HomeMy WebLinkAbout1974.04.02_City Council Minutes~~ APRIL 2, 1971+ The Owasso City Council met in regular session Tuesday evening, Arpil 2, 1974 at 7 p.m. at City Hall with Mayor Ross presiding. PRESENT: Joe Ross Mayor Jim Torrence Park Director Jerry Myers Vice Mayor Jim Matney Chief of Police Dean Large Councilman Tom Rikkola Fire Chief V. D. Riggs City Clerk Johnny Riggs Park Board Arrived at Robert Ball Councilman Bill Williams Park Board $: 45 P.m. On a motion by Mr. Large and a second by Mr. Myers the minutes of the previous meetings were approved. Ayes: Ross, Myers, Large, Duncan. John Edelman, City Engineer, presented tabulation of the two (2) swimming pool bids which were opened March 28, 1974. They are as follows: Caldwell Construction Company $133,$00.00 Pascal P. Paddock, Inc. $153,000.00 Architect~Enginner Estimated Cost for construction $154,000.00 Mr. Edelman recommended that the Council accept the bid submitted by Caldwell Construction Company. Mr. Duncan made a motion to this effect and Mr. Myers seconded. Ayes: Ross, Myers, Large, Duncan. Mr. Myers moved that the Council authorize Mr. Edelman to issue a work order to Caldwell Construction Company for the construction of the swimming pool. Mr. Large seconded the motion. Ayes: Ross, Myers, Large, Duncan. Mayor Ross introduced the new Park Director, Jim Torrence Mr, Torrence said he was looking forward to working in Owasso and with the Council. Resolution No. 51 (reflecting the adoption and enforcing of Building Codes of the City of Owasso and the Southern Standard Building Code for flood insurance puposes) was approved on a motion by Mr. Myers and a second by Mr. Large. Ayes: Ross, Myers, Large, Duncan. Resolution No. 52 (wherein the City requests relief in the form of Federally subsidized Flood Insurance as authorized by National Flood Insurance Act of 1968) was approved on a motion by Mr. Large and a second by Mr. Myers. Ayes: Ross, Myers, Large, Duncan. Ordinance No. 171 (Greenwood Property Annexation) was approved on a motion by Mr. Duncan and a second by Mr. Myers. Ayes; Ross, Large, Duncan, Myers. Ordinance 172 (relating to passing a school bus when loading or unloading) was passed by a motion from Mr. Myers and a second by Mr. Large. Ayes; Ross, Myers, Large, Duncan. The emergency clause was voted upon separately on a motion from Mr. Large and a second from Mr. Myers. Ayes; Ross, Myers, Large, Duncan. Ordinance No. 173 (Allyn Property re-zoning) re-zoning of property from a CH and RS-2 to a CH district (See Ordinance for property description) was approved upon a motion by Mr. Duncan and a second by Mr. Myers. Ayes: Ross, Myers, Large, Duncan. The emergency clause was invoked upon a motion from Mr. Myers and a second by Mr. Duncan. Ross, Myers, Large, Duncan, all voted Aye. ~ ~a~~ Minutes -April 2, 1974 Continued The emergency clause was voted upon separately by a motion from Mr. Myers and a second by Mr. Duncan. Ayes; Ross, Myers, Large, Duncan. Fire Chief Tom Rikkola reported that a meeting between himself, Jack Cramer, Harry Worley and Mr. Campbell to discuss consolidating the Owasso Community Fire Department, Inc. with the Owasso Volunteer Fire Department had been held. After much discussion, Mr. Myers moved that we express our intent to consolidate or merge the two departments. Mr. Large secon@ed the motion. Ayes: Ross, Myers, Large, Duncan. Mr. Rikkola further stated that the rural fire department equipment could be leased for $1.00 per year. Chief Rikkola related that Louis Bordwine, the Fire Marshall for the City of Tulsa, had agreed to act in that capacity for the City of Owasso. He will enforce our fire codes and will make complete reports on each new structure that is inspected. Details as to his fees will be taken care of as soon as he can meet with Mr. Campbell. Mr. Large moved and Mr. Myers seconded the motion to employ,on a part-time basis, Mr. Bordwine as our Fire Marshall. Ayes; Ross, Myers, Large, Duncan. Police Chief Matney reported that we have employed another patrolman, Harold Kight, to work on day patrol. Also, that Shelly Palmer had been employed as a part-time dispatcher to work Saturdays and Sundays. Mayor Ross related to the Council that he and Mrs. Velma Ward of Owasso City-County Library, had been working on a City Seal. He presented it to the Council. The seal was approved as presented upon a motion by Mr. Large and a second by Mr. Myers. Ayes; Ross, Myers, Large, Duncan. The City attorney has been requested to draw a resolution adopting this as the official seal for the city. The seal is to be placed on city vehicles and on our policemen's uniforms. a..,.,,, City Attorney VanDall gave a report to the Council on the Municipal Attorney's Conference he attended recently. He related that there is a bill now pending which might change the Class Qualifications of the Owasso Municipal Court. Ayes: Ross, Myers, Large, Duncan. Mike Turpin, GTC representative, gave a report on his committee appointments and his work with Mrs. Ward at the Library on the Owasso Jubilee '74; of meeting in Barnsdall on Flood Control. He reported favorable comments about Owasso from those with whom he works and meets Mr. Campbell reported on the Police Grant (Dederal) for the communications systems in the __ a. ,' ' . Minutes -April 2, 197. - Continued new Municipal Complex. He said the government will pay $2,131.00 and the city will have to pay $238.00. Mr. Myers asked Mr. Edelman about a proposal for on-site inspections on the pool and City building. Mr. Edelman said for daily inspections of 3-12 hours duration (both pool and city complex) the fee would be approximately $5,700.00. The scope of inspections would be according to the plans and specifications. Ede would not need to enter into a contract be- cause the current contract with Mansur-Daubert Williams, Inc. will cover this. The Council's authorization was all that was needed. Mr. Myers moved and Mr. Ball seconded to authorize Mr. Edelman to do on-site inspections of the pool and municipal complex. Ayes: Ross, Myers, Ball, Large, Duncan. Mr. Myers suggested that the Park Board, Park Director, and Mr. Campbell get together to '~ work out plans on the backstops. Mr. Torrence related that he could take care of this within a few days. Mr. Edelman is to check on the pad and transformer for the underground wiring to the park building. It was mentioned that we still have not signed a contract with Mr. Money for installing the poles and lights on the ball diamonds. It was the general consensus of the Council that they would like to be present for the final ~ inspection on the athletic building. Mr. Edelman will inform the office when the final inspection is due. On a motion from Mr. Large and a second by Mr. Myers the claims were approved as presented.
