Myers presiding. PRESENT: Jerry K. Myers Vice Chairman Marcia G. Riggs City Clerk Robert K. Ball Councilman W. W. VanDall City Attorney Dean Large Councilman John Edelman City Engineer V. D. Duncan Councilman Jim Matney Police Chief Noble C. Campbell Manager Ralph Schafer Owasso Reporter SEE ATTACHED LIST FOR ADDITIONAL VISITORS ABSENT: Joe Ross Mayor Mr. Shuck advised the Council that scheduling on the recreation building will begin December 1, and the building will be open from 4:00 P.M. to b:00 P.M. for full-time. He said the school will have to schedule the same as everyone else. If a park manager has not been employed by December 1, 1974, the Park Board recommends locking the building in the evening hours because it requires too much time away from the Park Boards' families. Mr. Shuck stated that he had heard that Mr. Stubblefield had turned down the Park Managers job. He asked that we advertise for a full-time or part-time park director. Mr. Campbell said he could do this. Vice-Mayor Myers asked if the Council would agree to a closed personnel meeting to discuss employment of a park manager. The Council concurred. Discussion was given again to the number of keys to the recreation building floating around. It was suggested that a list be given to the police department containing the names ~,' of those entitled to use the keys that the police department has. Only those on the list would be able to check the key out unless special authority was given. Mr. Shuck asked if a letter had been sent to Mr. Caldwell. Mr. Campbell stated a Certified letter had been sent: Mr. Shuck said there was need of a water fountain in the gym until the concession stand is built; floor mats are needed inside of doors; outside lights~in parking lot are needed (Mr. Campbell is to check with Public Service Company about this). Mr. Shuck stated the Owasso Citizens Band Club had donated $135.00 to purchase basketballs, volleyballs, etc. for the gym. The Yearly Goals were approved as presented. Mr. Campbell stated that the suggestion that paving be installed from end of private drives to street would cost the city from $$.00 to $16.00 (depending on the size of the drive) per driveway and he did not think the County would agree to do this as it would have to be done by hand. Yearly Goals are attached. Mr. Ball asked about cleaning of ditch under 76th Street North and was told the County was working on this problem. Mr. Campbell stated he had contacted Mr. J. Ray Smith (developer of Wilawood) about installing 4g" the at $16.15 per foot to help in the drainage problem in that area. Mr. Smith was not favorably inclined` at this point. It was suggested that Mr. Campbell find out the exact number of feet involved in this project and the cost of the project and contact Mr. Smith again. Mr. Campbell is to report his findings and the outcome to the Council at the December 3, 1974 meeting. Mr. Campbell stated that he believed that the sanitary sewer manhole could be raised approximately a foot and this would help to correct the overflowing. Mr. Campbell stated that the Highway Department had contacted him concerning signal lights at $6th Street North and Highway 169. This would be considered a temporary structure until future development is done on this highway. This type installation is usually done a 50-50 basis between City and State butthe State offered it on a 90-10 basis with the City doing ~,.~, -`'f+~inutes November 18, 1974 Continued Page 2 the maintenance after installation. The City~s estimated cost on this project is $3,000.00 to $3,500.00 for the completed installation. The County will assist with the City~s "~ ~" share (10~) of the project because part of the highway is in the County. The County will also do the maintenance work after installation. Payment will probably be due in March, 1975. The light will not be installed until May or June of 1975. A voice vote was tabulated as follows: Myers, Aye: Ball, Aye: Larger Aye: Duncan, Aye: Nays: None. No decision was made on the purchase of flags (state and city) because more information is needed. Mr. Large recommended that Mr. Campbell check into this matter and report at a later Council meeting. At 7:45 P.M. Mr. Ball moved and Mr. Duncan seconded the motion to adjourn.
