The Owasso City Council met in called session on Friday evening, February 1, 1974 at
7:O1 P.M. to choose and award the contract on the Municipal Complex. Mayor Ross presided.

The Council, deciding it was necessary, deviated from the purpose of the meeting to consider
the request of Mr. R. D. Bailey to place a mobilhome on his property located in Lot 3, Block
29, Original Town, City of Owasso, 100' x 140'. The legality of the Council's permission
to grant this request was discussed. Mr. Bailey assured the Council that he had spoken
with the various property oumers bordering his property and to various members of the Board
of Adjustments and stated that he did not believe he would have any trouble in that area.
Mr. Bailey o~as advised of the procedure to follow in requesting deviation. The Council
neither approved or denied Mr. Bailey's request, but agreed that if the trailer vaere stored
on these premises until the proper procedure had been followed, they had no objection. Mr.
Campbell explained that he could not provide water services until the procedure was completed.
The Council agreed that the established procedure for such deviation should be followed by
Mr. Bailey.
A general discussion of the various Schemes and Alternates on the Municipal Complex followed
with Fire Chief, Tom Rikkola, suggesting an emergency exit be included on the North side of
the Fire Station and that the smoke screen detection system be included. Following a lengthy
discussion, Mr. Myers moved that we accept Scheme No. 1 with Alternate No. 7 (smoke screening
devices). Mr. Ball seconded the motion. Ayes; Ross, Myers, Ball, Large, Duncan.
Mr. Ball moved and Mr. Duncan seconded the motion that the Municipal Complex Contract be
awarded to Caldwell Construction Company, the low bidder, with Mansur-Daubert ~~lilliams,
Inc. notifying the low bidder, preparing all necessary forms and contracts for the signatures
of the Mayor and the City Clerk. Ayes: Ross, Myers, Ball, Large, Duncan. jde will be re-
quired to contact the Civil Defense and ask for the additional funds available under this
Scheme.
The Council agreed that ground breaking ceremonies for the Complex were to be held on Feb-
ruary 16, 1974 at 10:00 A.M., and Mr. Campbell was requested to supply the news media with
the necessary information and also to send personal invitations to various companies and
individuals.
The Council, by mutual consent, at 8:1a.5,adjourned to go into executive session to discuss
personnel problems. ~--~
