The Owasso City Council met September lg, 1973 in a Special T~Ieeting which was called to
order by the mayor at 7:03 P.M.

Mayor Boss opened the six (6) sea ed 'oids for the athletic building. After the bids and
alternates were read, they ?~?ere given to the City Engineering Firm, Mansur-Daubert-ti^?illiams,
Inc., for tabulation and recommendation as to the best bid. A copy of the Certified Bids
and Alternates is attached to these minutes and by reference made a part hereof. The Counci
deferred a decision on the :Matter at this meeting.
The Mayor asked if there were any nominations for the Board of Adjustments. He nominated
Bill Moore of Moore's Funeral Home. Mr. Myers moved that the nomination be accepted. Mr.
Duncan seconded the motion. Ayes: Ross., Myers, Ball, Large Duncan.
Mayor Ross mentioned that the Board of adjustments may need titiio (2) more members.
One member is needed for the Planning Commission and. Ed Iiayes was recommended to fill this
position. Mr. Duncan moved and. Mr. Myers seconded that T~Ir. Hayes be appointed to the
Planning Commission to complete the term of Torn Rikkola who resigned. Ayes: Ross, Myers,
Ball, I.~.rge, Duncan.
The Council did not have three (3) names to recommend for the Personnel Board. This will
be taken up at the next meeting, October 2., 1973.
John Edelman presented plans for the municipal swimming pool with five (5) different sizes
and costs. Mr. Large recommended that the Council have Mr. Edelman send the desin on the
42 ft. by 75 ft. pool to the Health Department for approval.
T~7ayor 'Ross asked Mr. Campbell about the Municipal Building. Mr. Campbell said. initial
plans by the architect had been approved by Civil Defense. He felt ti~?e should be ready for
bids in four (l~.) weeks.
The Fire Department recommended that the Council accept the bid from Bordman Company in
the sum of $33,692.00, with an additional $95.00 for mounting the City's 35 ft. extension
ladder. Mr. Large so moved. Mr. Ball seconded. Ayes; Ross, Myers, Ball, Large, Duncan.
Mr. VanDall told the Council that there in?ere two (2) Ordinances that needed to be discussed.
He recommended to the Council that they adopt the National Fire Protection Association Code.
After discussing the merits of this Code, Mr. Large moved to adopt the NFPA Code and Mr.
Duncan seconded the motion. Ayes: Ross, T~iyers, Ball, Large, Duncan.
N:r. VanDall read the Orainance perLa.ui.ui~ LU private clubs. After some discussion, r~~ .
Vanllal~ said he would look into this further and will have a report for the Council at a
later date.
Mayor Ross asked about the extension off First Street, curving around- between Safeway and
TG&Y. Mr. VanDall said that Mr. John Kornegay and Mr. J. Ray Smith had both agreed in
iariting to dedicate the street to the City.

Mayor Ross asked about the drainage problem off of Cedar Street North of 86th Street
and South of 16th Street. His inquiry was to Trrhom it belonged. Mr. Campbell said as
fa.r as he could determine it did not belong to the City because it was not on the plat
for the housing addition (Ator Heights III). The County had paved it for the school
buses to use and it's within City limits but doesn't belong to the City. The Council
agreed something needed to be done about the street but before anything can be done,
specifications for the work will have to be drawn up. Mike Elms of TMAPC will have
these drawn up for the Council.
Mayor Ross reminded the Council that "Shorty" Bradley will retire the end of this month.
The City will have a party in his honor, Friday, September 28 between ~.:00 and 5;00 P.M.
The Council members are invited to drop in and wish him well as are his many friends in
Owasso.
As there was no further business, Mr. Large moved to adjourn at 8:39 P.M. and Mr. Ball
Seconded the motion. Ayes: Ross, Myers, Ball, Large, Duncan.
