Mr. Ball seconded the motion. Ayes: moss, Bally Large, Duncan. Mayor Ross advised the Council that the Board of Adjustments thrill have five positions to be filled in October of this year. He suggested that-, letters be sent to each present member to see if they would be willing to continue serving on the Board. Mr. Campbell said the new members would serve staggered terms, one member coming off the Board each year and the expiration date would be June 30 of each year. The Personnel Board will need three (3) members and the Owasso Planning Commission will need one. The Council t~Till appoint these at the special meeting, September 18, 1973• Mayor Ross introduced Mike Turpen, who is a Law student at TU. Mike has volunteered to be OUrasso's representative to the Greather Tulsa Council meetings. Mr. Duncan moved that we send Mike as our representative. Mr. Ball seconded the motion. Ayes: Ross, Large, Duncan Ba11. P~~ayor Ross asked Mr. Campbell what decision had been made on the fire truck bids. Mr. Campbell said that fire chief Jack Cramer asked that they be given a few more days to see if they can come up with more prices from allleren~ c~~upanies. The Council will take action on this at the September 1S meeting. Mayor Ross asked Mr. Mansur to present the plans for the athletic building to the Council. Mr. Mansur told the Council that if the plans were approved, the Council could ask for bids. Mr. Large moved for approval of the plans with Mr. Ball seconding the motion. Ayes: Ross, Duncan, Large, Ball. Mayor Ross asked John Ede:Lman aboat the municipal swimming pool. After some discussion, the Council asked Mr. Edelman to check on prices for two (2) separate designs for the pool. Mr. F~delman will present these prices and designs at the September l~ meeting. Mr. Campbell was asked to give a report on the Municipal Building. Mr. Campbell said the architect Urns meeting with the State Civil Defense on final approval of the plans. He oaill have a further progress report on September 1S. Ordinance No. 161, pertaining to the rezoning of Elm Creek, Inc. from AG to CH, CG and RS-2, amending Ordinance 117, was presented. Mr. Large moved and Mr. Duncan seconded the motion to approve this Ordinance. Ayes, Ross, Duncan, Large, Ball. Ordinance No. 162, pertaining to the rezoning of Oklahoma Baptist Acres from AG to R.S-l, and amending Ordinance 117, ,~ras presented. Mr. Ball moved and Mr. Duncan seconded that Ordinance No. 162 be approved. Ayes: Ross, Ball, Large, Duncan. The necessary papers were executed by the Mayor and the City Clerk and a copy of both Ordinances was properly filed in the City Clerk's Office, and by reference made a part of these minutes. ,~ -t Page 2 September 1~., 1973 Mr. Duncan moved the Claims be approved as presented. Mr. Ball seconded the motion. Ayes; Rossi Duncan, Large, Ball. Mayor Ross gave the Council a report on the meeting with the EPA Office in Dallas regarding the $bt,h Street North Interceptor Sewer Project. He did not feel they were treated fairly or that the office there even cared about our grant. Mr. Campbell read a letter written to A. L'I. Busch as to the attitude of the EPA. Mayor Ross told. the Council that a meeting between Mr. Campbell, H. D. Hale and Oil capital Trash had been set up for Fri_day~ September 7. Mayor Ross brought up several items that need attention. The fire hydrant at hth and P~Iain Streets needs to be raised; the fire hydrant by the Park Plaza Apts. needs to be moved as it is of no use to Ator Height School; there needs to be a street light put at the end of Z,dest Broadway and one on the South side of $6th Street North East of Main and T^?est of Expressc~ray. Mayor Ross asked about the sewage pumping on $bth Street North. Mr. Campbell told him he had talked to them and they should pump it three (3) times a week. There are shrubs at the corner of Sixth and Birch Streets that need to be removed; a hole in the alley between Young's Garage and Southtfrestern Bell Telephone Company that needs to be filled; the drainage ditch that runs between lath and 5th Streets on the Fast side of Main continuing South between Ash and Main Streets needs to be cleaned out. It Ural brought to the Council's attention that this ditch rung through private property and that an easement or letters from property ot~mers holding the City blameless t•.rould be needed before the City entered private property. I~4r. VanDall interjected that permanent improvements, such as blowing concrete on the ditch would need engineering and easements and that the City cannot spend P~zb]_ic Funds for improvements of private property unless a public nuisance isdeclared. The Counci]_ agreed to go ahead and clean the ditch for the present and then determine tahat they would do about the situation at a later date. Mayor Ross stated that some of the building contractors had been burning trash; that this is a violation of Ordinance No. 132. The Council agreed that they should be given citations if they are caught burning. The plans for the addition to Ator Elementary School were presented to the Council. I~1r. Large moved and Mr. Ball seconded the motion that the plans be approved as presented. Ayes; Rossi Larger Duncan Ball. NIr.
