HomeMy WebLinkAbout1974.05.07_City Council Minutesw MAY 7, 1971+ The Owasso City Council met in regular session Tuesday evening, May 7, 1971+ at 7:00 P.P4., with Mayor Ross presiding. PRESENT: Joe Ross Mayor W. tiv'. VanDall City Attorney Jerry Myers Vice Mayor John Edelman City F~gineer Robert Ball Councilman Jim Torrence Park Director Dean Large Councilman Marcia G. Riggs City Clerk V. D. Duncan Councilman Noble C. Campbell City Manager (For additional visitros, see attached list) Upon a motion from Mr. Large and a second by Mr. Duncan, the minutes of the previous meeting were approved. Ayes: Ross, Myers, Ball, Large,Duncan . City Attorney VanDall administered the Oath of Office to V. D. Duncan. Following the oath, Mr. Duncan moved and Mr. Ball seconded the motion that Mr. Ross be re-elected mayor. Ayes: Myers, Ball, Large, Duncan. Mr. Ball moved and Mr. Duncan seconded the motion that Mr. Myers be re-appointed Vice Mayor. Ayes: Ross, Ball, Large, Duncan. Mayor Ross read a letter of resignation from Sharonell Stevens from the Owasso Planning Commission. The Council tabled appointment of a member to fill this vacancy until the June 4, 1974 meeting. Mike Elms, TMAPC, presented the Greenwood application for re-zoning. After much discussion, Mr. Ball made a motion to approve the Planning Commission's recommendation with the ex- ception that the RM-2 tract at the Northwest corner of 86th Street North and 129th East Avenue be changed to an RM-1 zoning as recommended by TMAPC. Mr. Myers seconded this motion. Ayes: Ross, Myers, Ball, Large, Duncan. il.. On a motion by Mr. barge and a second by Mr. Duncan the claims were approved as presented. Ayes: Ross, Myers, Ball, Large, Duncan. Fire Chief Tom Rikkola presented a report on fires in and out of the City during the month of April. Mr. Ball and Chief Rikkola agreed that the telephone at the fire station should be removed since the fire station is left unlocked and unattended much of the time. Mayor Ross read a letter from the 0urasso Community Fire Department, Inc. (rural) requesting the City of Owasso purchase and maintain the fire department and provide rural fire pro- tection. Mr. Myers moved this item be tabled until additional information eras attained. Mr. Duncan seconded the motion. Ayes: Ross, Myers, Large, Duncan, Ball. Police Chief Matney gave a report on violations and arrests during the Month of April. Chief Matney presented information as to size and cost of the city seals for all city vehicles. Mr. Myers moved and Mr. Ball seconded a motion that we purchase 100 eight inch seals, four colored, at a total cost of $355.00. Ayes, Ross, Myers, Ball, Large, Duncan. Mayor Ross asked Chief Matney about changing the speed limit on Main Street from 35 MPH in some areas to a standard 25 MPH. This was tabled until the next meeting to give the Council time to study and evaluate the change. Chief Matney asked the Council's views on re-striping the double lines on Main Street and parking areas in front of City Hall and then issuing, first, warning tickets then traffic citations to-those making illegal left-hand turns over these lines. The Council assured Chief Matney that he had their full support in this matter. John Edelman, city engineer, gave a report on the on-site inspections for the City Complex and the swimming pool. He said the City Complex is 35 percent complete and ahead of schedule. The swimming pool is 15 percent completed and is scheduled to be completed by July 10, 1974. ~. Minutes - Page 2 -._. May 7, 1974 Mr. Edelman asked the Council if it would accpet the athletic building. He related that a final inspection had been made Monday, May 6, 1974 with Mr. Caldwell, Mr. Campbell, Mr. Edelman, Mr. Torrence and Mr. Duncan present. Mr. Large asked Mr. Torrence if he would recommend acceptance of the buildings and Mr. Torrence so recommended. Thereupon, Mr. Ball moved and Mr. Myers seconded the motion that the athletic building be accepted. Ayes; Ross, Myers, Ball, Large, Duncan. Mr. Edelman related that the Tulsa-Owasso waterline is being activated but that they utould gradually work up to full pressure over a period of three to four weeks. Mr. Hale told Mr. Edelman that he had heard the steel used by Mr. Caldwell in the construction of theCity Complex was not the steel we asked for in the bids. Mr. Edelman said he would check on this. Mayor Ross asked Park Director Jim Torrence for a report on the park development. Mr. Torrence said the Free Will Baptist Church had agreed to lease their property to the City for use as additional ball diamonds. Mr. Hale reminded the Council that his property was still available for use as a park. Mr. Large moved that the Council authorize Mr. Torrence