HomeMy WebLinkAbout1974.07.15_City Council Minutes~~ JULY 15 ~ 197. The Owasso City Council met in called session Monday evenings July 15~ at 7:00 P.M. with Mayor Ross presiding. PRESENT: Joe Ross Jerry K. Myers Dean Large V. D. Duncan Noble C. Campbell John Edelman Mayor Marcia G. Riggs Vice Mayor W. W. VanDall Councilman Jim Matney Councilman Tom Rikkola City Manager Kenneth Hall City EngineerMaurice Fry Josephine Downey City Clerk City Attorney Chief of Police Fire Chief Fire Department Resident Deputy Clerk ABSENT: Robert K. Ball Councilman Mr. Duncan moved that the Council cast its vote for Mr. James Cook for member to the Oklahoma Municipal Retirement Fundy and that Resolution No. 55 designating the Council's choice be approved and adopted. Mr. Myers seconded the motion. Ayes; Rossi Myers, Larger Duncan. On a motion by Mr. Myers and a second by Mr. Duncan Mr. Larry Smith's letter of resignation from the Personnel Board was approved by the following vote: Ayes; Rossi Myers Large Duncan. After much discussion on whether the City should take over the Rural Fire Departments Mr. Large moved that the City take over the Rural Fire Department. The motion died for lack of a second and Mayor Ross declared the motion dead. Mr. Myers stated he would like t~ see the City take over the rural area but only when it can financially afford to without taking away from the Owasso citizens. He stated that when this time cameo he would vote to take over the rural fire department. Mr. Edelman recommended to the Council that it make a swell with a 4 to 1 slope across the 220 feet on Maurice Fry's property to help alleviate the backup problems in Wilawood. He also recommended a retaining wall with apron at the end of the existing tile. Mayor Ross asked Mr. Fry if he would agree to this proposal. Mr. Fry said he would. The Council gave their approval and asked Mr. Edelman to continue with the project. Mr. Edelman stated that the County would help with the project provided easements were obtained from property owners. Police Chief Jim Matney reported that at the last area Police Chiefs' Meeting a representative from INCOG was at the meeting. A grant, through INCOG~ for approximately $30000.00 is available to establish a Narcotics Task Force. It would be on a 90-10 basis between INCOG and City with all cities around Tulsa participating except for the City of Tulsa and Tulsa County Sheriff's Office. Chief Matney will bring further information to the Council at a later date. Mr. VanDall discussed with the Council a letter concering establishment of a Rural Ambulance District with County participation. The Council asked that the Ambulance Committee study this further.
