The Owasso Town Council met in regular session in the Town Hall September 5, 1972 at
7:05 p.m.

The treasurer recommended $14,360.76 be transferred from sales tax to sinking fund for the
purpose of paying storm sewer and sidewalks bonds and coupons. Mr. Peel so moved. NIr.
Duncan seconded the motion. Ayes: Ross, Duncan, Peel, Large.
Charles Kitt-berling, Superintendent of water and sewer and engineering director of Tulsa
told the Council that Tulsa might not be able to assure Owasso adequate raw water in the
future and asked that they might consider purchasing treated water at a cost of .34

Mr. Ross suggested a joint meeting of the Council with the Owasso Planning Commission
and Engineer on September 21, at 7:00 p.m.
Mr. John Groth offered to serve on the Regional Metropolitan Utility Authority. The
Council accepted his offer.
Jack Spradling representing Plaza Developing Co, asked the Council for assurance of
water and sewer in the development and also asked permission to exchange an easement in
the middle of their property to the side of the property The Council could promise
no assurance of water and sewer at this time.
Senior citizens were again present to object to mandatory trash service. After some ~
discussion, it was agreed that the service be mandatory and that each citizen who felt
that he could not afford to pay for the services write a letter to the Council stating
that he could not pay and giving the source and amount of family income and the number
in the household. Each letter would be considered and perhaps a reduced rate could be
given and absorbed by the City.
