PRESENT: Joe Ross Mayor W. W. VanDa.ll City Attorney Jerry Myers Vice Mayor John Edelman City Engineer Robert Ball Councilman Marcia G. Campbell City Manager Delano Lang Water Department For visitors see list attached The minutes of the last meeting were approved ae presented on a motion by Mr. Ball and a second by Mr. Large. Ayes: Ross, Myers, Ball, Large, Duncan. Ordinance No. 163 changing the zoning of the Hale Property in the 700 Block of North Main from an RS to a CS Classification was approved upon motion from Mr. Large, second by Mr. Ball. Ayes: Ross, I+~yera, Ball, Large Duncan. Ordinance No. 161 rezoning some of WS&W property in Ator Heights from an RM to RS-2 Classification was approved upon motion by Mr. Large, second by Mr. Ball. Ayes: Ross, Myers, Ball, Large, Duncan. These Ordin- ances were properly executed and filed and by reference made a part of these minutes. The Plans and specifications for the Municipal Complex were presented and Mr. Large sug- gested that the Counoil and Fire Department Study these plans before approval. Mr. Duncan moved and Mr. N~yers seconded a motion that a special meeting be called for Tuesday evening November 13 at 7 p.m. for final approval on these plans. Ayes: Ross, l~yere, Ball, Duncan, Large. (Mr. Mansur advised the Council that perhaps invitation to bid could be published by November 15, 1973)• Mr. VanDall presented Ordinance No. 165, an ordinance annexing the Hawk property, After explanation by the attorney, Mr. Duncan moved and Mr. Large seconded to accept Ordinance No. 165. Ayes: Ross, Myers, Ball, Large, Duncan. The Council was advised that Owasso should elect an elected official to serve on the INCOG Board of Directors for a two (2) year term. Mr. Large nominated Mr. Myers. Mr. Ball moved that Mr. Myers be appointed. Mr. Duncan seconded the motion. Ayes: Rosa, N~yers, Ball, Large, Duncan. The Council asked that Mr. Noble Campbell serve as Mr. Myers' alternate and attend if Mr. Myers cannot do so. Fire Chief Jack Cramer has resigned and Mr. Large was asked if the Fire Department had selected a new chief. Mr. Large requested that the Council table this business until November 13. The Fire Department is to meet on Monday, November 12 and elect a new fire chief. The assistant fire chief, Tom Rikkola, is serving as chief until the election. Mr. Campbell presented the theee (3) bids received for a 1971 Ford Torino for the Police DEpartment. The low bid was $3,130.79 from Don Thornton Ford. Mr. Large moved and Mr. Ball seconded a motion to accept the bid from Don Tha~rnton Ford. Ayes: Ross, Myers, Ball, Large, Duncan. (Delivery date is approximately six (6) weeks,. The bids for the radio equipment were submitted. Those bidding were Paul Brown of Tulsa, and Bolay Communications, also of Tulsa. The Council asked Howard Stamper to give his recommendation as to which equipment to purchase. Mr. Stamper advised that the equipment from Bolay (General Electric) Communications would be best because we could interchange it with our present equipment. Mr. Campbell explained to the Council that 75 % of the bid would be funded by LELA Police Grant and 25/ funded from the City. Mr. Large moved to accept Bolay Communication's bid of $x,110.00. Mr. Duncan seconded. Ayes: Ross, Myers, Ball, Large, Duncan. Police Chief Jim Matney was asked to address the Council. 'v v. ~,~ Page 2 until November 13, 1973• The Claims were presented for payment and upon a motion by Mr. Ball and a second by Mr. Duncan they were approved as presented. Ayes: Ross, Myers, Ball, Large, Duncan. The lease between the City of Owasso and Mr. J4 Ray Smith on Rayola Park was presented. This lease is for 25 years from date and at a cost of $10.00 per year. Mr. Large moved and Mr. Duncan seconded the motion to accept the lease agreement. Ayes: Ross, Large, Myers, Ball, Duncan. Representatives from the Future Owasso Rams (FOR Club inquired as to the completion of the athletic building. Explanations on delays and the operations of the Park and Athletic Building was explained. Mr. VanDall briefed the Council on the codification of the ordinances. He read the Ordinance pertaining to Private Clubs and suggested that the license fee be $100.00 per year for a Class A Club and X600.00 per year for Class B Clubs. He further sug- gested that the Council adopt Section 8 of the Fire Prevention Code. Mr. Ball moved that we accept the Private Club Ordinance as outlined above and Section 8 of the Fire Prevention Code with the understanding that there may be some changes in the fire code at a later date. Mr. Large seconded the motion. Ayes: Ross, Myers, Ball, Large, Duncan. Mr. VanDall presented Ordinance No. 166 authorizing re-codification of the City's Ordinances. Mr. Large moved to accept the Ordinance. Mr. Duncan seconded the motion. Ayes: Ross, Myers, .Lange, D uncap. Nays: Ball. Mayor Ross asked about the area at TG&Y that floods. Mx. Campbell advised that the County Engineer should be out this week to look the situation over. Mayor Ross mentioned that the stop sign at lath and Birch going West could not be seen. °'"' The Council was advised that City Treasurer, Glenna Anderson, advised us to invest 9$1K,000.00 from the Sinking Fund in a C.D. for three (3) months. Mr. Large moved that we do this. Mr. N~yers seconded. Ayes: Ross, N~yers, Large, Duncan, Ball. The Council members were advised of the Energy Seminar at Oral Roberts University the 20th of November and were invited to attend. Mayor Ross presented a liter from Municipal Judge, Jerry Pickerill, requesting that Tom Mason, an attorney from Tulsa, be appointed acting Judge in Mr. Pickerill's absence. The Council agreed to this request. The Council 4ras asked if clubs and organizations could be given permission to use the Municipal Court room for meetings when it was not being utilized by City meetings or city oreinted meetings. The Council expressed approval. Mr. Large advised the Council that Mr. and Mrs. Tom Johnson wished to be relieved of their job with the fire phone. Mr. barge said Moore's Funeral Home had agreed to take this job. Mr. Campbell will discuss this matter with both the Johnsons and Moores and report later. Mr. Large advised the Council that a representative from the telephone compar~y would. atteml the Nov. 26 fire meeting to explain and discuss fire alarm telephone systems in the fire:- men's home. A motion to adjolzr. at 10 p.m. was made by Mr. Large. Mr. Ball seconded the motion. Ayes: Ross, Myers, Ball, Large, Duncan.
