on a motion by Mr. Williams and a second by Mr. Duncan. Ayes: Holt, Spencer, Williams, Duncan, Joplin. On a motion by Mr. Williams and a second by Mr. Duncan the Fire Fun Contract for Gary Edward was approved. Ayes: Holt, Williams, Spencer, Duncan, Joplin. ~~~ ~ ~~ Mr. and Mrs. Lynn Bullock had requested to be put on the Agenda concerning a pay claim, but did not attend the meeting. No action was taken. On a motion by Mr. Spencer and a second by Mr. Duncan, approval was given to purchase fence for the tennis courts from A-1 Fence Co. at a cost of $2,441 .00. Ayes: Holt, Williams, Spencer, Duncan, Joplin. On a motion by Mr. Spencer and a second by Mr. Duncan, approval was given to make improvements on the old park bldg at a estimated cost of $2,300.00. Ayes: Holt, Williams, Spencer, Duncan, Joplin. Mr. Williams explained to the Council the need for using Revenue Sharing funds given to the Park Dept. He stated a meeting had been held with the Park Board and they had agreed to let the City borrow part of the funds back to use until we would request a supplemental appropriation.
