Mr. VanDaZZ presented Ordinance 149 which provides authority for police officers of the
City of Owasso to issue citations at the scene of an arrest and declaring an emergency.
Mr. Peel made a motion that this Ordinance be passed. Mr. Duncan seconded the motion.
Ayes: Ross, PeeZ,Large, Mowry, Duncan.
Mr. Duncan moved an emergency clause be approved. Mr. Large seconded the motion. Ayes:
Ross, Peel, Large, Mowry, Duncan.
Council approved of Mr. VanDaZZ getting in touch with Mr. Cheek in regard to Codification
of aZZ City Ordinances.
Mr. Ross suggested that council members meet November 7th with the fire department and
architect concerning the proposed municipal complex.
Mr. John Groth presented the proposed final form of Declaration of Regional Metropolitan
Utility Authority. After discussion Mr. Peel made a motion that the City of Owasso
approve this Trust Agreement. Mr. Duncan seconded the motion. Ayes: Ross, Pee Z, Large,
Duncan, Mowry .

Nov. 6, 1972 - Minutes continued
Mr. Charles Norman, attorney, representing Honor Heights, presented a plan for alternate
sewer service which they would construct for the privilege of tying on to the City of
Owasso Sewer System. They asked for a letter from the Council to FHA stating that
sewer service would be provided. The Council declined giving them a letter until con-
firmation is received for a Federal Grant for an enlarged sewer system for the City of
Owasso.

Mr. Charles SeZee asked the Council for approval of a proposed Zand fill on the John
Kornegay property on the south side of Owasso. He was referred to the Planning Commission.
Mr. Ross read a letter from the Trust Administrator of the Oklahoma Municipal Retirement
Fund stating tht~t two new trustees, Mr. Ernest Dirks and Mr. Harry B. HiZZ, Jr. had been
elected to begin office on November 1, 1972 and would serve for a term of five years.
Mr. Duncan made a motion that the City of Owasso enter into contract with the City of
Tulsa for the latter to furnish treated water to the City of Owasso at the regular master
meter rates. Mr. Peel seconded the motion. Ayes: Ross, Pee Z, Large, Duncan, Mowry.
Mr. Large made a motion that the City Engineer be directed to make plans for the construc-
tion of a 12 inch z~ater main for tying the City of Owasso into Tulsa mains for treated
water. Mme. Duncan seconded the motion. Ayes: Ross, Pee Z, Large, Duncan, Mowry.
Mr. Large announced that there would be a vacancy in the police department as of 11-15-72.
Mr. Large made a motion that this vacancy be filled by Mr. Lew Ayers at a salary of x`450.
per month. Mr. Mowry seconded the motion. Ayes: Ross, Peel, Large, Duncan, Mowry.
