The O~,~rasso City Council reconvened on P~4onday evening, May 7, 1973, at 7:02 p.m.,
at City Hall UTith Mayor Joe Ross presiding.

Oaths of Office ~.vere administered to the five (5) Council members by City Attorney
i^~. ~^1. UanDa.ll. Following the Oaths of Office, Per. Duncan moved and P~.r. Myers
seconded the motion that Joe Ross be appointed Mayor. Mr. Duncan moved and Mr.
Ball seconded the motion that nominations cease. Ayes Ball, M~,~ ~an,~e~ ~~
Mr. Ross was then declared mayor by acclamation.o?.~~ ~:
Mayor Ross moved that Jerry K. Myers be appointed. Vice Itilayor. Per. Duncan seconded
the motion. Mr. Duncan moved, Mr. Ball seconded a motion that all nominations cease.
Ayes Ross, Duncan, Ball, Large. Mr. P~Zyers was appointed by acclamation.
Noble Campbell was asked by Mayor Doss to give his recommendations for treasurer.
Mr. Campbell recommended that Glenna M. Anderson be appointed treasurer with Dorothy
Allsup as Deputy Treasurer. The Council's consensus was that Mr. Campbell's recom-
mendations be approved. P~1r. VanDall then administered the Oath of Office to P~1rs.
Anderson. Her term of office is governed by the City Charter, Article 4, Sec. 4-l.
P~~ayor Ross stated that Mrs. In^z Odom did not care to continue in the position of
City Clerk because of her many duties with the Owasso Public Schools. He suggested
that P~Zarcia G. Riggs be appointed City Clerk. Mr. Campbell advised the Council that
Mrs. Riggs irias already employed part-time at City Hall and said he felt she U?as
qualified to serve as City Clerk.
Mr. Myers moved and P~4r. Ball seconded the motion that Mrs. Riggs be appointed City
Clerk. Ayes Ross, Myers, Ball, Duncan, Large. Mr. VanDall administered the Oath
of Office to Mrs. Riggs. This term of office is indefinite and is subject to Article
2, Section 2-b of the City Charter.
P•1r. Large moved, PFr. Duncan seconded the motion that the Claims be accepted and
approved. Ayes, Ross, P~4yers, Ball, Duncan, Large.
Mr. P~Iyers will attend, if possible, the kick-off celebration in Tulsa in connection
ti*ith that city's "Jubilee" celebration. Mayor LaFortune of Tulsa extended the invi-
tation.
Mr. VanDall requested that the City pay his expenses to the Municipal Attorneys' meet-
ing in Norman, Oklahoma on Saturday May 11, 1973• The Council agreed to pay his ex-
penses, including food, shelter and other travel expenses from City funds.
Bank signature cards for the new officers tarere executed. Signatures required were
the Mayor, City Clerk and Treasurer. Others who, if necessary, may execute a check
are Dorothy Allsup, Jerry K. Myers and Josephine Doumey.
l-2ayor Ross expressed his gratitude to Mr. Duncan and Mr. Large for their united
efforts in the past administration and expressed the desire to work amicably i~~ith
the t~?o new members as ~~Tell as the two returned to office.

At 7:30 p.m. Mr. Duncan moved and Mr. Large seconded the motion that this meet-
ing be continued to Thursday evening, May 10, 1973 at 7:30 P.M., at City Hall.
