The Owasso City Council met in regular session Tuesday evening, August 7,
1973 at 7:00 p.m. with Mayor Ross presiding.

IvZayor Ross asked for approval of the minutes of the last meeting. Mr. Large
made the motion and I~Ir. Duncan seconded to accept the minutes as presented.
Ayes: Ross, Niyers, Ball, Large, Duncan.
Mayor Ross asked Pfir. Campbell to open the sealed bid for the Fire Truck and
complete equipment. The bid was from the Bordman Company, They gave two
proposals. The first was for $23,$10.00, this price to remain firm. The
second proposal was for $33,692.00, this being with a Ford Chasis and the
price is subject to change by Ford Motor Co. There were three bids for the
truck only, all 1973 models. Fred Jones Ford bid $9,493.0$. Don Thorton
Ford bid $9,49$.16 and Crager GMC bid $6,$69.00 with some changes, which
included an additional $45.00 for 163" wheel base. The Council decided to
table action on the Bids until they could confer with Fire Chief, Jack
Cramer and members of the Fire Department.
An invitation to the meeting of the Greater Tulsa Council on August 9, 730
p.m., Tulsa City Hall was read. No commitment to attend this meeting
was made.
After reading correspondence asking that we participate in the American
Revolution Bicentinniel, the Council agreed to present the letter to the
Owasso Chamber of Commerce before taking action on the matter.
The Appeals Board will have an opening shortly, and Mayor Ross suggested
that the Council members be giving due consideration to a person to fill
this vacancy. A Personnel Board will be set up by the Council and the Council
should also be giving due delibration to three (3) people to comprise this
Board. The Council agreed to take action on this matter at its next
regularly scheduled meeting, September 4, 1973•
Chief Matney introduced Mike Sumner who joined the police department on
July 15, 1973• His qualification were enumerated. Chief Matney presented
each Council member a detailed report on arrests, charges, etc. for the
month of July. He was complimented on his force by the Council who agreed
that they were doing a fine job.
Presented to the Council was a Maintance Bond from WS&W for repair of
blacktop streets for 12 months and utilities crossings for Two years. The
Council decided before they could agree on the Bond they needed to set up
guidelines for laying new street and repair of existing streets, Mike Elms
of TAMPC will give Nir. Campbell specifications for the Council to go by,

The Council will continue discussion of this matter at the next meeting.,
At Mr. VanDall's suggestion the Council will meet with he and J?~dge
Pickerall for updating and codification of the City Ordinances. Council
members will study the Ordinances and bring any questions they have to the
Special Meeting, tentatively set for August 21, 1973•
P~Tr. Campbell apprised the Council that we had one vote in selecting an area
representative for the Municipal Retirement Fund. He advised that four
names had been submitted for our consideration, Following a discussion
of the names submitted, Resolution No. 4$ was drawn and executed declaring
that we were casting our one vote for John Brown, Personnel Director,
Midwest City. ( TUTr. Brown will serve a five year term,). The vote was
Ayes: Ross, Duncan, Large, Myers, Ball. Nays: None.
Mr. Campbell told the Council the State Civil Defense part of the Municipal
Building had been enlarged and almost everything had been completed, He
hopes we will be able to accept bids the latter part of September,
T~Iayor Ross related details of the August 2 meeting between City officials,
representatives of Senators Bellmon and Bartlett, Congressman Jones'
offices, County Health Department and other interested parties regarding
the $6th St. North Interceptor Sewer system. Various avenues are being
explored .to try to get the Dallas, Texas office of the EPA to re-consider
its denial of the grant.
Mayor Ross asked the Council members to be present, if possible, at the
meeting August 14, at Ator Elementary School for the Proposed 169 Highway.
Petitions are being circulated for approval of the Highway.
T~layor Ross asked if the Council would approve the claims as they were
presented. Mr. Large made a motion to accept the claims and Mr, Ball
seconded. Ayes: Ross, Myers, Ball, Large, Duncan.
The Council was informed that the Planning Commission had approved Tract
No. 1 containing 20 acres for Commerical use and zoning was changed from
CG to CH. Tract No. 3 containing 30 acres had been approved by the OPC
for CG zoning. The Planning Commission had denied zoning Tract No. 2 as
Commercial with the understanding that the zoning of this tract may be
discussed at a later date. After much discussion Mr. Duncan moved and Mr,
Large seconded to accept the recommendations of the Planning Commission.

Alan Anderson, OPC Chairman, asked the Council to meet with the Planning
Commision to update the zoning regulations.
Mr. Campbell asked the Council for approval to transfer $12,$45.30 from
the Street and Alley Fund to Capital Outlay. Mr. Large moved and Mr.
Duncan seconded for transfer of the funds. Ayes: Ross, Myers, Ball,
Large, Duncan.
H. D. Hale told the Council he did not feel he was getting the service
he had paid for from the Oil Capital Trash Service. He said he had an
agreement with the trash men that they would clean up around the cans
. where the people had not deposited the trash in the cans. He had
contacted the County Health Department and they were suppose to contact
the City. Mr. Campbell said we could do nothing about a verbal agreement
between Mr. Hale and the Trash Company. It was suggested that a meeting
be set up between NLr. Hale, Mr. Campbell and a representative from the

NTayor Ross asked Mr. Hale if he would lease the vacant lot on Carlsbad to
the City for a period of two years to use as a playground and ball diamond.
Mr. Hale said he would lease it for a period of One (1) year with an
option to renew the lease the Second year for One Dollar a year. Mr. Hale
said he had some playground equipment he would donate to the City for
the playground.
Mayor Ross told the Council that the lights were down at Rayola Park
and the Concession stands would be moved. Everything should be down and
moved out of the Park by the end of the month.
T~Tr. Campbell read a letter from Tom Shick asking authorization for the
Civil Defense to use one base station and five mobil units on the Owasso
Police frequency of 155.490. Mr. Ball made a motion that the Civil
Defense be given this authorization and N1r. Duncan seconded the motion.

Being no further business, NIr. Ball made a motion at 9:12 p.m. to adjourn
and Mr. Duncan seconded. Ayes: Ross, Myers, Ball, Large, Duncan.
