PRESENT: Joe Ross Jerry K. Myers Robert K. Ball Harold Dean Large V. D. Duncan Noble C. Campbell Marcia G. Riggs W. W. VanDall Kenneth Slatten C. F. DeLeFleur Mayor Vice Mayor Councilman Councilman Councilman Manager City Clerk City Attorney Auditor Mr. Allred John Edelman Delano Lang Josephine Downey James Matney Logan Dunbar Tom Rikkola Jerry Shuck Bonding Company Engineer Public Works Director Deputy Clerk Chief of Police Park Superintendent Fire Chief Park Board Prosecuting Atty Mrs. Wheaton Citizen On a motion by Mr. Myers and a second by Mr. Ball the minutes of the March 4th meeting were approved as presented. Ayes: Ross, Myers, Ball, Large, Duncan. On a motion by Mr. Ball and a second by Mr. Myers the minutes of the March 15th meeting were approved as presented by the follo~,~ing vote: Ayes; Ross, Myers, Ball, Large, Duncan. Mr. Campbell read a letter signed by Mr. Carroll Caldwell of Caldwell Construction Company, and Mid-Continent Casualty Company requesting the Council accept the Municipal Complex. Mr. Allred, representing Mid-Continent Casualty Company, assured the Council that items noted, particularly outside of the building, would be completed or corrected as needed. `~"°~ Mr. Ball moved and Mr. Large seconded the motion to make payment to Caldwell Construction Company in full with the exception of $5,000.00 which is to be held as a surety until all work has been completed satisfactorily. Ayes; Ross, Myers, Ball, Large, Duncan. Mr. Campbell related to the Council that inspection on the equipment at the swimming pool would be held Wednesday morning, April 2, 1975 at 9:30 A.M. Some discussion on the cement at the swimming pool followed. The Council asked Mr. Edelman, City Engineer, to have a written report for the Council on the cement testing. The Council set April 15 at 7:00 P.M. fora special meeting to accept the pool. The Council requested that all Park Board members be advised of the meeting. Mr. Kenneth Slatten, auditor for the City, explained to the Council the procedures for receiving supplemental appropriations. The Council requested that Mr. Slatten have figures ready for the April 15 meeting. Mr. C. F. DeLeFleur, representing the Owasso Jaycees, requested that the Council amend the City Ordinances to permit non-profit organizations to play bingo as long as they adhered to state regulations and are tax-exempt. Mr. VanDall suggested that if the City did amend Ordinances, a license fee should be set to pay the City. The Council requested that an article be placed in the Owasso Reporter asking citizens to express their views on the matter either by calling City Hall or by coming to the May 6th meeting. Mrs. Glenna Anderson gave the Financial Report to the Council. The Council requested that Mrs. Anderson be present at the April 15th meeting. Mr. Hardesty, oemer of Hardesty's Ranch and Garden Supply, asked that a loading zone be marked in front of his store at 124 West First Avenue. Mr. Ball so moved. Mr. Large seconded the motion. Ayes; Ross, Myers, Ball, Large, Duncan. On a motion by Mr. Duncan and a second by Mr. Myers the Fire Run Contract between the City of Owasso and Mary E. Shaffer was approved as follows: Ayes; Ross, Myers, Ball, Large, Duncan. ~~INUTES CONTINUED April 1, 1975 Page 2 The Claims were approved as presented for payment by a motion from Large and a second by Mr. Myers. Ayes: Ross, Myers, Ball, Large, Duncan. On a motion by Mr. Myers and a second by Mr. Duncan approval was given to pay 10°f~ of the cost of the traffic signals at 86th Street North and Mingo Valley Expressway and after it is in service, to be responsible for the maintenance and up-keep of the signals and appurtenances thereto. Ayes: Ross, Myers, Ball, Large, Duncan. It is understood that the County will re-imburse the City 5~ of the City's 10~ cost. Discussion was held on a date for the Dedication and Open House for the municipal complex. It was suggested it be held before the present Council members go out of office, however, a definite decision was not made. Mr. Campbell reported that tiTork on the concession-restrooms building tr?as progressing very well. He asked for authorization to borro~T the funds from Revenue Sharing to pay Miracle Construction Company until we have funds available. Mr. Myers moved that Mr. Campbell be authorized to utilize Revenue Sharing Funds for this payment until the City has funds to re-pay the account. Mr. Duncan seconded the motion. Ayes: Ross, Myers, Ball, Large, Duncan. At the request of Fire Chief Rikkola, authorization was given to place ++No Parking++ signs on the West side of Cedar across from the fire station doors. The Council re- quested that another article be run in the Owasso Reporter asking citizens views on "No Parking" signs around the City. Mrs. Wheaton asked that something be done about the deep hole at 6th and Atlanta. Mr. Lang said that it ti*ould have to be dug out and a base put in and after the base settled, it could be filled t•.rith concrete. They assured Mrs. Wheaton that the work would be done as quickly as possible. At 8:35 P.M., Mr. Duncan moved to adjourn. Mr. Large seconded the motion.
