J - -- - s.~.,~- ~4 <~ CITY COUNCIL October 21, 1975 The Owasso City Council met in called session Tuesday evening, Oct 21st at 7:04 p.m. with Mayor Holt presiding. Present: Jerry Holt Mayor Bill Williams Councilman Boyd Spencer Counci Iman V. D. Duncan Councilman Carrol I Joplin Counci Iman W. W. VanDall City Attorney Marcia G. Riggs City Clerk Glenna Anderson City Treasurer (See attached list for additional visitors) M. E. Williams Mr. Duncan made a motion that M. E. "Bud" Williams be hired as City Manager with salary to start on Nov 1, 1975. Mr. Bill Williams seconded. Ayes. Holt, Williams, Spencer, Duncan, Joplin. Mr. Henry Daubert of the Engineering Firm of Mansur-Daubert-Williams, discussed with the Council and interested developers, the Street and Sidewalk Design Code. After much discussion, and minor necessary corrections being noted, Mr. Williams moved that the section concerning the enclosed storm drainage as to street construction be amended to read: must meet minimum requirements of F.H.A. Standards, but would be subject to review by the City Engineer and final approval by the Council. Mr. Duncan seconded that the Resolution be adopted as amended. Ayes: Holt, Williams, Spencer, Duncan, Joplin . ~,.,,,, Mr. M. E. Williams stated he felt that the code should include who would be respon- sible for making and paying for all tests required in the code, and he recommended this should be done by the City. Mr. Bill Williams, moved that the City Managers recommendation be included in the code. Mr. Joplin seconded. Ayes: Holt, Williams, Spencer, Duncan, Joplin. On a motion by Mr. Bill Williams and a second by Mr. Spencer, Mr. M. E. Williams was designated the City of Owasso's representative to the Regional Metropolitan Utility Authority. Ayes: Holt, Williams, Spencer, Duncan, Joplin. Tom Rikkola, Fire Chief, discussed with the Council amending our present Fire Run Ordi- nance to state: The City would made all Fire Runs outside the city limits. This change is needed for those living outside the corporate limits of the City of Owasso to be able to have their Fire Insurance Rates lowered. Mr. Duncan moved any action be deferred until the City Manager, City Attorney and the Fire Chief could discuss this further. Mr. Wi I I iams seconded . Ayes: Holt, Wi I I iams, Spencer, Duncan, Joplin. Mrs. Anderson asked the Council's approval for appropriation of the Street and Alley Cash Fund i n the amount of $16, 401 .78 . Mr. Williams so moved and Mr . Duncan seconded . Ayes: Holt, Williams, Spencer, Duncan, Joplin. At 8:15 p.m., Mr. Joplin requested a short recess. The Council reconvened at 8:28 p.m. Discussion was given to appropriating Revenue Sharing Funds. Mr. Williams made a motion for approval to purchase the tornado warning system, in the amount of $6, 839.10, including installation. Mr. Joplin seconded. Ayes: Holt, Williams, Spencer, D.:•ncan, Joplin . r., -r r~ • .. The order will be placed, but the funds will not be needed immediately. No further action was taken on appropriating Revenue Sharing Funds. Mr. Joplin requested that the City Manager have a survey made on the Fry property. The council recessed at 9:26 p.m. on a motion by Mr. Spencer and a second by Mr. Duncan. Ayes: Holt, Williams, Spencer, Duncan, Joplin. At 9:56 p. m . , the Counc i I reconvened . Mr. Van Dal) presented a request for the City to relinquish a 25 foot easement on the west side of Rayola Addition deeded to the Owasso Township and County of Tulsa. Mr. VanDall stated there was no need for this easement now. Mr. Spencer moved for approvrl and Mr. Duncan seconded. Ayes. Holt, Williams, Spencer, Duncan, Joplin.
