The Owasso City Council met in regular session Tuesday evening, November 1+., at
7:00 p.m.
Present: Jerry Holt Mayor
Bill Williams Vice-Mayor
V. D. Duncan Councilman
Boyd Spencer Councilman
Carroll Joplin Councilman

On a motion by Mr. Duncan and a second by Mr. Joplin the minutes of the October 6
Special meeting, the October 7 Regular meeting, the October 11+ Special meeting,
and the October 21 Called meeting were approved. Ayes: Holt, Williams, Duncan,
Spencer, Joplin.
Mr. Bud Williams explained to Mr. Sallee that on the advice of the City Attorney
the City could not legally extend his Refuse Contract from one year to two years.
However, if the Council so desires, they may accept bids for a two year contract
next July 1.
Mr. Bud Williams requested the Council to defer any action on the Rural Fire
Run Ordinance until the December 2 meeting. Mr. Duncan so moved and Mr. Williams
seconded. Ayes: Holt, Williams, Duncan, Spencer, Joplin.
Mr. Bill Williams informed the Council that Jack Avant wished to withdraw his
request to annex his property to the City.
Mr. Bud Williams stated our auditor, Kenneth Slaten, had requested any action
on Revenue Sharing Funds be postponed until they had completed their audit. Mr.
Spencer so moved and Mr. Williams seconded. Ayes: Holt, Williams, Duncan,
Spencer, Joplin.
On a motion by Mr. Duncan and a second by Mr. Spencer the claims were approved
as presented. Ayes; Holt, Williams, Duncan, Spencer, Joplin.
On a motion by Mr. Williams and a second by Joplin, Mr. Bud Williams was
appointed to be the City's representative to the Floodplain Policy Committee.
Ayes: Holt, Williams, Duncan, Spencer, Joplin.
Mayor Holt offically proclaimed the week of November 10-16 as Heritage Week
to celebrate Oklahoma's 6$th birthday.
Mr. Jimmy Downey expressed his concern over the flooding of his property and his
home from the Elm Creek Development. He explained that the creek on his side
of 76th St. is very small compared with the large ditch being made on the north
side of 76th St. He stated he had asked the Developers to widen and deepen the
creek on his side in proportion, so it would not overflow. The Developers did
not feel that this was necessary. Mr. Bud Williams stated that the Final Plat
on Elm Creek had not been approved as yet by the City Engineer and this problem
would be thoroughly checked by the Engineer before approval was given.
Larry Kelly, representative from TMAPC, explained the request for zoning by
Three Lakes Development and the Owasso Planning Commissions recommendations on
' the zoning. Mr. Bland Pitman of Poe and Associates, answered questions concerning
the ThreeLakes Development. The Council stated that any action to be taken on
the Lake area as a City Park would have to be done by the Park Board. After
much discussion, Mr. Williams made a motion to approve the zoning as recommended
by the OPC as follows:

COMMERICAL-approval of CS with modification of moving the Commerical line in
Section 20, T-21-N, Rr-1/+ E to the East to line up with the Commerical
boundary in Section 29, T-21-N, R-ll+ E.
OFFICE- approval of OM as requested with modification of the boundary line
between office and commerical in Section 20 as per the commerical
zoning approval.
INDUSTRIAL-approval of IL with modification of rearrangement of multifamily
so that multifamily and industrial back into each other and with
multifamily having frontage on the service road.
MULTIFAMILY-approval of RM-2 with rearrangement of multifamily as per the
industrial zoning approval.
DUPLEX- approval of RD with a modification to include fl,ots 1-13, Block 3
in Section 29, T-21-N, R-11.E-E.
SINGLE FAM.-approval of RS-2 with a modification to delete Lots 1-13, Block 3
in Section 29, T-21-N, R-14 E.
Mr Spencer seconded. Ayes: Holt, Williams, Duncan, Spencer, Joplin.
Mr. Art Lane, representing the Elm Creek Developers, requested the Council to
approve the whole "concept" of Elm Creek but allow him to plat each area
separately. Mr. Duncan so moved and Mr. Williams seconded to approve Mr. Lane's
request. Ayes: Holt, Williams, Duncan, Spencer, Joplin.
Mr. Lane requested approval of the Plat of Ator Heights IV Addition. Mr. Kelly,
TMAPC, stated the Owasso Planning Commission had approved the plat except for
Block 7. After much discussion, Mr. Bud Williams recommended that the Council
grant final approval except for Block 7, subject to final conditions to allow
the Developers to go ahead with the rough grading. Mr. Spencer moved to approve
as recommended by the City Manager and Mr. Williams seconded. Ayes: Holt,
Williams, Duncan, Spencer, Joplin.
Mr. Bud Williams asked the Council to approve the setting of a deadline of 5:00
p.m. the Tuesday before the regular Council meeting to be placed on the agenda.
This would be done so the agenda could be published in the Owasso Reporter. Mr.
Williams so moved and Mr. Joplin seconded. Ayes: Holt, Williams, Duncan,
Spencer, Joplin.
Being no further business, at g: 16 p.m., Mr. Duncan moved and Mr. Spencer
seconded to adjourn. Ayes: Holt, Williams, Duncan, Spencer, Joplin.
