HomeMy WebLinkAbout1997.11.13_City Council MinutesOWASSO CITY COUNCIL MINUTES OF SPECIAL MEETING Thursday, November 13, 1997 The Owasso City Council met in special session on Thursday, November 13, 1997 in the Lower Level Conference Room at City Hall per the Notice of Public Meeting and Agenda posted on the City Hall bulletin Board at 4:00 p.m. on Monday, November 10, 1997. ITEM 1: CALL TO ORDER AND ROLL CALL. Mayor Barnhouse called the meeting to order at 6:35 p.m. Councilors present: Mary Lou Barnhouse, Mayor; Tracy Standridge, Vice Mayor; Denise Bode, Councilor; Mark Wilken, Councilor. Staff present: Rodney J Ray, City Manager; Ronald D Cates, City Attorney; Tim Rooney, Community Development Director; Robert Carr, Public Works Director; Sherry Bishop, Director of Finance; Karl Fritschen, Comprehensive Planner; Allan Harder, Human Resources Director. A quorum was declared present. ITEM 2: DISCUSSION OF ISSUES OF IMPORTANCE TO THE CITY OF OWASSO. A general discussion of several issues of importance to the City of Owasso took place. No formal action was requested and no vote taken on any item. ITEM 3: ADJOURNMENT Mr Wilken moved, seconded by Dr Bode to adjourn. ITEM 1: CALL TO ORDER AND ROLL CALL. Mayor Barnhouse called the meeting to order at 8:26 p.m. Councilors present: Mary Lou Barnhouse, Mayor; Tracy Standridge, Vice Mayor; Michael Helm, Councilor; Denise Bode, Councilor; Mark Wilken, Councilor. Staff present: Rodney J Ray, City Manager; Ronald D Cates, City Attorney; Tim Rooney, Community Development Director; Robert Carr, Public Works Director; Sherry Bishop, Director of Finance. A quorum was declared present. ITEM 2: CONSIDERATION AND APPROPRIATE ACTION RELATING TO THE Mr Ray presented the issues regarding the Sixth Grade Center, more specifically the flow of traffic and the safety of the school children. He explained that the school is not prepared to participate in no left turns off of N 129th E Ave as agreed to by Mr Johnson at the Planning Commission meeting. Mr Ray said that he is prepared to deviate from the Planning Commission's requirements if a method can be worked out so that there is a smooth traffic flow, and safety of school children in the area. Councilor Bode asked what the repercussions would be if the Council deviated from the Planning Commission decision. Mr Cates explained the issue further and said that the City Council may give the City Manager the authority to take whatever action is necessary regarding the Sixth Grade Center. Councilor Bode moved (with regret, but out of a desire to allow the school to open), seconded by Councilor Wilken, to authorize the City Manager to take all steps necessary to facilitate the opening of the Sixth Grade Center by ensuring the safety of school children and the smooth flow of traffic in the area. AYE: Bode, Wilken, Standridge NAY: Helm, Barnhouse Motion carried 3 -2. ITEM 3: ADJOURNMENT Mr Wilken moved, seconded by Dr Bode to adjourn.