to go ahead and do whatever necessary to take care of these matters. Mr. Myers seconded the motion. Ayes: Ross, Myers, Ball, Large, Duncan. Mr. Torrence said the pad and transformer had been set and the poles and lights were being done by Mr. Coy Money. Mr. Ball stated that additional dirt needed to be put on the large ball diamond to fill in so water would not stand on it. He then moved that we hire the contractor working on the swimming pool to do this for us. Mr. Myers seconded. Ayes; Ross, Myers, Ball, Large, Duncan. Mr. Ball asked about the louvers at the recreation building. He suggested that the bottom ones be closed off to prevent cold air from coming in where spectators would be sitting. Mr. Torrence said he would check this further. ~*- Questions were raised by several visitors as to why the ball diamond and park area was not.,. ready for use. Mr. Torrence told them the large diamond would be ready between May 15 and May 20. Mr. Edelman presented plans for the concession stand. The Council decided that the vending area should be enlarged and before plans were sent to BOR they should be changed by detaching the recreation building from the concession stand. The council asked Mr. Edelman to have the plans to BOR by June 1, 1974. On a motion by Mr. Myers and a second by Mr. Ball, the plans (concession) were approved vaith the above changes to be made. Ayes: Ross, Myers, Ball, Large, Duncan. A question was raised on whether Mr. Southard had been employed by the City long enough to warrant a promotion and raise in pay. The Council felt he should be employed six (6) months before being elevated. Mr. Campbell said he would check on this and if correction needed to be made, he would do so. Mr. Ball requested a report each month on the gas consumption, mileage put on trucksand other city vehicles along ~~i.th the men's signatures who signed for the gasoline. Mayor Ross asked Bob Baker to give a report on the ambulance service. Mr. Baker said as of June 31, 1974, the City will be ~nthout ambulance service and he felt there was no feasible way t o support ambulance service for the community. Mr. Ball asked Mr. Campbell if he would recommend continuing the study on this project, checking with surrounding communities. Mr.~ Campbell said he felt we should. He will give a report next month to the Council. Several visitors asked about cleaning of the various drainage ditches in the City. Mr. Campbell said the men were scheduled to start work in the morning (Wednesday) on them. Mrs. Cooper presented a letter to the Council concerning the drainage ditch behind her house and the Council said they would look into the matter. Mr. Hale said the water still stand in front of his building. Mayor Ross asked about the Yield sign at the North end of Elm St. Mr. Campbell said the men were putting up signs now and he would check on this one. i ya 0.~ , Minutes - Page 3 May 7s 1974 Mayor Ross said the Boy Scouts would like for the City to purchase anall-weather flag and place it at the cemetery with a 2k hour lighting system to disp"lay the flag properly. Mr. Herb Hale said he would donate the flag if the City would put in the light. Mr. CanPbell said we have electricity at the cemetery now and that he would contact REA to see what else needed to be done. Mr. Ball asked Mayor Ross to relate to the Scouts the com- mendations of the Council for their work in this area. Mayor Ross said they would like to have this done by Memorial Day of this year. Mr. Spradling, representing Brookwood Apartments, requested the Mayor sign an Application for Permit for the sewer at Brookwood Apartments to be sent to the State Health Department. He said the papers had been signed in November of 1972 and sent to the Health Department but had been lost by them and they needed to do all this again before they could close out on their project with FHA. None of the Council members could remember doing anything on this matter and as there was no record in the minutes of that meeting, the Council suggested that Mr. Herb Tyler be contacted to see if he remembered this particular matter being done. Mr. Campbell said he would do this and let Mr. Spradling know. City Attorney VanDall presented a request for the Owasso Volunteer Fire Department to burn a house but noted that he felt there was no need to take any action on this matter as the health department would not give its approval. Mr. Myers asked if we could have extra copies of the agendas made available to visitors at the Council meetings. Mayor Ross suggested that the Council meet the First Tuesday and the Thrid Monday of each month and that a closed personnel meeting follow each of these meetings. The Council agreed to this.
