July 3, 1973
The Owasso City Council met in regular session Tuesday evening, Julyy 3, 1973• The
meeting was called to order by ViceMayor Jerry Myers at 7:00 p.m.

Vice Mayor Myers asked if there were any changes in the minutes of the last meeting
and as there were none they were approved as presented.
Vice Mayor Myers turned the meeting over to Mr. Campbell and asked him to present
Resolution No. 47 to the Council for approval. After Mr. Campbell read the Resolution,
Mr. Large moved to accept the Resolution. Mr. Ball seconded the motion. Ayes-- Myers,
Duncan, Ball, Large.
Mr. Campbell presented the contract from Tulsa for raw water and explained that this
is the same contract as last year and will be in effect until we start using treated
water from Tulsa. Mr. Duncan moved and Mr. Large seconded the motion for approval
of the contract. Ayes: Myers, Duncan, Ball, Large.
Mr. Campbell explained to the Council the contract for City Engineering Services.
This is as a retainer, the present fee being $25.00 monthly. The new contract will
` be $40.00 monthly. Mr. Duncan moved and Mr. Large seconded the motion to accept the
contract. Ayes: Myers, Duncan, Large, Ball.
Since Owasso has over 4,000 population, Owasso must be a paying member to the Indian
Nations Council of Government. The annual fees for Owasso will be $561.00. Mr.
Large pointed out to the Council that membership in INCOG was important because Grants
from the Government are reviewed by this Board. Mr. Large made a motion to become
a member and Mr. Duncan seconded. Ayes: Myers, Large, Duncan, Ball.
Mr. Campbell submitted the Estimate of Needs for the fiscal year 1973-74. These were
made as close as was possible at this time. The motion to accept the Estimate of Needs
was made by Mr. Duncan and seconded by Mr. Large. Ayes: Myers, Duncan, Large, Ball.
The Representatives from the TG&Y project submitted plans for an.additional 9,000_sa•
feet to their building. The_ Council„approved the _plans,_ as st~b„~„tted.
Two more building permits were approved, one for the new Brookwood Center on $6th St.
It will be a two story building with plans for a family restaurant, recreation center,
shops, and offices. It will be approximately 21,000 sq. feet. The plans for the
building of an OTASCO store next to Wells Food Market was the other permit approved.
Fire Chief Jack Cramer told the Council that he wished to thank Mr. Campbell for all
the help he had given to the Fire Department.

` Mr. Large moved and Mr. Duncan seconded the approval of the Claims. Ayes: Myers,
Ball, Large, Duncan.
Vice- Mayor Myers asked Chief Matney to introduce the two new Owasso Policemen, Bob
Secoy and Willie Ginn to the Council. Chief Matney pointed out that Bob Secoy is a

Certified Breathalizer and that Willie Ginn recently completed a school from the
Bureau of Narcotics and Dangerous Drugs. He said he felt C+wasso was fortunate to have
this quality of policemen on itts force.
-- Vice Mayor Myers read an invitation the Council received to attend the reception
at St. Henrys Catholic Church honoring Father Byrne.
Sao Rogers County residents asked about the Annexation. Mr. Campbell told them the
meeting for discussion of the Annexation would be held July 19.
Vice Mayor Myers asked if there was any further business. As there was none Mr.
Large made a motion at 7:55 p.m. to adjourn the meeting and Mr. Ball seconded.
