OCTOBER 1, 1971+
The Owasso City Council met Tuesday evening, October 1, 1971+, at City Hall at 7:00 P.M.
with Vice Mayor Myers presiding at the regular meeting.

Mr. Large moved that the minutes of the previous regular meeing be approved as presented.
Mr. Ball seconded the motion. Ayes: Bally Large, Myers.
Mr. Ball moved and Mr. Large seconded the motion that the minutes of the called meeting
be approved as presented. Ayes: Ball, Larger Myers.
Chief Matney presented the monthly Police Department report to the Council. He recommended
to the Council that the Department undertake a project through one of the civic clubs to
make available to the citizens via pamphlets and door stickers along with engraving tools,
where the property owner could put either Social Security numbers or other numbers of iden-
tification on valuables so positive identification could be made, if these items were stolen.
Since this did not require council action, Mr. Large thought the project worthy and sug-
gested that the Police Department continue with their plans.
The Petition For Annexation of Ator Heights IV was presented however, since there were only
three (3) members present, the Ordinance For Annexation on Ator Heights IV was deferred until
the next meeting on October 21~ 1971+.
Mr. C. J. Stringer appeared before the Council requesting an easement for a driveway and
parking facility for the duplex he occupies at 1510 North Cedar. This easement would be on
property designated as a neighborhood park. Members of the Council discussed the project
then requested the City Attorney's opinion on the project. The City Attorney advised that
the Council had power to grant this easement. The members of the Council requested that the
Owasso Planning Commission and Park Board members reveiw this request and present to the
Council their recommendation.
Mr. Elms, TMAPC, presented copies of the New Zoning Code (19710 and advised that copies were
available at the City Clerk's Office. Mr. Ball moved that a charge of $10.00 per copy be made
for each New Zoning Code sold. Mr. Large seconded the motion. Ayes: Myers Large~Ball.
The Developers (WS&W Development Company, Inc.) of Ator Heights III Extended were present and
presented information on this plat. The Council was advised by the Developers that sufficient
catch basins for storm sewer was included in this plat and they advised that no more run-off
water would be on 86th Street North than was now present at that area. Mr. Edelman, Mansur-
Daubert Williams, Inc., advised that from the studies made and presented by the developers
of Ator Heights III Extended that their statement was correct. Mr. Ball moved and Mr.
Large seconded the motion to accept Ator Heights III Extended plat as presented by the de-
velopers. Ayes; Myers, Ball, Large.
A Temporary Access Easement was presented by the Developers of Ator Heights III Extended for
the purpose of extending North Elm Street across the park. After discussions Council member
Ball moved that we grant this Temporary Access Easement for the purposes set out therein.
Mr. Large seconded the motion. Ayes: Myers, Larger Ball

The City Manager made a report on the new office furniture for the City Complex. Since the
bids were considerably higher than the money available at this time, he suggested that we
delete Items Numbered 30, 17, 13, 13a, 4, 20, 6, 7, 8, 23. This deletion lowered the
base bid of $13,241.51 to $10,196.76. Deletions totaled $3,044.75. After discussion of
this matter and asking the members of the Council for their opinions, Mr. Large moved that
the new office furniture be ordered from Dan P. Scott and Son, Tulsa after the deletions
suggested by the City Manager were made. Mr. Ball seconded the motion. Ayes: Myers,
Ball, Large.
The fire departmen was given by Assistant Chief Ken Hall in the absence of the Fire Chief.
The discussion and presentation of yearly goals, at the City Manager's request, was tabled
until the October 21 meeting in order that all Councilmen might be present and present their
thoughts and ideas on the subject.
The City Manager advised members of the Council he would furnish them proposals from South-
western Bell Telephone Company and other independent firms for the telephone system in the
New Municipal Complex. He requested that the members study these proposals and make recom-
mendations as to their choice at the October 21 meeting.
Mr. Edelman gave a report on the Municipal Complex. He advised that the contractor was
about 45 days behind schedule. He estimated that the swimming pool was 95 percent complete;
the bath house 85 per cent complete. The City Manager asked the members of the Council if
he should proceed and notify the contractor and his insurance carrier about the report re-
ceived from the independent testing company on the concrete in the swimming pool being below
standard in two of the tests. Mr. Ball advised that at this time we could not say anything
to the contractor and his insurance company regarding the deficit concrete. The other
Council members concurred in this statement.
Bill ~~lilliams, Park Board, recommended to the Council that they purchase a Water Mop Vacuum
Machine to clean the floors in the recreation building in Rayola Park. Mr. Williams stated
that the price would be between $500 and $700. The City Manager advised that the school had
these type machines and advised that we could use the machine to clean the recreation building,
After disucssion, the Council recommended that the City Manager inspect the machine and secure
a firm price. Mr. Williams also reported that the recreation building at Rayola Park had
three or four leaks on the roof of the building. Mr. Williams was asked to locate the leaks
and notify us so the contractor could be contacted to repair the leaks.
Mr. Large moved and Mr. Ball seconded the motion to approve the Claims as presented. Ayes:
Myers, Ball, Large.
Mr. Ball moved that we adjourn at 8:32 p.m. Mr. Large seconded the motion. Ayes: Myers,
Ball, Large.
