HomeMy WebLinkAbout1973.03.06_City Council Minutes__ ~~ ~~ March 6, 1973 The Owasso City Council met in the City Hall March 6, 1973 at 7:00 p.m. Present: Joe Ross Mayor Noble Campbell City Manager Robert Peel Trustee Chris McComb Acting City Clerk John Mowery Trustee Josephine Downey Deputy Clerk Dean Large Trustee Bill VanDall Attorney V. D. Duncan Trustee John Edelman Engineer Minutes of the last meeting were read. Mr. Peel made a motion they be approved with the following correction: The Employee Manual was approved with the exception that Paragraph L, Page 14. should include-This paragraph does not apply to employees hired on or before January 1, 1973, but will apply to all employees hired after that date. Payment of $l1g.55 to attorneys Hall and Sublett for depositions in Case C-71-1345, Owasso vs. Reed. Attorneyst fees will be held in abeyance for awhile, however, Mr. VanDall requested that this payment be made now since the firm needs to pay the out-of-pocket expenses on these depositions. Mr. Mowery seconded the motion that the minutes be approved with this correction. Ayes: Ross, Peel, Large, Mowery, Duncan. Planning Commission Vacancy - Motion by Nir. Mowery to appoint Warren Burdine. Second: Mr. Duncan. Ayes: Ross, Peel, Large, Mowery, Duncan. 3klana> Board of Ad3ustments Vacancy - Motion by Mr. Ross to appoint Joe Sck~ar. Second: Mr. Duncan. Ayes; Ross, Peel, Large, Mowery, Duncan. Mr. Campbell read the Proposed Revenue Sharing Expenditures for-:the next five years. Motion by Mr. Peel that Proposal be accepted. Second: Mr. Duncan. Ayes: Ross, Peel, Large, Mowery, Duncan. Mr. Campbell recommended that Worlanents Compensation coverage be purchased for all City Employees. Motion by Mr. Duncan that Wprkmen~s Compensation be purchased for all City ~nployees. Second: Mr. Feel. Ayes: Ross, Peel, Large, Mowery, Duncan. Mr. Peel made a motion that the City sign a renewal water meter purchase agreement with Badger Meter, Inc. Second: Mr. Duncan. Ayes:- Ross, Peel, Large, Mowery, Duncan. Mr. Campbell reported that there would be an inspection of City Water Mains by Insurance Service office in the near future. Claims were presented - Mr. Peel made a motion that all claims be approved. Second: Mr. Mowery. Ayes Ross, Peel, Large, Mowery, Duncan. Mr. Ross notified members of the Council that the last date for filing for a new term would be March 9, 1973• Mr. Campbell read. proposed Ordinance #155 which would require licensing and bonding of anyone wanting to do electrical contract work in the City of Owasso. Mtation by Mr. Peel to adopt Ordinance #155. Second: Mr. Duncan. Ayes: Ross, Peel, Large, Mowery, Duncan. Mr. Peel moved an emergency be declared and the Ordinance be in effect immediately. Second: Mr. Large. Ayes: Ross, Peel, Large, Mowery, Duncan. Mr. Peel made a motion that Mr. R. C. Hinton, school guard for the City, be given a raise increasing his salary from $6.00 to $7•~ per day, retro-active to March 1, 973• March 6, 1973 - Minutes continued - ~_~ John Edelman .led a discussion concerning the water line from Tulsa to Owasso. Motion made by Mr. Peel to give Mr. Edelman a letter authorizing him to continue his work on this project. Second: Mr. Duncan. Ayes: Ross,Peel, Large, Mowery, Duncan. At 7:55 Mr. Peel made a motion that the meeting be continued to March 20, 1973 at which time it would reconvene at 7:00 p.m. Second: Mr. Duncan. D Dun Trustee Chris McComb Bill VanDall Acting City Clerk . can Noble Campbell Trustee City Manager John Edelman Attorney Engineer Absent: Joe Ross Mr. Duncan made a motion that an Amendment be approved amending Sales Tax Agreement for the City of Owasso raising the tax for Owasso to 2~ effective A~r'il 1, 1973. Second: Mr. Large - Ayes: Peel,Mowery, Large, Duncan. Mr. H. D. Hale requested the Council to take action on the following matters: 1. Correct sewer facilities behind his house on Atlanta to prevent bathroom overflow. 2. Install curbing in front of his house on Atlanta. Mr. Campbell stated plans were being made to rework the entire street of Atlanta this Spring. 3. Mr. Hale cited water standing problem in front of his shopping center on Main Street and quoted from an agreement made between his company and the Town Council of Owasso signed 3-3-71. Also quoted from several letters he had written registering complaint concerning this situation. 4. Asked for ruling on zoning requirements for rebuilding of shopping center on Main. Mr. Campbell explained the need for going before the Board of Adjustments for zoning of this property. 5. Asked about new connections for sewer lines. Council advised attending OUA meeting for complete details in this area. The Council agreed for Mr. Campbell to work with Mr. Hale on these requests. Motion by Mr. Duncan to approve application by First Bank of Owasso to abandon present sewer easement to new sewer easement on adjoining property where new bank facilities will be constructed. Second: Mr. Large - Ayes: Peel, Mowery, Large, Duncan. Mr. VanDall disclosed co-ownership with Mr. Charney of property at 76th & Cedar Sts. He stated that Mr. Charney was filing an application to the City of Owasso to vacate the alley in back of their property. Mr. VanDall requested that he be withdrawn as City Attorney when this application is considered. N`~r. Edelman discussed the Water Main Extension from City of Tulsa to City of Owasso. He stated that the contract of treated water would be the same as for raw water. He cited various easement right-of-ways which he is working on. He presented an estimated cost of this water line as follows: Mingo Rd. to existing line at 56th St. North North of Bird Creek to 4th Avenue $ 70,000.00 100,000.00 Mr. Campbell presented a Standard Agreement Form between the City of Owasso and architect firm of Mansur-Daubert-Williams, Inc. in connection with construction of Park & City Complex. Motion by Mr. Lar e to approve this agreement. Second: Mr. Mowery. Ayes: Peel, Mowery, Large, ~uncan. March 21, 1973 - Minutes continued - Mr. Campbell asked the Council to approve the transfer of funds to the General Fund from the following: Water Fund $13,723.30 Sewer Fund 11,809.16 Sales Tax Fund - Cash 6,021.57 C.
