The Ot~rasso City Council met in regular session Tuesday evening, February 5, 1974 at 7:30
P.M. with Mayor Ross presiding.

t~7r. Large moved and NIr. Duncan seconded for approval of the minutes of the previous
meeting. Ayes; Ross, Large , Duncan .
Mayor Ross presented the Primary Election Proclamation to the Council. Mr. Large moved
to approve the proclamation. Mr. Duncan seconded the motion. Ayes; Ross, Large, Duncan.
A letter from Bill lrlilliams stating he ori.shed to resign from the Personnel Board to serve
on the Park Board was read to the Council. The motion to accept this resignation was made
by P•:r. Large and seconded by P•4r. Duncan. Ayes; Ross, Large, Duncan.
A replacement for the Personnel Board was tabled until the March 5 meeting so that Mr. Ball
could participate in the selection.
Park Board members' terms of office Caere staggered as follows; Riggs, 1 year; Harvey and
Shuck, 2 years; ~^Iilliams and Leach, 3 years. i~~r. Large moved that the terms set out above
be accepted. Mr. Duncan seconded the motion. Ayes; Ross, Large, Duncan.
Chief of Police James Matney reported to the Council that he felt the new dog pick-up
rules Caere being enforced and that it taws a seeming success at this time.
Mike Elms, TMAPC, presented the Council with guidelines for the Comprehensive Plan Project.
This project will include a Citizens' Committee comprised of members from different areas of
the City's social, economic, areas. Mayor Ross asked that letters be sent to different
groups (school board, park board, fire department, utility member, city engineer, business
district, real estate agents, Greater Tulsa Council-Mike Turpen, women's groups and other
not represented in these groups so that each of these groups and organizations twill have an
opportunity to have a member on the Citizens' Committee. He requested these letters be mailed
in sufficient time to allow for response before the March 5 meeting. He asked P~Ir. Elms if he
could give the Council some specifications for street codes. Mr. Elms said he would be happy
to do so.
Ordinance No. 169,amending cemetery plot costs, was presented. Mr. Duncan moved and Mr.
Myers seconded the motion to adopt this ordinance,as amended. Ayes; Ross, Myers, Large,
Duncan. The emergency clause teas invoked upon a motion by NIr. Duncan and a second by Mr.
Myers. Ayes; Ross, P•Zyers, Large, Duncan.
Ordinance No. 170, amending zoning code to add 2 Rt•'I multi-family districts and a time limit
on presentation of final plats, was adopted upon a motion from Mr. Large and a second by
Mr. layers. Ayes; Ross, Myers, Large, Duncan.
AIr. Myers, in his report on the Park Board meeting, stated that the Board had discussed the
need of getting the ball diamonds ready for this ball season. The Board requested that Mr.
Campbell obtain prices on poles, lights and fencing. Mr. Campbell reported that he did have
the prices on these items for the diamonds and that we taould require 8 ~0 ft. poles at a
a current price of $363.00 each. He said he needed the authority to order the equipment as no
one taould guarantee prices for any length of time. M-r. Large moved that Mr. Campbell be grantee
this authority. Mr. Myers seconded the motion. Ayes; Ross, l~4yers, Large, Duncan.

The Park Board will meet again on February 18. p„1r. Large said he felt the Park
Board. should make such decisions as needed for the park projects as this was the main
reason for setting up the board.
Mr. Campbell related that we have $?_0000.00 in projected tax monies from the new
sales tax.
Mayor Ross asked Mr. Campbell about the contract for the work order on the New City Complex.
Mr. Campbell said that Mr. Caldurell had picked the contract up this date and as soon as the
contractor had taken care of his insurance and other requirements the contract ~F~ill be
ready for signatures.
Mr. Campbell informed the Council that the auditors will be here February 13 and he will
then be able to i~,*ork on the Supplemental Appropriations after their visit.
Mr. Campbell read. a letter from the City of Claremore regarding de-annexation in Rogers
County. Mayor Ross suggested we not take any action at this time and be sure that what
decisions are made will be the right ones. He also suggested that we needed to have a
meeting with Collinsville regarding our North Boundary Lines.
Mayor Ross asked Mr. Campbell about the old water to`•rer. t-1r. Campbell said it had been
appraised by a local real estate broker but as yet no one had been found to purchase it.
hlr. Campbell informed the Council that Delano Lang eras now the plumbing inspector for the
City and that Mr. Lang bras fully qualified for this position.
On a motion by P~?r. Large and a second by Mr. Duncan the claims crere approved as presented.
Ayes; Rossi Myers, Large, Duncan.
At 9:00 P.M. P4r. Myers moved and Mr. Large seconded the motion to adjourn. Ayes; Ross
