DECEMBER 16, 1974 The Owasso City Council met in called session Monday evening, December 16, 1974, at 7:00 P.M, with Mayor Ross presiding. PRESENT; Joe Ross Mayor John Edelman City Engineer Dean Large Councilman Ralph Schaffer Owasso Reporter V. D. Duncan Councilman Josephine Downey Deputy Clerk W. W. VanDall City Attorney Bill Williams Park Board Noble C. Campbell City Manager Bill Moore Moore's Ambulance Marcia G. Riggs City Clerk Floyd Marugg Citizen ABSENT: Jerry K. Myers Vice Mayor Robert K. Ball Councilman Mr. Campbell reported on his meeting with Mr. J. Ray Smith regarding drainage from Wilawood Addition. Mr. Smith does not feel that he is responsible for the drainage problem and did not agree to help with the correction thereof. After some disucssion, the Council requested that Mr. Campbell contact Mr. Wm. Hawk about the problem. Mr. Campbell is to report on the Hawk meeting at the January g, 1975 meeting. Mr. Edelman reported on the swimming pool and municipal complex projects. He stated that Mr. Caldwell had moved all his sub-contractors from the pool to the new city hall to try and finish it before January 1, 1975. Mayor Ross mentioned that the light socket in the stairwell at the recreation building was open and needed to be moved so children could not reach it. Mr.VanDall recommended that this be corrected. On a motion by Mr. Large and a second by Mr. Duncan the Fire Run Contract between the City of Owasso and Joseph J. Smith was approved by the following vote; Ayes; Ross, Large, Duncan. The Emergency Clause was voted upon separately on a motion by Mr. Large and a second by Mr. Duncan. The vote was as follows; Ayes; Ross, Large, Duncan. Mr. Campbell explained Community Development Funds, a project of HUD, whereby communities will have an opportunity to apply for funds needed for any project in their community. Mr. Campbell stated that funds will be small the first year and recommended that we apply for funds for the second year unless there is money left at the end of the first year which will not be used. The Council concurred in this recommendation. Mr. Large moved by Resolution that Mr. Campbell be declared our agent for the Flood Disaster Program. Mr. Duncan seconded the motion. Ayes: Ross, Duncan, Large. City Clerk, Marcia G. Riggs, asked the Council for approval to destroy old records according to State Statutes. This approval Uras given on a motion by Mr. Duncan and a second by Mr. Large. Ayes: Ross, Large, Duncan. Mayor Ross asked about a drinking fountain for the recreation building. Mr. Campbell advised that the portable one at city hall will be moved tothe recreation building. Mr. Large recommended that when the new mucnicpal complex is ready for inspection that each department head inspect his ourn area and that any councilmen who wished to attend, go along also for the inspection.
