Present: Joe Ross Mayor Noble C. Campbell City Manager Robert Ball Councilman Robbie D. Fickle Acting Clerk D. Duncan V Councilman Herb Tyler Water Supt . Jerry K. VanDall Attorney Mr. Campbell informed the Council of the status of the 86th Street North Interceptor Sewer, explaining that our EPA Federal Grant aid had been denied. Each Council member was presented a work-up on the above project, along with a memo from Mr. Campbell ad- vising them of a meeting between aides of Senators Bellmon and Bartlett and Congressman Jones and other interested parties. That meeting is scheduled for Thursday evening, August 2, 1973 at 7:30 p.m. in the meeting room of the library. The Council request City Engineer John Edelman report whether or not we are meeting EPA standards on this project and Mr. Edelman stated that we did meet these specification: with exception, perhaps, of "suspended solids" and tests are going to be run to ascertain if we meet these requirements and qualify for the EPA grant. Out Mr. Campbell explained that 30 days had expired, with protest, from the date of publicatic of the proposed Owasso Public Works Authority Trust, a certificate hadbeen prepared and had been or would be filed of record in Tulsa County certtibfing this action, and it was now proper to change all utilities from the City of Oerasso~the Owasso Public Works Authority. Thereupon, Mr. Duncan moved, Mr. Ball seconded the motion that city utilities be leased for a period of 50 years to the Owasso Public Works Authority. Ayes, Ross, an. Ball, Myers. Mayor Ross then asked for discussion and explanations on the proposed City budget for the fiscal year 1973-197+. After a discussion of items on the budget and explanations by Mr. Campbell, Mr. Duncan moved and Mr. Myers seconded the motion that the budget as pre- Ayes• Ross, Myers Lame, Ball,D_uncan sented for the fiscal year 1973-197/ be approved. , ---- During the discussion of the budget, Mr. Campbell told the councilmen that just because a item appeared on the budget, it did not necessairly mean that the appropriated funds for that item would be spent in full or at all. The Council was informed that an application for 750-25~ Federal Grant had been approved to purchase portable radios for the communi- cations center. He also stated that two patrol cars were on duty during the evening hour that a dispatcher would be employed instead of the fourth policeman on the budget, at a lesser salary, that the Street Department man would receive a salary equal to the other employees rather than the one on the budget, that anew police car would probably not be purchased until January or after; firemen were covered under Workman's Compensation, that he intended to make a request for teletype system at no cost to the City with the excepti of supplying the paper and personnel; that the police dispatcher will do stenographic wor for the police department; dispatch all calls, answer telephone, probably keep and mainta court files and serve as court clerk and keep the police records up to date. During the discussion, City Attorney W. ti~I. VAnDall suggested that municipal court costs be raised fr $3.00 to $5.00. There was no action taken on this matter at the meeting. A suggestion was made to appropriate money to send firemen to various schools. No action taken. John Edelman was asked to explain the status of the Municipal Complex and Rayola Park. Council members were given sketches of the lower floor plan showing the changes suggestec by the State Civil Defense for their participation in construction of the lower floor. Page 2 ,<~ ~~: Mr. Campbell said that he hoped the Municipal Complex would be ready for occupancy by January of 1974. He explained that in about 2 years dispatchers would be employed around the clock to take all calls, including fire calls, which would drop us to a Class 6 fire rating, decreasing fire insurance rates within Owasso Proper. Mr. Campbell advised the Council that the revised sketch of the lower floor of the Complex had been sent to the State Civil Defense inOklahoma City for their approval. The Park Project was discussed. Mr. Edelman presented for review by the Council sketches and elevations of the park project, explaining the minor changes in the original plan. The Council was advised that Mr. Money had agreed to remove the posts from the park. City employees will move in when the street work is finished and begin work on the park project. The Council was informed that the County would assist some in the park project. The Council agreed and instructed Mr. Edelman to elevate the athletic building tow (2) feet above the present elevation. Mr. Edelman explained that the concession stand at the athletic building would have to be detached from the building for the purposes of receiving BOR Funds. The application for BOR Funds on the swimming pool is completed and at present, the City is waiting to receive an Abstract of Title to the Park property before submitting the application. A discussion on the codification of the Ordinances followed with Mr. Campbell requesting the Council members to study the preliminary, mark changes and have things ready to pass at the August 7 meeting.
