The Owasso City Council met in the City Hall February 6, 1973 at 7:00 p.m.

Mr. Campbell presented Ordinance No. 150 adopting the current edition of the Electrical
Code of the City of Tulsa, as amended, for the official Electrical Code of the City of
Owasso.
Mr. Peel moved the Ordinance be adopted. Mr. Duncan seconded the motion. Ayes: Ross,
Peel, Large, Mowery, Duncan.
Mr. Peel moved an emergency be declared and the Ordinance be in effect immediately. Mr.
Mowery seconded the motion. Ayes: Ross, Peel, Mowery, Large, Duncan.
An Agreement was presented between the Board of County Commissioners of Tulsa County, Okla.
and the Mayor and Council of the City of Owasso whereas the County and City cooperate

mutually in establishing a system of electrical inspections within the municipal
limits of Owasso. Mr. Duncan moved the Agreement be signed and accepted. Mr. Peel
seconded the motion. Ayes: Ross, Peel, Mowery, Large, Duncan.
Mr. Campbell presented Ordinance No. 151 amending Section 9-B of Ordinance No. 77 of
the revised Ordinances for the Town of Owasso, passed May 16, 1966, to provide for
increased rates for meter setting and connections or taps, and declaring an emergency.
Mr. Duncan moved the Ordinance be accepted. Mr. Peel seconded the motion. Ayes: Ross,
Peel, Du,,//ncan, Large, Mowery.
Mr. Peel~noved an emergency be declared. Mr. Large seconded the motion. Ayes: Ross, Large,
Mowery, Peel, Duncan.
I'4r. Ross informed the Council that the County had been filling holes and doing work on
the Owasso Streets.
Honor Heights Plat was presented but approval was withheld until the Engineer could do
some checking.
Mr. Peel moved and Mr. Duncan seconded the motion ;o adopt the PeMooWe el D canl•as pre-

A letter was read from Lee A. Horst requesting a $1+0.00 per month Firemen's Pension be
paid to Harry Worley beginning January 1, 1973• ~'• ~'ge so moved. Mr. Peel seconded
the motion. Ayes: Ross, Peel, Large, Mowery, Duncan.
Mr. Peel moved to reappoint Al Anderson to the Planning Commission for a three-year term.
Mr. Mowery seconded the motion. Ayes: Ross, Peel, Large, Mowery, Duncan. No appointment
was made to fill the place of Guy B. Manning.
The Council postponed a decision to fill a vacancy on the Board of Adjustments to fill the
place of Bill Drummond who moved away.
Mr. Ross recommended Mr. Campbell berappointed the City's representative to the Indian
Nations Council of Government. Mr. eel so moved. Mr. Duncan seconded the motion. Ayes:
Ross, Peel, Large, Mowery, Duncan.
Mr. Campbell will make a report of proposed expenditures with the Revenue Sharing monies
and present to the Council.
Mr. Evan L. Davis presented a Resolution stating that the City of Owasso is in agreement
with the proposals in regard to a vote on bond issues made by the Town of Owasso before
becoming a City. Mr. Peel moved the resolution be accepted. Mr. Large seconded the motion.
Ayes: Ross, Peel, Large, Mowery, Duncan. The Resolution also includes the agreement that
Evan L. Davis handle the bond issue.
Mr. Davis presented Ordinance No. 152 Authorizing the calling and holding of an election
in the City of Owasso, State of Oklahoma, for the purpose of submitting to the qualified
voters of said City the question of the issuance of the Bonds of said City in the amounts
and for the purposes as follows:
$200,000.00 to provide funds fop the Park System
250,000.00 to provide funds for a Munici al Building
85,000.00 to provide funds for a Fire S~ation and Equipment

Mr. Large moved an emergency be declared. Mr. Peel seconded the motion. Ayes: Ross,
Peel, Large, Mowery, Duncan.
Thereupon Section 3 setting forth the emergency nature of said ordinance was read and
Mr. Duncan moved that an emergency be declared and that said section be adopted as read.
Motion was seconded by Mrn~. Peel. Ayes: Duncan, Large, Mowery, Peel, Ross.
Mr. Mowery moved that said Ordinance be placed upon final passage and passed as a whole.
Motion was seconded by Mr. Duncan. Ayes: Duncan., Large, Mowery, Peel Ross. Nays: None
The Mayorfs Proclamation was presented calling an election to be held on March 13, 1973
on the Bond Issue as stated in Ordinance No. 152. Mr. Large moved the Proclamation be
accepted. Mr. Peel seconded the motion. Ayes: Ross, Peel, Large, Mowery, Duncan Nays:
None.

Mr. Peel moved we authorize the attorne to draw up a Resolution for an additional
saes tax vote to be applied to pavement of Park Bond Issue and upkeep of park. Mr

Mr. Campbell presented Ordinance No. 153 amending the sales tax ordinance of the City
of Owasso by amending Ordinance No. 103, Section 1, of the revised ordinances of the
City of Owasso by increasing the levy and assessment of an excise tax from l~ to 2~
upon the gross proceeds or gross receipts derived from all sales taxable under the sales
tax law of Oklahoma.
Mr. Large moved the Ordinance be accepted. Mr. Duncan seconded the motion. Ayes: Ross,
Large, Mowery, Duncan.
Mr. Large moved an emergency exists. Mr. Duncan seconded the motion. Ayes: Ross, Large,
Mowery, Duncan.

Mr. Campbell presented Ordinance No. 154 authorizing and directing the calling and
holding of a special election in the City of Owasso for the purpose of submitting
to the registered qualified voters the question of whether Ordinance No. 153 in-
creasing the sales tax levy from one percent to two percent for the City of Owasso.
Said election to be held on March 13, 1973•
Mr. Duncan moved the Ordinance be approved. Mr. Large seconded the motion. Ayes:
Ross, Large, Mowery, Duncan.
Mr. Duncan moved an emergency exists. Mr. Large seconded the motion. Ayes: Ross,
Large, Mowery, Duncan.
Mr. Campbell presented a Special Election Proclamation and Notice authorizing and
directing the calling of an election on March 13, 1973•
Mr. Duncan moved the Proclamation be accepted. Mr. Mowery seconded the motion. Ayes:
Ross, Mowery, Large, Duncan.
Engineer, Edelman presented Honor Heights Plat and said after checking, that all easements
were in order. Mr. Large moved the plat be approved. Mr. Mowery seconded the motion.
Ayes: Ross, Large, Mower-y, Duncan.
Mr. Large moved we transfer $14,000.00 from Sales Tax Reserve Fund to General Fund. Mr.
Duncan seconded the motion. Ayes: Ross, Large, Mowery, Duncan.
Richard Canatzer appeared before the Board asking for better water service to four houses
where a 3/4" water line runs to one meter. The Council agreed that a 2" line near the
the houses should be extended and four meters installed. It was agreed for Mr. Campbell
and Mr. Tyler to take care of the matter.
Engineer, Edelman presented a new plat of the cemetery. He also showed a large color
picture of the municipal complex to be voted upon.
